The concepts of "cultural-national" and "national- cultural" in Russian legislation

Russian legislation grants ethnic communities that are in the situation of a national minority the right to "cultural-national" and "national-cultural" autonomy. The realization of this right is the initial stage of the future vector of the internal policy of the state, which complements and optimizes the spheral approach in regulating the areas of culture and national relations.

The multinationality of the people of Russia has both quantitative and qualitative aspects. The first of them is present in the results of the All-Russian population censuses, and the second - in the diversity and diversity of cultures of the peoples of Russia.

Problems and prospects of development of interethnic relations in Russian society at the present stage

The current state of Russian interethnic and interethnic relations is characterized, on the one hand, by the conditionality of political-historical and historical-cultural issues at the level of traditional ideological and value ideas and concepts, on the other hand, by the need for the Russian political leadership to formulate balanced and stylistically and resource-adjusted responses regarding the response and relief of dynamically transforming foreign policy risks and threats. The spread of COVID-19, taking into account the blocking of classical interstate exchange procedures, the dynamization of the global migration process, the transfer of most institutional and procedural components of interethnic interaction into digital form and nomenclature, the complication of the specifics of the differentiation of ethno-cultural values and identification constructs are some global trends and trends that significantly change the trajectory and direction of the construction of interpersonal and intergroup communication of various ethnic and cultural communities. In turn, the problems of adjusting and updating the conceptual framework and tools of the national policy implemented by the current Russian political leadership are actualized, firstly, at the level of specialized state authorities, and secondly, at the level of initiative socio-political and ethno-cultural institutions. In this regard, the formulation of the main problems and prospects for the development of interethnic and interethnic relations in Russian society at the present stage is of particular importance.

On the question of Political Education in Modern Russia: experience and prospects

In the modern conditions of a massive information and psychological war unleashed against Russia, the issue of revising the role, place and content of political education in Russia at all levels, starting from the school course and up to university education, is of exceptional relevance. Only by bringing the content of the political science course closer to the realities of today, leaving in the borrowed course of Western political science only those provisions that really reflect modern political realities, we will be able to improve the quality of political education in Russia. At the same time, emphasis should be placed on the training of teaching staff, the revision of relevant programs and curricula, and the publication of textbooks.

Africa: Russia's place in continental competition

The subject of the research is the evaluation of the prospects of cooperation with African countries and their role in Russian foreign policy as based on the existing geopolitical situation. The research analyses the current continental competition with the EU, as well as the opportunities and potential of cooperation with China. The methodological basis of the research is classification, forecasting, comparative analysis, systematic approach, induction and deduction, analysis and synthesis, as well as the comparative historical method.

The role of the phonetic transcription system - pinyin - in the study of new characters by students of the initial level of the Chinese language from the Russian-speaking environment

The pinyin system in Chinese is an auxiliary tool for transcribing Chinese characters using Latin characters. Basically, this tool is used to indicate the pronunciation of Mandarin Chinese - Putonghua. In 1982, pinyin became the international standard for Latin transcription of Chinese (ISO7098). The Latin alphabet, the Arabic alphabet and the Cyrillic alphabet are known as the three main alphabet systems in the world. For overseas Chinese beginners who are accustomed to phonetic writing, Chinese pinyin has exceptional benefits, making Chinese more familiar and familiar, and letting students get rid of the fear of learning difficulties. Beginner Chinese learners from a Russian-speaking background may have more difficulty learning Chinese characters than learners using the Latin alphabet. The object of research in this work is the students of the initial level of the Chinese language from the Russian-speaking environment. Link function, tension reduction function, function of eliminating the feeling of the unknown and strange - in these three areas, thanks to the pinyin system, students discover the function of positive transference or transference while learning new Chinese characters. This increases the efficiency of learning and assimilation of Chinese characters by learners of the Chinese language of the initial level from the Russian-speaking environment.

Development of cultural exchanges between Russia and China in the Volga-Yangtze format (2013-2023)

The Volga-Yangtze format, which is an important attempt at cross-border cooperation between Russia and China, has passed 10 years since its official launch in 2013. Cultural cooperation, as one of the key areas of Russian-Chinese cooperation in the basins of the two rivers, has achieved significant progress in the last decade. This article examines the achievements and current challenges in the Volga-Yangtze format in order to provide basic material and suggestions for the further development of regional interaction and strategic partnership between the two countries.

Economic cooperation between Russia and Saudi Arabia at the present stage

For a long time the indicators of the level of Russian-Saudi economic cooperation remained at low values. However, since 2017, there has been a trend of rapid warming in relations between states in a number of areas, including the economic one. Even after the West imposed a sanctions regime against Russia after the Russian Federation announced a special military operation in Ukraine in 2022, Saudi Arabia did not join the economic sanctions. On the contrary, the number of bilateral agreements and projects has only increased. This paper will analyze the risks and further prospects of deepening economic cooperation between the Russian Federation and the KSA, the place of Riyadh and Moscow in the new emerging world order.

Cultivating the soul by Chinese traditional culture. Research on Chinese excellent traditional culture in Chinese college education

Education has always been a matter of great importance, continuous practice, reform and innovation in China, and the rise and fall of the country is at stake. Especially in the modern education system, the integration of excellent Chinese traditional culture into schools is more beneficial to the cultivation of students' moral sentiments, the formation of a sound personality, and the enrichment of cultural learning and spiritual connotation, thus achieving the purpose of educating people. Therefore, it is necessary to discuss in depth the influence and significance of Chinese excellent traditional culture on school campuses. Chinese excellent traditional culture influences Chinese people in many ways, including influencing people's thinking, concepts, values, ethical rules and behavioral norms, etc. And universities, as a place for specialized training in education, have also become a mainstream base for developing traditional culture and promoting excellent culture. Military and political cooperation of the USA and Japan: formation and development

After the end of World War II, the Asia-Pacific region became one of the main places of confrontation between the two superpowers - the United States of America and the Soviet Union. The desire to prevent the expansion of the communist camp in the Asia-Pacific region led to the signing of military-political agreements between the United States and the countries of the Pacific basin, including Japan. To date, the Land of the Rising Sun continues to be Washington's "unsinkable aircraft carrier" and ensures the US military presence in the Asia-Pacific region. This article will consider the question of how the military-political alliance between Japan and the United States was formed, how its legal basis was formalized, and how military cooperation between the two states continued to develop in response to new and old regional challenges.

Prospects for China's military-political presence in the Arctic

This article presents the directions of the military-political presence of China in the Arctic. An analysis of the forms and methods of China's presence in the Arctic shows that, according to the views of the political and military leadership, this region plays a significant role in the global strategy of the Chinese state. In the short term, soft power will remain the main form of Chinese influence in the region.

Factors and conditions of women's service in the police

Based on the results of a comprehensive sociological study, the main conditions and degree of satisfaction with the service of female police officers, the motives of their professional choice, the peculiarities of service, official and informal relations in the team are considered. Conclusions and conclusions are formulated in the assessment of the approach to the recruitment of women in the Russian police units and, as a result, the effective use of gender characteristics in the workplace for the successful completion of tasks.

To the issue of prospects for the normalization of relations of the federal authorities of Iraq with the Kurdish autonomous region

This article considers the unresolved problems and related contradictions between the central government of Iraq and the authorities of the Kurdish Autonomous Region. As shown, the main source of problems is the protracted budgetary contradictions between the central government and the autonomy. Both sides of the contradiction are aimed at constructive resolution, but at the same time they refrain from taking positive steps in this direction. A whole complex of territorial and customs problems remains unresolved. The problems of coordinating the competences of state power between the center and the autonomy have not been resolved either.

Review of the monograph by S.V. Biryukov "Ethnopolitics and nation-building: historical experience and modern approaches"

The transformations that affect the modern ethnosphere and the political trends (stabilization, conflict, self-organizing) that are emerging within the framework of the latter cast doubt on the immutability of the former principles of its functioning. The latter requires ethnopolitical scientists not only to carry out an analysis of current events, but also deeper and more fundamental reflections. The community of ethnopolitologists and regionalists today needs additional efforts to comprehend the nature, direction and prospects of certain areas of change.

Russia's foreign policy in the context of the transformation of the world order

A new world order is currently being established. This process is not easy. The old dominants still strive for world domination. And yet, the new makes its way, the contours of a new world order emerge. It was the consideration of the ongoing changes in the world order that became the subject of discussion at the International Round Table “Russian Foreign Policy in the Transformation of the World Order”, which was held on April 20, 2023 at the Institute of Law and National Security of the RANEPA.
