Law on elections to local councils of workers' deputies of 1947: contents and political and legal commentary

After the end of the Great Patriotic War, elections of deputies of all levels of the Councils of Workers' Deputies (the Supreme Soviet of the USSR, the Supreme Soviets of the Union and Autonomous Republics, and Local Soviets) were held in the Soviet state in 1946-1947. The elections were held on the basis of the Union Constitution of the USSR of 1936, the constitutions of the Union republics, in this case - the Constitution of the RSFSR (as amended in the period under review). In accordance with constitutional norms, election laws were adopted and adjusted. The article focuses on the elections to local Soviets of Workers' Deputies, laws on which were adopted in the union republics. Accordingly, the Regulation on elections to regional, provincial, district, district, city, village and settlement Soviets of Workers' Deputies of the RSFSR, adopted in October 1947, is analyzed in detail. This law regulated in detail the conduct of all stages of the electoral process. It is noted that in the post-war period there were no fundamental changes in the system of public (state) power, and accordingly, the organization of elections was carried out under the slogan of an "unbreakable bloc of communists and non-party members", without an alternative, although this was not prohibited by law, with mandatory praise for Stalin, and under the control of the monopoly ruling All-Union Communist Party (Bolsheviks). Despite the overorganization of the elections, the absolute majority of deputies were truly respected Soviet citizens in society.

Key words: Soviet state, post-war period, elections to local Councils, Regulations on elections, election campaign.

Russia's scientifically based educational potential is an indicator of the level of culture and sovereignty of the population

Education is usually considered from the perspective of four dimensions: a person as a bearer of culture, a consumer of culture, and as a retransmitter of culture and creator of culture, creating new layers of culture. Education is an internal quality of a person, his essential component. Education, being a part of the general culture, becomes an indicator of high personal culture. Education contributes to the formation of motivation for continuous permanent self-education. We are talking about material and spiritual culture.

For Russia, this is of fundamental importance. It is indicative that the formation and development of the spiritual culture of Russian society, and its value guidelines should be used by the state ideology. Ideology is a guideline, an indicator of the goal of society, where we are moving. Ideology cannot depend on the mode of production, that is, on the form of ownership.

When analyzing the material, we are convinced that education is the basis of a scientific worldview as a system of generalized views on the objective world and the place of man in it, on the attitude of people to the reality around them and to themselves through education. Education is the quality of human knowledge and spiritual culture, which contributes to the sovereignty of society. This is, of course, not only a spiritual and moral problem, but a social and political problem, and in many ways a personal one. The findings show that the results of the study can be used as educational material by students of all forms of education and interested specialists.

Key words: material and spiritual culture, education and erudition, bearer and consumer of culture, creator and retransmitter of culture, value orientations, state ideology, sovereignty of society.

Regional cultural policy and strategies: some geocultural practices in the Perm Region

In recent world history, new knowledge, conditions and standards are needed to modernize regions and cities. The modern progress of the urban environment is determined by factors relevant to our time, including the development of the geoculture of the territory, the introduction of new "geocultural" methods for the development of regions and cities, and the creation of a creative environment. Regional geocultural policy and geocultural strategy for the development of the territory, the theories of which have been developed at the junction of the humanities relatively recently, functionally include methods of positioning territories in various spheres of public relations, as well as the implementation of some provisions of the creative city model. These categories are designed to solve priority tasks focused on the development of both individual territories and entire regions. The article proposes to describe some geocultural practices in the Perm Region, leading to the modernization of the region and its individual cities from the perspective of developing geocultural potential, as well as the introduction of a creative environment.

Key words: geocultural regional policy, geocultural strategy of the territory, geocultural development, geocultural practices, creative city.

Experience of planning humanitarian research in the GDR (1951-1989)

The experience of failures, mistakes, delusions, ideally, should be inspiring for subsequent effective problem solving. This could include the history of the totally centralized planning of humanitarian research in the German Democratic Republic, which led in 1986 to the creation of the "Central Research Plan for Marxist-Leninist Social Sciences of the GDR for 1986-1990". Completely ideologized, this plan was aimed at preserving socialism "on German soil" in the long term, the dominance of Marxist-Leninist ideology, and the postulates of historical and dialectical materialism. Its authors, among whom were the leaders of the Academy of Social Sciences of the Central Committee of the Socialist Party of Germany, did not foresee the imminent fundamental changes in the country's foreign and domestic policies that led to a peaceful revolution - the unification of the country in 1989-1990 and the collapse of the GDR regime.

Key words: planning of scientific activities, German Democratic Republic, Academy of Social Sciences of the Central Committee of the Socialist Party of Germany, Central Research Plan for Marxist-Leninist Social Sciences of the GDR for 1986-1990.

Historical origins of the state symbols of Ukraine: coat of arms, anthem, flag

The subject of the study of this work is the historical path of development of the state symbols of Ukraine. The cradle of Russian civilization today has turned out to be the center of contradictions. Ethnically and genetically, a single people turned out to be divided because of the complex geopolitical processes taking place on Ukrainian soil. The symbols of Ukraine to this day divide the people, and do not consolidate it. This fact is clearly reflected in the coat of arms, anthem and flag of the state, which bear not heraldic but prognostic errors. The synthesis of possible symbols of the state corresponding to historical realities is not possible today, since each part of Ukraine has its own history that divided the country and led to a civil war.

The study used a cultural–historical and ethnographic research method. This made it possible to identify common ethno-cultural origins of different parts of Ukraine and Russia. The historical-comparative method, along with the historical-genetic method, made it possible to build the trajectory of the development of symbols of the state, to identify errors in these symbols.

The main conclusions of the article are that the coat of arms, anthem and flag of Ukraine is an artificial object created by the Austro-Hungarian government to fight Russia. All state symbols of modern Ukraine have soiled themselves in the stench of the collaborationist movement. The coat of arms carries historical symbols, but the color, the absence of a motto and the flag trample on the independence of the state, emphasizing Western vassalage. The main dogmatic errors in the legislative description of the coat of arms were indicated and the reasons for the separation of a single state and a single people were analyzed in detail.

Key words: heraldry, coat of arms of Ukraine, history of the coat of arms of Ukraine, errors in the coat of arms, flag of Ukraine, Symbols of Ukraine, prognostic aspects of heraldry, errors in the coat of arms and flag.

Evangelicalism as a Political Movement under the George W. Bush Administration: The Cases of Iraq and Israel

Evangelicals, comprised over a third of the U.S. population in the early 2000s, significantly influenced politics, particularly during George W. Bush's presidency. Bush frequently employed religious language and emphasized his Christian faith. Key tenets of Evangelical Christianity include the idea of American exceptionalism, support for Israel, and the promotion of American democracy. American evangelicals often believe that God supports the U.S. in spreading its values and combating its enemies. Socially conservative, Evangelicals predominantly vote Republican.

During the Bush administration, Iraq became a focus of U.S. foreign policy. Accusations of WMD development and human rights abuses served as justifications for the 2003 invasion. While the war was highly divisive, evangelicals largely supported the intervention, viewing Saddam as a threat. Evangelicals pursued their goals in the Middle East, with missionaries providing aid during the conflict and cooperating with the local government to proselytize. However, the war ultimately led to a decline in Iraq's Christian population.

Another key area of Evangelical political activity is advocacy for Israel. Due to their theology, the group believes that protecting Israel is in the interest of Christianity as a whole and thus Evangelicals lobbied for the US government to help Israel financially and militarily.

Key words: Evangelicalism, USA, Iraq, Israel, George W. Bush.

China's soft power policy towards North Korea

The authors of this article explore the multifaceted dynamics of China's soft power strategy toward North Korea, assessing the effectiveness and limitations inherent in this approach. Using a variety of soft power tools – economic investment, cultural exchanges and diplomatic initiatives – China seeks to stabilise the Korean Peninsula and increase its regional influence; however, many challenges arise (notably the unpredictable nature of the political environment in North Korea and the sceptical views of international stakeholders such as the US and South Korea). Through detailed analysis, the study highlights the nuanced successes and failures of these strategies: economic cooperatives and cultural programmes sometimes align Pyongyang's behaviour with regional stability, but this is often hampered by geopolitical scepticism and North Korea's fierce defence of its sovereignty. Future scenarios suggest different scenarios depending on China's ability to adapt and refine soft power tactics, with recommendations centred on increased cultural engagement and transparent, coherent diplomatic discourse with other global players. The article's main thesis focuses on the strategic implications of Chinese soft power and advocates an evolutionary approach that has the potential to transform regional tensions into cooperative stability, thereby redefining the geopolitical dynamics of East Asia. Using this approach, the article contributes to the broader debate on the effectiveness of soft power in international relations, especially in an unstable political landscape.

Key words: soft power, China, North Korea, geopolitical dynamics, diplomatic strategies, cultural exchange, economic co-operation, regional stability, international relations, policy effectiveness.
