Political time reflected in political rhetoric

The article analyzes the relationship between political speech and political time. On the one hand, speeches of prominent politicians and statesmen help to understand the specifics of political time. On the other hand, the persuasive power of political speech can influence the course of this time, accelerating social changes or convincing the audience of the stability of development and delaying political transformations in the state.

Digital educational platforms and prospects for their development

Digital educational platforms have become an integral part of the modern educational process, providing wide access to knowledge and educational materials. These platforms play a key role in the organization of distance learning, educational process management and interaction between students and teachers. With the rapid development of technology, digital educational platforms are becoming an important tool for providing high-quality and affordable education. The purpose of this work is to consider the current state of digital educational platforms, their key functions and capabilities, as well as the prospects for their further development.

Improving personnel assessment in a construction organization

The article substantiates the substantive aspect of the concept of "assessment of the potential of the organization's personnel", defines the methods and technologies of personnel assessment. An analysis of the practice of assessing the competitiveness of the management personnel of a construction organization is carried out, based on a comparison of the ratio of quality and price indicators of employees. The factors of formation and development of the personnel assessment system of the construction organization are identified, and the features of the development of the comprehensive assessment system are considered.

Modern problems and trends of human resources management in the state civil service

The article substantiates the substantive aspect of the concept of «professional identification of the organization's personnel», defines methods and technologies for personnel assessment using the example of the Ministry of Internal Affairs of Russia. It is obvious that the established social habits and professional identity associated with working in the police are undergoing changes in connection with retirement, and sometimes even need to be replaced with new ones, and therefore retirement can become a psychologically traumatic and rather complicated process. With proper preparation of employees for retirement, the transition to a new life is carried out more efficiently and faster, allowing specialists to continue their working lives and look for ways of new professional self-realization. In addition, the article analyzes the practice of professional identification of police officers retiring in the UK, based on a comparison of the ratio of quality and value indicators of employees. The factors of formation and development of the system of assessment of police officers at their retirement are revealed, the features of the development of the integrated assessment system are considered.

Factors influencing the effectiveness of motivation of professional activity of the enterprise personnel

The article analyzes the factors of formation and development of the personnel motivation system of the construction organization, considers the features of the motivation system development. The analysis of dysfunctions of the personnel management system of the construction organization, factors of its deprofessionalization based on the results of the sociological study is presented. A set of measures to level the key problems of formation and development of the personnel motivation system is defined.

Key imperatives of Russia's development strategy and the formation of civil identity

The article examines the national imperatives of Russia's policy on the path to developing a self-sufficient state. It is proved that the key imperative of the state's development strategy on this path should be the formation of civil identity. At the same time, its own domestic and foreign policies for implementing this strategy should be determined, based on deeply conscious and clearly formulated national interests, including economic ones, closely related to economic identity. The significance of the factor and the role of economic identity are examined from the standpoint of economic theory, regional economic development, national economic security and state economic policy.

Consumerization of education: analysis of consumer trends and their impact on educational activities

Consumerization of education – major issues of research in modern socio-humanitarian science. Analysis of the article include trends of the consumer society, and the subject – the process of consumers local post-development education. The author considers the phenomenon of educational services, reveals the relationship of the ideology of consumerism and modern educational practices, and analyzes the socio-differentiating the role of the education system. The methodology of this research is based on the principles of dialectics, comparative and specific historical approaches, which had highlighted the contradictory content of the process of consumers local post-development education. The article shows that the consumerization of education demanded by the consumer society, which makes the sphere of education comply with the time requirements. Process consumers local post-development of education characterize both negative and positive properties, which gives this phenomenon the ambivalent content. Consumerization of education is a reflection of the processes that occur in a consumer society. Education becomes a trend and a social marker through which implemented social success, prestige, status. The materials contained in the article may be used for scientific and theoretical issues relevant to education in General. In addition, the work contains elements of practical importance, which may be of interest to practitioners.

Territorial settlement of ethnic communities and ethnopolitical conflict propensity (the case of Croatia, 1990–1991)

The article addresses the problem of ethnic communities or groups territorial settlement factor in the context of ethnopolitical conflicts on the example of the Croatian war, 1991–1995. The author’s position is that the use of factual information on the settlement of ethnic communities or groups is essential for understanding the logic of the actors’ actions and its spatial reference. In this work, the author summarized the results of the last credible census of the Socialist Republic of Croatia and Yugoslavia, based on which an explanation is offered on the main directions of ethnopolitical conflict propensity by 1991. The author notes that the results of this work can be used for scenario prognosis of other ethnopolitical conflicts’ development, their monitoring and prevention.

Global trends of international relations in the context of transformation of modern political organization of the world

This article examines global trends in international relations, which are the most important component of political interaction in the era of globalization. The author of the article, based on the studies of foreign and Russian analysts and forecasts, describes the scenarios of development of the system of international relations and reveals the general regularities of political interaction between the world powers. The article also touches upon the problem of building a new world order in the context of its multipolarity, despite the fact that the unipolar system of international relations has not yet left international politics. The article pays special attention to the problem of organization of the modern international system. The author of the article identifies the most significant trends in the development of international relations in the XXI century, assesses their opportunities and prospects. The article concludes that, although each state seeks to form its own system of international relations, the system that best suits its interests, only joint efforts can achieve success in building a new world order.

RIA “Russia today” as a tool for shaping Russia’s international image

The article examines the role of the Russian International Agency (RIA) “Russia Today” in shaping Russia’s positive international image. It analyzes key strategies of the agency, such as cultural diplomacy, the use of innovative technologies, and the coverage of global initiatives. Special attention is given to the agency’s efforts to counter the informational dominance of Western media and promote Russian values on the global stage. Examples of successful projects implemented in 2022–2023 are provided, demonstrating RIA’s contribution to the development of a multipolar information space.

Extremism and terrorism as an element of social anomie

The article examines issues that clarify the essence of the concepts: "extremism and terrorism". Various manifestations of extremism and terrorism in modern society and the danger of their consequences are studied. The spread of destructive practices in social networks and digital platforms is studied, which leads to an expansion of the scale of consequences and the use of new methods of combating extremism and terrorism, using modern information technologies. In addition, the threat to society from terrorist manifestations is shown through the development of new information systems. The conclusions include the need to improve legislation and form new mechanisms for coordinating state and political bodies to counter extremism and terrorism, to facilitate the exit of individuals of modern society from a state of anomie.

State formation of the country's image through cinema: the experience of Russia and China

The “national image” is the overall picture of a country's perception and assessment in a global context, which is an important indicator of a country's cultural soft power and reflects the strength of its culturally based thoughts, morals and spirit. Although cinema is the youngest of the seven arts, its accommodative capacity is the highest, and its ability to spread is the widest. It includes the temporal sense of literature and music, the spatial sense of painting and architecture, as well as the visual and auditory senses of dance and theater. As a complex art, cinema can visually show the details of society's life, having the natural advantage of intercultural exchange due to vivid visual images. It captures the essence of all seven arts, creating a new art form. It is precisely because of the attractiveness of cinema that it has unique advantages in shaping the image of the country. Thus, in shaping the cultural image of a country, cinema is always a special and important tool that plays a key role in improving the image of the country and shaping the national cultural image.

In this article, the author analyzed the cultural aspect of cinema, and exploring the current situation, problems and works of Chinese cinema in an international presentation, the influence of cinematographic culture on the formation of a national image is considered.

The main approaches to the essence of the concept of personal life orientations

The relevance of research. Chinese culture has a distinct identity. The significant contribution of both traditions and modern trends in society and politics can be noted in shaping the life orientations of the Chinese. Adherence to traditional patriarchal values, orientation towards society, is combined with a focus on personal interests, self-development and obtaining life benefits (Malysheva, 2018; Korzhova, Dun, 2020).

Life orientations are a multi-level system. They objectively exist and function in the practice of social relationships, and are subjectively recognized and experienced as value categories, norms, and goals. As a result of this awareness, they become a person's personal position. Signs of life orientations are their openness and accessibility to all, indisputability of value and semantic content, and non-commitment to moral aging (Kaunova, 2006).

A large number of scientific works by Russian scientists such as V.S. Bratus, V.G. Alekseeva, S.S. Bubnova, T.V. Kornilova, A.A. Volochkov, D.A. Leontiev, V.E. Chudnovsky are devoted to the topic of life orientations (see the review by Kaunov, 2006).

Scenarios for the development of regional integration in the Eurasian economic union in the context of the formation of a new world order

This article is devoted to scenarios for the development of regional integration in the Eurasian Economic Union in the context of the formation of a new world order. The author's scenarios for the development of the Eurasian Economic Union, formulated taking into account the problems and contradictions arising in the context of the formation of a new world order, classified by degree of complexity, have characteristic differences. A pessimistic scenario, associated with the lack of solutions to critically complex problems, suggests, for example, that the problem of implementing a common industrial cooperation is unresolved. In a realistic scenario involving the solution of the tasks assigned to the association, barriers, exemptions and restrictions are being actively eliminated in order to ensure the "four freedoms" and implement other measures within the framework of strategic development directions. In an optimistic scenario involving a significant expansion and deepening of integration, security integration is being implemented.
