Higher education as the foundation for effective public service in Germany

The issue of training civil servants remains a pressing issue in European countries. In Germany, significant changes are occurring in the teaching of core subjects related to the activities of government agencies, with specialized higher education institutions and departments within existing universities emerging to meet government institutions' needs for trained and competent personnel. Dual education for entry-level and mid-level civil service positions has become widespread. This article examines these and other new technologies that could be adopted by the Russian system of training civil servants.

Development of the institution of public hearings in the local government system

The article analyzes the development of public hearings as an institution of direct and dialogical democracy. At the present stage of socio-political development, it is necessary to look for various ways, methods and platforms for building a constructive dialogue between the government and society, motivating residents to show civic initiative. In the context of digitalization, it is more important than ever to build vectors of interaction between government representatives and the population, to find compromises and mutually beneficial solutions. The importance and necessity of the presence of representatives of municipal authorities in the digital field as opinion leaders, who can potentially generate both interest in public hearings and increase the effectiveness of their conduct, is substantiated. The characteristic features and main problems of the institute of public hearings at the present stage are outlined, and the main ways to solve them are presented.

The role of social networks in political communication

Political communications are an integral part of public administration, representing the process of transmitting political information that allows for the structuring of political activities and the formation of public opinion and political socialization of citizens, taking into account their needs and interests. Political communications are used to convey political messages that need to be communicated to the population. However, in an era of active digitalization and technological advancements, the traditional methods of transmitting political communications and the channels through which they are disseminated are becoming outdated, as they fail to reach the necessary segments of the population. In this regard, it is important to find new effective channels of political communication, one of which is social media and messaging apps. This article explores the features of social media as a channel of political communication, as well as the positive and negative aspects of using social media in political communication.

Internal socio-political conflict in a hybrid war: national and interfaith properties

The purpose of this article is to analyze and evaluate the phenomenon of socio-political conflict as a result of the use of unconventional hybrid warfare technologies, an artificially created threat to the current political system, the causes of the dysfunction of social institutions, the system of economic and legal relations. Ensuring internal confrontation in conditions of confrontation leads to an aggravation of the criminal situation, opposition movements, and the creation of a revolutionary situation. Using the example of historical events in Russia at the beginning and end of the twentieth century, the author actualizes the problems of conflicts on national and interfaith grounds during periods of revolution and state involvement in military operations. The consideration and analysis of the phenomenon under study is carried out taking into account its spatial and systemic characteristics in the context of the use of armed and unarmed methods of struggle. Generalized signs of socio-political conflict are highlighted. Two groups of causes of ethnic and religious confrontation have been formulated. Using the examples of works by foreign and domestic authors, the role of religion in the formation of ideological attitudes of human behavior in political processes is considered. It is determined that in the political science dimension of the conflict, religion acts as an external form of legitimization of antisocial and anti-state actions. The doctrinality and dogmatism of radical confessional ideologies, the sacredness of the identity of cult practices and the incongruity of value dominants are catalysts for inciting confrontation. The article describes the stages of the emergence of confrontation in the context of management of social processes. In conclusion, generalizations are formulated about the ways of forming existential foundations for the initiation of socio-political conflict; about the use of ethnic and religious differences as causes of conflict, the creation of motivational psychological attitudes of deviant behavior; the correlation of the concepts of socio-political conflict, interethnic and interfaith confrontation is determined.; the conclusion is made about the possibility of artificial objectification of the reasons for the confrontation between a part of society and the government due to social differentiation and social contradictions.

Constructing the image of a "political person"

The article examines the phenomenon of the first lady institution as a significant element of modern political communication and symbolic representation of power. Special attention is paid to the image of the head of state's spouse as a factor influencing the formation of public perception of a political leader and the state as a whole. It is emphasized that the image of the first lady is constantly under the scrutiny of the media, leading to various interpretations ranging from admiration to criticism. In today's context, the role of the first lady goes beyond the traditional status of a politician's spouse, acquiring independent significance in the national and international arena. The institution of the first lady acts not only as a component of the political image, but also as an element of national identity, contributing to the harmonization of the image of the head of state and increasing the level of trust in the government. The authors emphasize that the psychological aspect is a significant component in the process of shaping the image of the first lady.

The Impact of the confrontation between the DPRK and the Republic of Korea on foreign trade between the Republic of Korea and the People's Republic of China in the 21st century

This article examines the fluctuations in trade and economic indicators between the Republic of Korea and the People's Republic of China, including military and political crises associated with the DPRK from 2006 to 2025. The authors implemented the methods of systemic-functional, economic, and geopolitical analysis, as well as media monitoring. Moreover, we proposed three scenarios for the development of economic relations between South Korea and China.

India's arctic strategy adjustment under the new geopolitical architecture of the arctic

Against the backdrop of the transforming geopolitical architecture in the Arctic, India, as an emerging economy, is actively revising its Arctic strategy, shifting from limited scientific engagement to systematic and multi-level involvement. Based on an analysis of the evolution, key drivers, practical models, and structural dilemmas of India's Arctic strategy, this study demonstrates that the release of India's Arctic Policy in 2022 marked the elevation of its Arctic engagement to the level of national strategy. Its multifaceted motivations include climate security, energy needs, competition over shipping routes, and the pursuit of great power status, with strategic rivalry with China serving as a significant driver. In practice, India has adopted a diversified approach, where cooperation with Russia acts as a central pillar, alongside the expansion of multilateral scientific networks and the promotion of connectivity projects. However, the implementation of this strategy faces serious challenges, including its “hedging” stance amid the Russia-West confrontation, domestic resource constraints, and external pressure under the environmental agenda. Ultimately, India has become a new variable that cannot be ignored in the Arctic agenda, but the effectiveness of its strategy will depend on its ability to strike a viable balance between great power competition and limited cooperation, as well as between strategic ambitions and practical capabilities.

Governability of state and institutions representing power in West African states: the cultural dimension

Governability of State in West African countries faces various challenges, including the absence of a shared culture. The existence of the state is embodied by culture, without which it would be unlikely to maintain its organization. Culture, fostered by language, unifies a nation, determines education, and gives life to a common perspective. In this article, it is interesting to examine the contours of culture in West African countries, particularly Senegal.

The peripheral communication strategy of the community with a shared future for mankind in the “Lancang-Mekong: the river that flows south”

The documentary "Lancang-Mekong: The River That Flows South" broadcasted on the occasion of the sixth anniversary of the Lancang-Mekong Cooperation has successfully elevated regional cultural practices into a global dialogue of values. From three dimensions of narrative, emotion, and value, this article analyzes how the film portrays the diversity and symbiosis of regional cultures through real shots, maps the "big self" with the "small self", and forms cross-cultural expressions of commonality, analyzes how the film captures life details from a populist perspective, stimulates audience empathy for "ordinary wisdom", dissolves cultural barriers, and analyzes how the film presents the practice of cooperation and win-win within the basin with "harmony in diversity" as the core, strengthens the relevance of global issues, and promotes the concrete dissemination of the concept of a community with a shared future for mankind.
