"History will justify me!" vs "Will history justify me?"
Is it possible at critical moments of reality, when not just a person, but a state leader literally opens the ground under his feet, appeal to the court of history, proving his innocence not to his contemporaries, but to his descendants? Despite the fact that the expression "History will justify me" by Fidel Castro was born in the middle of the 20th century, several centuries before that, in the middle of the 17th century. very close in meaning words were uttered from the scaffold by the English king Charles I. One of the most unpopular presidents of the United States, James Buchanan, addressed the same question to the descendants. Later, some government leaders, such as Saddam Hussein, no longer asked history, but exploited it to justify their own policies. All examples given in the article can serve as proof that history is not capable or does not want to justify anyone. It always gives contemporaries the opportunity to judge the actions of the authorities, and leaves the descendants a chance to evaluate both these actions and the reaction of society to them.
Key words: history, historical figures, revolution, civil war, oratory.

Finland in World War II: from adversary to ally
Despite the large research apparatus revealing the pages of the history of the Second World War, this period of world confrontation still retains many "blank spots". In recent years, a lot of materials have appeared that reveal the reasons for the emergence and course of the Soviet-Finnish war of 1939-1940. and the subsequent participation of Finland in hostilities against the USSR on the side of Nazi Germany. The authors of this article tries to systematize the available historical information concerning the conflict between Finland and the Soviet Union, which began in the pre-war period and continued in the German camp under the pretext of a "liberation war" with the Soviets.
Key words: Winter War, World War II, Soviet Union, Germany, Finland.

Oil clot of geopolitical energy
The world has become global. One of the pillars of the unified development of society is energy. The energy consumption patterns that have been available to date did not form a single energy market. They did not require concerted action by major international actors to resolve energy disputes. The situation changed with the beginning of the oil era. Since oil is the most important commodity on the world market, all geopolitical steps to approve control of oil production, oil refining and oil prices can be viewed as a pattern of not only economic, but also geopolitical behavior of all participants in this market (exporters, importers and transit countries of oil), which build their own geopolitical strategies based on oil interests.
Key words: geopolitics, history, energy, ecology, hydrocarbons, oil, social responsibility.

The Far East in the Russian-Chinese tea trade in the second half of the 19th century: main trends and prospects
The article considers the development of the Russian-Chinese tea trade in the far East in the second half of the 19th century. The author shows the problems accompanying the process of trade relations. Carried out the analysis of documents of the late 19th century reflecting views on the future of Russian-Chinese trade in the far East in connection with the opening of traffic on the Trans-Siberian railway. It is proved that the main prospects of tea trade in Russia and China at the end of the 19th century were directly related to the exploitation of the Trans-Siberian railway.
Key words: Far East, Russian-Chinese relations, tea trade, Trans-Siberian railway, customs duties.

The experience of the prayer feat of the pre-revolutionary Orthodox military clergy in the existing Russian army during the Brusilovsky breakthrough during the First World War
The presented research is devoted to the topic of the experience of the prayer feat of the pre-revolutionary Orthodox military clergy in the active Russian army during the Brusilovsky breakthrough during the First World War. The relevance of the research topic is determined by the low degree of knowledge of the influence of the factor of prayer service of the military clergy on the morale of the troops and the course of hostilities. The choice of a research case is explained by the unprecedentedly wide scale of this operation and the complexity of the conditions for it for the Russian command. The methodology is based on a combination of elements of comparative and descriptive analysis. The author comes to the conclusion that during the period of the Brusilov breakthrough, there was a transformation in the perception of prayer by both representatives of the military clergy and representatives of their flock. Prayer service was spared the elements of routine, which entailed the growth of its importance as a factor determining the moral condition of the troops. Thanks to this, the clerical feat of the clergy began to play the role of a factor that directly determined the success of military operations.
Key words: World War I, military clergy, Brusilov Offensive, regimental priest, morale of troops.

Conditions and mechanisms for the implementation of a participatory model in the context of modernization of political governance in the Russian Federation
The article reveals the conditions and mechanisms for the implementation of the participatory model in modern Russia. Emphasizing the special conditions for the implementation of this model, namely, the modernization of political governance, the author focuses on the positive experience of its use in the West. The close connection of the participatory model with the “digitalization” of the political sphere is considered by the author of the article through the prism of the implementation of the concept of “open government”. The author has made a significant conclusion that a participatory model can create conditions for the implementation of the concept, but in the modernization conditions of the country it is not effective enough.
Key words: participatory model, modernization, political governance.

Development of information security principles and information legislation of the Russian Federation in the 1990s and 2000s: a comparative historical aspect
The article examines the stages of formation and development of the legal foundations of information security in the Russian Federation in the period up to the mid-2010s. At the initial stage of this process, information security was not mentioned in the legislation, but then the prerequisites for its development were formed. Since the mid-1990s, information security has been narrowly considered in regulatory acts, in connection with the threats caused by scientific and technological progress. In the 2000s, it began to be understood in a broad sense, but further legislative initiatives were influenced by the large-scale informatization of society.
Key words: history of law, information, information protection, information security.

Elusive perception of the spirit of the times: from myth to reality
In cultural studies there is a widespread concept of "genius of a place", which means a caring spirit that protects not so much peace as the unique identity of each territory. Despite the fact that the understanding of the unity of space and time has been going on since ancient times, the understanding of genius did not enter the category of the latter. This is due to the fact that in the early stages of the development of civilization, time reflected its cyclical, agrarian nature, and the human habitat had clear linear characteristics. The ancient pantheon was filled with deities of time, reflecting its cyclical nature. Since the beginning of industrial development, space has lengthened time linearly, but at the same time, people's concentration on the search and development of new territories did not allow connecting the spirit of a particular zone with its “finest hour”, which had to be made to last forever. Nowadays, a parallel model has been added to the cyclical and linear models of time perception, which allows you to move on to solving problems in a specific place, taking into account the peculiarities of the temporal type of their performers.
Key words: history, chronology, mythology, cultural studies, time, space, pantheon.

One more time to dating of the building inscription of the bosporian tsar Duptun
The article deals with the complex issue of dating an inscription on a marble slab, which mentions the Bosporan tsar Duptun, unknown from other sources. The inscription was found in Kerch as early as in 1888, but it still continues to cause numerous controversies among researchers. Since it is impossible to determine a more exact time of the creation of the epigraphic monument due to the unpreserved letters designating the year, scholars resort to various indirect arguments following from the analysis of the text and confirming, in their opinion, one or the other dating of the inscription. According to the authors, a comprehensive analysis of numerous factors allows them to conclude that the Bosporan building inscription with the mention of tsar Duptun must be correlated with one of the earliest versions of possible datings. Only in this case, it causes the least amount of controversy.
Key words: Northern Black Sea region, Bosporan Kingdom, Bosporan tsar Duptun, Late Antiquity Period.

Social actors as social innovators. Reflections on the collective monograph "Contemporary social actors: from organizations to para-organizations"
At the beginning of 2020, a collective monograph "Contemporary social actors: from organizations to para-organizations" was published in the international publishing center "Ethnosocium". It provides a detailed analysis of the versatile activities of organizations, which are gradually acquiring more flexible features of para-organizations. This process reflects not only structural changes, but also meaningful changes associated with the fact that social actors begin to play the role of social innovators. Therefore, they require great freedom of thought and action.
Key words: social authors, organizations, para-organizations, international relations, economics, labor organization, social innovation.

Mechanisms for the implementation of political communication in modern Russia
The study examines the mechanisms for the implementation of political communication in modern Russia. The authors highlight the factors of the functioning of modern communication reality and focus on such concepts as the political elite, forms of interaction, media plots, information space, etc., influencing the specifics of political communication. In this regard, political communication is viewed from the standpoint of postmodernism, as a two-way process using an arsenal of tools: agitation, propaganda, political discourse, political advertising, Internet technologies, etc. The article concludes that the vertical communication model dominates the political sphere of modern Russia which requires serious improvement in order to improve its effectiveness in the future.
Key words: political communication, mechanisms for the implementation of political communication, Internet technology.
