The fate of liberalism in universities: penetration, strengthening, degeneration and expulsion

The article proposes a model of ideological paradigm shifts that have been clearly evident in university education since the Enlightenment. The peculiarity of this model, and along with it the basis for its appeal, effectiveness and competitiveness in a specific historical period with its special economic demands and patterns of political culture, is the rapid change of conservative and liberal orientations. It is shown that in Western universities, primarily American ones, a crisis of the liberal education model has emerged.

Intellectual migration: managerial and geopolitical aspects

The article is devoted to the analysis of such a complex social phenomenon as intellectual migration, which is rightly considered both as one of the significant risks to the organization's personnel security and a threat to national scientific and technological sovereignty. This phenomenon is compared with the phenomena of staff turnover and non-return. It is shown that intellectual migration has long historical roots. Its prospects for changing in the context of digitalization to "brain circulation" are revealed.

Aging as the basis of a new ethics of global governance

The article examines the phenomenon of global population aging as a factor transforming the ethical foundations of modern international governance. The author analyzes how the demographic transition affects the normative paradigms of global governance, requires a rethink of the principles of justice, solidarity and sustainability, and also pushes for building new ethical and political guidelines that take into account the interests and dignity of older people. The prerequisites for the formation of age-sensitive ethics are considered, and conclusions are drawn about the need for global adaptation of institutional and value foundations of governance to the realities of a post-demographic society.

Features of public administration in the context of digital transformation

Currently, the Government of the Russian Federation is making significant efforts to introduce Digitalization into the work of public administration bodies. The introduction of digital transformation into the work of public administration bodies allows to improve the quality of work of state and municipal employees, as well as increase labor productivity, reduce the time that citizens need to spend on establishing contact with authorities and receiving the necessary services. The study of the features of the digital transformation of public administration in Russia has a comprehensive relevance, combining theoretical, practical, social and strategic aspects, which makes this topic one of the key ones for understanding the future of the Russian state and society in the digital era. The object of the study is the system of public administration of Russia in the context of digital transformation. The purpose of the study is to conduct a comprehensive analysis of the features of public administration of Russia in the context of digital transformation. Research methods - when writing this article, the author used the following methods of scientific knowledge: analysis and synthesis, induction and deduction, scientific abstraction, grouping and classification. Scientific novelty of the study - in the course of the study it was established that the digital transformation of public administration in the Russian Federation has a positive impact on the functioning of government bodies, and also allows the population to get the opportunity to promptly interact with government bodies.

International strategies on aging: the Madrid international action plan on aging and subsequent initiatives

The article examines key international strategies in responding to the challenges of global population ageing, starting with the adoption of the Madrid International Plan of Action on Ageing (IIPA) in 2002 and ending with subsequent initiatives at the global and regional levels. The article analyzes the institutional and normative dynamics of the development of international policy on the elderly, as well as focuses on the problems and prospects of integrating the age factor into the global agenda of sustainable development. It is concluded that there is a need to move from declarative approaches to the systematic implementation of the principles enshrined in the IIPA, including through the development of an international legally binding instrument in the field of protecting the rights of the elderly.

The article is devoted to symbolism in politics based on the introduced new monetary symbols of the Russian Federation: souvenir double-sided banknotes and coins, in connection with the celebration of the 80th anniversary of Victory in the Great Patriotic War. The article considers the politics of memory, the politicization of history in the formation of national identity, which is of scientific importance in the current historical events.

Safety culture as a tool for continuous improvement

This article discusses the impact of organizational and corporate culture on security management in an organization. It is emphasized that the safety culture is not just a set of rules and instructions, but a single mechanism that works in conjunction with classical occupational safety. It helps to answer the question "how?" — how to achieve security goals, make processes understandable and involve each employee. The importance of corporate culture for the formation of any organization is noted. The analysis of how the evolution of security management takes place is carried out. The best approach to improving the safety culture (CB) is outlined – leadership and commitment of top officials, involvement of all personnel and main contractors in the process of improving the CB through training. The analysis of why it is not possible to develop the design bureau sustainably is carried out. The basic postulates in understanding the safety culture are highlighted. A systematic approach to managing changes in an organization's culture with a focus on safety (the SAFETY CULTURE MODEL) is proposed.

Development of recommendations for improving the culture of service to VIP clients of Asklepiy LLC, Vladivostok

The article examines the current practices of interaction with VIP clients, identifies their needs and expectations. Based on the analysis of the collected data, including real customer experience, recommendations are offered to improve the "VIP" service. The results of the study are aimed, among other things, at improving the quality of work of managers and employees whose activities affect the service culture in the organization. The purpose of the article is to develop recommendations for improving the culture of servicing VIP clients of the Asclepius Medical Center. The object of the study is the interaction of staff with clients. The subject of the study is activities to improve the interaction of staff with VIP clients. The work used a structural and functional approach and the following methods: analysis of literary sources; document analysis; interviewing method; method of included observation according to the following criteria: meeting and informing the patient (understandability and correctness of information presentation, politeness and goodwill in communication), patient registration (speed of work, reliability and completeness of the patient consultation), work of the information center (response time, correctness of telephone consultations and correspondence in messengers), feedback from the client; method of non-involved observation; syntactic data analysis.

The relevance of this topic is due to several factors. Firstly, successful servicing of VIP clients contributes to the formation of a positive image of the company. Secondly, satisfying the needs of VIP clients allows you to create long-term relationships, which leads to an increase in repeat requests and recommendations. Thirdly, in the context of rapidly changing consumer habits, it is important to take into account the new developing areas of service culture and quickly adapt to them.

The problem that served as the reason for conducting this study is that existing methods of interaction with VIP clients may not take into account their individual needs and preferences, which reduces the quality of service. Considering the problems of the study using the example of Asklepiy LLC, it is worth noting the low efficiency of the system of working with VIP clients, as a result of which a missed opportunity to increase profits.

The scientific novelty of the study lies in the fact that it is an integrated approach that combines the theoretical aspects of servicing VIP clients with the practical results of the medical center. In addition, the study proposes new principles of service that can become the basis for creating competitive advantages in the medical services market.

The state and prospects of Competition between the US and China in the context of the Taiwan issue

The Taiwan issue has been a key issue in the process of the development of Chinese-American relations for several decades. Given the importance of this issue and its great influence on the interaction between the two sides, it is necessary to constantly analyze the current situation and predict possible scenarios for the future of the Taiwan issue. This paper provides a detailed description of the current state of conflict between the US and China in the context of the Taiwan Strait crisis, as well as recent statements by the leader of Taiwanese administration Lai Ching-te and the positions of China and the US on the Taiwan issue. At the moment, there are three potential options for the further development of the Taiwan issue. Despite periodic attempts at escalation and persistent contradictions regarding the issue between the United States and China, the most likely scenario for the development of the situation is the “freezing” of the crisis in the Taiwan Strait and the preservation of the current rhetoric of the US and PRC without any significant changes in the near future.

From connectedness to isolation: how the rise of networks exacerbates economic inequality and social reproduction

This study aims to examine how the development of networks exacerbates economic inequality and social reproduction, with a particular focus on the impact of the phenomenon of “isolation from connections” on educational opportunities. Based on the analysis of the 2023 American Community Survey (ACS) data, the study used a multivariate linear regression model to estimate the impact of home internet speed, annual income, and age of the household head on educational achievement. In the data processing stage, the Z-score standardization method was used to perform logarithmic processing of internet speed. The regression results show that internet speed is significantly and positively correlated with the years of education of family members, family income also has a positive effect on educational achievement, while the effect of the age of the household head is relatively limited. For additional verification, the 5-fold cross-validation method was used, which showed that the model has good stability and predictive power. Despite the universality of network connectivity, technological advances have actually exacerbated inequalities in access to education and information, given the differences in access speed, leading to new social segregation. Based on these findings, policy recommendations are proposed, such as strengthening the construction of digital infrastructure, providing digital literacy training, and improving the oversight of platforms, to mitigate the negative impact of digital exclusion on social inequality.

Changing the role of the SCO in the Eurasian space in modern conditions

The author examines the role of the organization in the socio-economic stabilization and safe development of the member states, the issues of SCO modernization raised at the summit in Astana in 2024 in connection with the change in the international situation. The article attempts to consider some aspects of the emerging Eurasian space, as well as touch upon the position of Tajikistan.

The image of Russia in Chinese social networks (on the example of Xiaohongshu)

Nowadays, new social media play a significant role in shaping public opinion. Social networks have become one of the main tools for creating an image of a country among the audience. This paper analyses the image of Russia on the Chinese media platform Xiaohongshu. The author draws conclusions about which ideas about Russian realities prevail among users of this network and identifies the main frames characteristic of the narrative of posts shared on the selected media platform.
