Methodological approaches to the development of students' economic thinking in modern conditions
The article discusses methodological approaches to the development of students' economic thinking in modern conditions. The author believes that in modern market conditions, students will need higher-order thinking skills to cope with the challenges of the era. The development of these skills can be stimulated with the help of assessments and test tasks. The conducted research shows that the quality of knowledge in higher education should be improved by including teaching methods that contribute to the development of higher-order thinking skills in students, for example, by offering students various tasks in assessing and developing solutions to various problems. Teachers should also conduct assessment tests more often to determine the dynamics of the development of students' economic thinking.

Studying the spatial variation of demographic indicators in the Russian Federation and the Republic of Kazakhstan
The number of labor resources in a particular country largely depends on the demographic processes that took place in the relatively recent past; accordingly, the current state of the characteristics of the population has a direct impact on the future of the labor market and indirectly on a number of socio-economic processes. In this regard, we believe that the study of the demographic indicators of Russia and Kazakhstan after 1991 and the impact of the current situation on the labor potential in the future is an urgent task solved by statistical science. The aim of the study is to study the spatial variation of the demographic state of the Russian Federation and the Republic of Kazakhstan and to assess the impact of the current level of indicators on the size of the labor force in the medium term. As scientific methods of cognition, such as analysis and synthesis, historical, comparison, and a number of mathematical and statistical methods were used. The main results include the following: the population of Russia in absolute terms at the time of 2020 is 8 times greater than the value of Kazakhstan, which is explained by territorial and historical factors; the transition to relative demographic indicators shows the dominance of Kazakhstan, so throughout the period 1990-2021. in this country there is a natural increase in population, while in Russia natural decline prevails. The observed results are due to the national and confessional characteristics of the countries; the method of multidimensional grouping identifies distortions in demographic processes that require close attention to the factors that give rise to these problems, both regional and federal government. The results obtained will be useful to researchers in the field of population and labor market of the countries of the immediate neighborhood.
Keywords: statistics, population statistics, demographic processes, grouping, differentiation, types of regions.

Intermunicipal cooperation: foreign and domestic experience
Foreign experience testifies to the widespread use of the mechanism of inter-municipal cooperation. As a rule, it develops in three directions: - organization of effective horizontal interaction of local self-government bodies to solve urgent socio-economic problems of the development of municipalities; - formation and protection of the common interests of municipalities in national and international organizations of local authorities; - organization of effective interaction of international inter-municipal cooperation. Many organizational forms of interaction between municipalities are similar to Russian ones: these are both associations, unions of municipalities, cooperation agreements that have long been known to Russian law, and intermunicipal non-profit organizations and business societies that are relatively new to domestic legislation.
At the same time, it should be noted that abroad both the legal possibilities and the practice of using these forms by municipalities are much wider. This applies both in the managerial and economic spheres. For example, associations of municipalities abroad, unlike in Russia, play a very active role in the discussion and adoption of national and subnational legislation. They also create commercial and non-profit organizations serving several municipalities. The experience of inter-municipal cooperation in a market economy in our country is not so great, however, this work is being carried out. The article describes the experience of inter-municipal cooperation in Western countries, Russia in general, as well as in the Central Group of districts of the Krasnoyarsk Territory, in particular. The positive and negative aspects of inter-municipal cooperation are considered.
Keywords: intermunicipal cooperation, inter-municipal cooperation, associations of municipalities.

The role of Russia in the global and domestic markets in the development of Arctic energy resources
Currently, strategic developments in the Arctic are closely linked to the development of resources, especially with the extraction of hydrocarbons, as according to research, this was the impetus for large-scale oil and gas production as a driving force for the Arctic economy, as it promised local communities employment and prosperity. But there are concerns that the increase in oil production will lead to environmental pollution and destruction of natural habitat and traditional way of life, contributing to the leakage of profits from the region and the increased risk of international conflicts. Positive and negative scenarios for the development of Arctic energy resources are based primarily on assumptions of the increasing role of energy industries in the Arctic. Let's assess the prospects for oil and gas activities in the Arctic as a whole and what role Russia has in the global and domestic market.
Thus, according to recent forecasts made regarding Arctic energy, the current context of global energy demand and supply is considered as a condition for the future development of Arctic energy in various circumpolar countries. The main, leading role is assigned to Russia, as the largest Arctic state today with the largest share of Arctic energy resources. Let's compare the driving forces and interests of Russia and foreign countries behind the development of Arctic energy and discuss the relative importance of domestic economic and political factors.
Keywords: energy resource, shale oil and gas, environmental risk, international sanctions, offshore fields.

Investment attractiveness in the economy of the Republic of Chad
Investments are a condition for the development of developing economies. The Republic of Chad, having an inefficient economy, has a large amount of natural resources, which makes it possible to count on the investment activity of the developed countries of the world. Over the past few years, countries in Africa have made encouraging progress in implementing Agenda 2030 and Agenda 2063, according to the UN. However, progress continues to be uneven. The pandemic will further increase vulnerability and impact economic growth, which is expected to slow by 2.6 percent, pushing nearly 29 million people into extreme poverty and 19 million jobs lost.
The Republic of Chad has a huge opportunity to boldly embark on a new path by acting on the latest technologies, deepening regional integration and developing trade and innovative partnerships. By 2030, half of the world's poorest people will live in similar precarious conditions in a small group of countries, mostly in sub-Saharan Africa.
The purpose of the work is to consistently study the features of the economic development of Chad, to determine the conditions and infrastructure base for investment in the economy of the Republic. The methods of economic analysis, macroeconomic evaluation, evaluation of investment activity and others were used in the work.
Keywords: investment, economy, development, attractiveness, economic growth, policy, technology, activity assessments and support.

Optimization of logistics in the oil and gas industry: individual approaches and directions of development
The article examines individual approaches and directions of development of measures in the field of logistics optimization in the oil and gas industry. The author believes that the global supply chain is a complex ecosystem consisting of multilevel, multidimensional aspects that contribute to timely delivery, just-in-time production and a lean manufacturing system. It becomes even more complex and vulnerable during various threats, such as natural disasters, cyber attacks, trade wars, pandemic situations, accidents, etc. The presence of such threats can jeopardize the organization's supply network. In such situations, it is extremely important to consider sustainability in the logistics chains. Advances in various intelligent technologies can help optimize the sustainability of supply chains and contribute to adaptation and forecasting capabilities . Moreover, they can offer the expected flexibility in the daily search for suppliers, transparency of production and order fulfillment.
Keywords: logistics, oil and gas industry, optimization, development directions.
