Fresh water of Crimea: multifaceted manifestations of water deficit
Water is one of the fundamental forces of nature. She is the source of life and has many manifestations, without which this life loses not only strength, but also beauty. The presence of fresh water always allows us to talk about the possibility of the birth and continuation of life. At the same time, there are a huge number of places where there is a shortage of fresh water. Since ancient times, people have made titanic efforts to supply such territories with water. These places include the Crimean Peninsula. 2020 was the driest year in over a century. The problem of water shortages was aggravated by Ukraine's actions to close the North Crimean Canal. However, decisive actions to find new water sources and improve the water supply system of the peninsula's settlements make it possible to predict the end of the water crisis.

National interests as the basis of the migration demographic policy in the Russian Federation during the crisis
The world is currently transforming at an accelerated pace, involving more and more people as globalization intensifies and permeates almost all aspects of our lives. One area of change that is of particular importance - because of its complexity, fluidity, and difficulty for the authorities to control or regulate - is migration. The multidirectional flow of people through the regions has always been an integral part of global processes and human development. However, at present, migration patterns have intensified and changed as a result of war, humanitarian disasters, political repression. State boundaries, jurisdiction, politics and cultural identity are all tested by endless interactions between different groups of people. Migration is a serious problem that governments must tackle due to economic, political, humanitarian and security concerns. Of particular interest for this article are migration flows to and from Europe, as well as migration to the Russian Federation and within the wider post-Soviet Eurasian space.

The economy of shared consumption: digital format
The article discusses the features of the digitalization of the consumer economy. With the global spread of digital information and communication technologies (ICTs), in particular the Internet and end-user mobile devices for accessing it, new forms of sharing have emerged. This was facilitated by digital platforms that coordinate the processes of shared consumption.
Today's co-consumption communities have expanded to accommodate many more potential participants. These new qualities, together with the growing interest in "sharing" instead of "ownership" of consumption, have transformed the sharing of products and services into a vast phenomenon that is now being discussed as the "sharing economy".

Challenges to the sustainability of higher education and opposition to them
The current actions aimed at transforming the educational process in higher education can significantly increase its flexibility. This meets both the needs of introducing flexible management in the economy and the social sphere, as well as trends in the development of creative potential and the consequent need to improve approaches to talent management. These areas include the transition to a nonlinear model of education, the introduction of transdisciplinary methods, the expansion of the openness and creativity of the educational process. The relevance of the study is determined both by the changed security challenges posed to university education by the COVID-19 pandemic, and by broader challenges determined by the complexity of training specialists for the new innovative economy. The promising directions for the development of nonlinear and transdisciplinary forms of higher professional education are noted, new forms of organization of the educational process in higher education and the teaching methods corresponding to them are identified, which are tested at the Department of Sociology and Management of MADI and can be introduced into the practice of other higher educational institutions.

Economic protectionism in the context of the formation of new international economic relations
The article examines the trends in the development of state capitalism in the developed countries of the world, in particular in China. The author emphasizes the evolutionary nature of the state's influence on free market relations. The experience of developed countries demonstrates the priority of developing competition in relation to forms of ownership. The recent shift in Russia's economic policy towards strengthening state control over the economy indicates a more stringent regulation of the economy.

Assessment of the state and development of interbudgetary relations
Federal relations are of fundamental importance for the general social development of Russia as a democratic federal state. In this context, it is particularly important to balance the centripetal and centrifugal forces. The analysis of the budgetary indicators presented in the article revealed the increasing process of centralization. It made it possible to infer the inefficiency of the modern mechanism of tax allocation and its non-compliance with the principles of fiscal federalism. The growing budget crisis in the region and the long-standing need for structural reforms of the Russian tax system require the rapid implementation of internal reserves. The authors suggested a number of important steps to optimize tax incentive policy, including the development of selective and discriminatory principles for tax incentives and the introduction of forms of compensation for loss of income based on profits. The most important measures to strengthen the local and local collection of property taxes are systematized.

Evaluation of the properties of shotcrete obtained with the use of secondary concrete
In this paper, the study of the features of the durability of the use of shotcrete with the use of secondary concrete used as a filler is carried out. Based on the studies, it was determined that the inclusion of recycled aggregates required an increase in the water/cement ratio to maintain workability in all mixtures and led to a decrease in the rebound effect, which is a very positive consequence, since this is one of the biggest disadvantages of dry mixes. the mixing process.
To characterize the durability of shotcrete, the results of the following tests were analyzed: water absorption during immersion, water absorption due to capillarity, resistance to carbonation, resistance to penetration of chloride ions and shrinkage. In all of them, there was a loss of performance. However, all losses were low, which means that if you take it into account when designing shotcrete, this type of aggregates may have prospects of application.

The paper studies the features of reinforced concrete beams reinforcement in the construction of prefabricated monolithic buildings. It was concluded that the use of various reinforcement options makes it possible to increase the performance properties of reinforced concrete beams in the construction of prefabricated monolithic buildings in various operating conditions, as well as to increase the level of efficiency of construction work.

Features of self-compacting concrete, including carbonate-containing components
Concrete producers practically reduce the negative impact on the environment and increase profitability in the industry by replacing part of the cement with a large volume of waste. Self-compacting concrete is considered a high-performance concrete due to its ease of installation: it can be poured into a formwork with overloaded steel rods, and a vibrator seal is not required.
Studies show that self-compacting concrete containing a large volume of triple mixtures, including fly ash and calcium carbonate, meets the standard requirements for filling capacity, throughput and resistance to segregation. Also, these components increase the compressive strength of self-compacting concrete – it can be more than 50 MPa. These components also reduce the cost of self-compacting concrete, which increases the efficiency of construction work.
