The relevance of the problem of the "digital economy" is continuously increasing all over the world. One of the reasons for the growing interest is the perception of digitalization as a new industrial revolution and the expectation of similar-scale consequences. Historically, the result of such phenomena has been a significant increase in the efficiency of economic activity, including production, which is a key source of growth of social well-being in the materialistic understanding of human development. A review of scientific research in this aspect of the scientific problem allows us to formulate the main postulates of ethnosociocultural dialogization in the information space.

Meaning fields of communication practices of students on the internet (by the results of sociological research)

The rapid transformation of the conditions of socialization of the younger generation determines the need to diagnose the thematic orientation of the formulation of students' requests in the Internet space. The purpose of the scientific article is to represent the sociological diagnostics of the semantic fields of student youth communicative practices on the Internet. The authors, as a result of interpreting the data obtained, come to the conclusion that the importance of the communicative interaction of student youth on the Internet in the context of the general informatization of society, the transformation of the process of youth socialization, is increasing.

Development of the information society in modern conditions

Geobranding for extinct territory: strategies for promotion of cultural heritage at the municipal level

The article presents the point of view of a team of authors on the issues of promoting modern concept ideas of brands of territories based on their historical and cultural heritage. The subject of the study is the cultural phenomenon of the extinct territory, the historical images of which encourage the actors of creative action to create new project proposals in the field of territorial branding. Specific examples show that not every territory in the 21st century is suitable for “figurative formulas”, which are based on the symbolic lightness of interpretation of the dramatic events of past eras. For such territories, the demand is obvious, rather than in branding on the trends of the hospitality industry, but in promoting a geocultural image through the use of modern practices of memorial activism. On the basis of political science knowledge and methods of applied cultural studies, the essential foundations of the concepts of "extinct territory" and "geocultural strategy" are formulated in the article.

The Soviet-German non-aggression treaty (1939): a look through the prism of the principles of western foreign policy

The paper examines the problem of the crisis of confidence of the world community in the foreign policy of the countries of the collective West, using the example of the consideration of the Soviet-German Non-Aggression Treaty (1939). The importance of assessing historical events based on their compliance with the national interests of Russia is shown, recommendations are formulated to explore the most important historical events in their entirety and ambiguity based on the rejection of the Western-centric approach to the assessment of the processes of world history.

The phenomenon of new parties in the conditions of the russian political system (by the example of the party building of the « New people» party)

In the article the attempt of the complex analysis of history of formation and development of party «New people», practice of use of various tools and technologies at advancement within the limits of pre-election campaigns of 2020 - 2021 is undertaken. Distinctive feature of activity of party «New people», is practice of regionalization of activity with the accent on a problem and specificity of separately taken region, separate subject of the Russian Federation. The results of the research on the stated topic are based on the use of both general scientific and special methods, including content analysis in the study and analysis of party documents, event analysis in the study of socio-political activity, election campaigns, as well as analysis of party building of the «New People».

Social interactions of fashion and sports

The article shows the history of the relationship between sports and fashion, which originates at the very dawn of the separation of sports activity from those areas of economic or military life in which sports were part of a ritual associated with survival. As society developed, people had more and more opportunities for sports, and within the sport itself, trends arose that could be identified with the help of fashion.

Features of the activities of the party, state and public organizations of the Soviet Union on the formation of motivation among workers to fulfill and exceed the tasks facing the Soviet industry during the Great Patriotic War (1941-1945)

The paper considers some of the principles and methods underlying the successful propaganda activities of party, state, Komsomol and trade union organizations of the Soviet Union to mobilize the workers of the USSR to high-performance work; shows the results of using such forms of collective action as socialist competition to solve the problems facing Soviet industry; gives some recommendations on the use of the experience accumulated during the Great Patriotic War in modern conditions.

The national project "Education" and the transformation of the vocational education system in the region (2005 – 2020)

The article reveals the specifics of the implementation of national projects "Education" in the Perm Region – a priority national project (2005-2010) and the current national project (2018). It is shown that in the process of practical implementation of project solutions in the region, the transformation of the vocational education system has begun. The main results should be recognized as the optimization of the network of educational organizations of vocational education, the reorientation of their activities to train in-demand specialists in the labor market of the Perm Region. Innovative solutions were tested to overcome the existing distance between vocational education institutions and real customers – enterprises of the state and non-state sectors. The primary task that the actors of the national project were called upon to solve in the 2020s was to achieve priority goals in the logic of the project management methodology. The authors conclude that at the moment the transition from operational and procedural to project activities in the region is still not completed.

Political conditions and goals of collectivization in the USSR

The article discusses the political goals of collectivization of agriculture in the USSR as one of the key economic reforms of the Soviet government, which had long-term political and economic consequences for the development of the state. The analysis of collectivization examines the economic and political conditions in which it was carried out: the interests and interaction of various social groups, the mechanism of making and implementing state decisions, as well as the foreign policy conditions in which the Soviet state existed.

Some aspects of the development of the international municipal cooperation

In modern conditions, international cooperation is beginning to move from the national level to the levels of regions and even individual municipalities. The relevance of this study is due to the fact that the Russian Federation, as a country with the longest state border in the world, has a strong potential for organizing international municipal cooperation. Strengthening international relations at the local level allows developing interaction with the municipalities of those states whose population often has much in common in the historical, cultural, and economic context. The intensity and effectiveness of international municipal cooperation largely depends on the authorities at the regional and local levels, who, like no one else, are familiar with the needs and interests of municipal residents in the development of social, economic, cultural, and educational ties. Thus, in addition to state authorities, regional and municipal structures are increasingly involved in international municipal cooperation. This article discusses various aspects of international municipal cooperation. Particular emphasis is placed on studying the role of local authorities in this process.

The correct formulation of the management problem

For the correct formulation of a managerial problem, it is important to take into account the following components: the decision maker, controlled variables, choice, or decision making, uncontrolled variables, internal and external restrictions, possible outcomes. It is also important to know and take into account the typical manifestations of the incorrect statement of the problem: the lack of a clear formulation of the goal, ignoring the likely consequences of achieving the goal, ignoring the goals of others, ignoring the nature of the relationship of goals, simplifying the problem, inadequate definition of causal relationships, inadequate restrictions.

Social technology as a tool for the development of international cooperation at the local level

The development of international work at the level of local government is relevant and promising today, as it opens up new opportunities for the development of the potential of cities, towns, and other municipalities themselves. However, on the basis of the studied materials in the Internet sources it can be concluded that today municipalities and their heads do not actively use the formats of international municipal cooperation for socio-economic development of their territories under the existing legislative and organizational possibilities. In this regard, the article describes the social technology, the use of which will form and improve the necessary competence of heads of municipalities in the field of international municipal cooperation and promote the active use of MMC at the local level. This social technology is proposed to be used as a working tool for improving the quality of local personnel, increasing the competences of heads of local government, first on the territory of pilot municipalities, and later in other municipalities of Russia.

Sadness is the background color of Russian emigrants

Harbin, a Chinese city with diverse cultures, has never forgotten the contribution of Russian expatriates to its development. The Harbin government organized and created the series of the Harbin Russian Emigrant Literature Book Series. “My Desert Love Song” is one of the novels created by author Shang Zhifa. The novel demonstrates readers the tragic history of Russian expatriates who died in a foreign country. The writer objectively reproduces the changeable historical events and focuses on the tragic fate of the protagonist abandoned by history. The author uses such methods of scientific knowledge as historical research, comparison and bibliography in conducting the study.

An example of Chinese-Russian cultural exchange in the 19th century is the creation of the Chinese Academy in Russia

Since the territory of China and Russia is connected by a long border, official contacts and private ties between the two countries began quite long ago and almost immediately became quite close. In the nineteenth century, Russia entered an era of social change accompanied by a national awakening, rapid economic development and the flowering of culture. The development of education became a perceived social necessity. One after another, state universities and private higher education institutions were opened, and specialized colleges were established. Interest in Chinese culture was also growing, consequently, Chinese studies in Russia were gaining in scope. The centres of Chinese studies established in Russian universities played an important role in spreading Chinese culture in Russia. Over time they underwent changes and gradually expanded: from the initial Chinese language halls specialized university departments and later separate institutes evolved.

Development of wind energy projects in Azerbaijan: prospects to reduce greenhouse gas emissions

For the last three decades development of renewable energy sources has been an important subject for several reasons: primarily, due to its contribution to reduce dependence on fossil fuels and alleviating environmental pollution. Regardless of such positive contributions, there are also certain critiques for the wind energy projects. This research paper presents the development of wind energy projects in Azerbaijan and its potential to curb greenhouse gas emissions (GHG). Relevance of this research is of great importance to explain similar developments in other post-Soviet countries. The article touches upon the challenges for the development of the wind energy in the country. Unfortunately, in general, path dependence on outdated environmental impact assessment (EIA) standards in the former Soviet countries, makes it difficult to adopt new environmental assessment rules. Yet, interestingly, developers of the wind projects in Azerbaijan state claim that it was not as challenging as it sounds to go through the EIA process and get necessary permissions.

Firstly, this paper discusses pros and cons of wind energy. Then it sheds light on wind energy potential of Azerbaijan and explicates perspective on curbing the GHG emissions. In addition, it specifies how far certain wind energy projects can contribute to the reduction of GHG emissions. Moreover, the paper explains how EIA system and relevant permissions have been developed in Azerbaijan.

Dialogue of cultures in the modern world: problems and solutions

Nowadays culture is a central, fundamental concept. So the main problem is the search of ways for resolving of intercultural and interethnic conflicts in the context of a cultural dialogue – an important phenomenon of the cultural globalization. The author of this article, identifying the importance of the dialogue of cultures in the system of intercultural interaction, examines the causes and conditions of the emergence of intercultural conflicts and analyzes the state of the issue concerning the dialogue of cultures in the modern world, making a forecast of its development for the coming years.

Russian-Chinese intercultural communication in modern conditions

The image of Russia in Chinese periodicals in the first decade of the 20th century was diverse. In 1907, some works written by Leo Tolstoy, whom the Chinese considered a preacher of morality, more like a Confucian or Taoist sage, were translated. Direct parallels between Russia and China on the socio-political system in Chinese revolutionary periodicals and newspapers. They suggested using the experience of the Russian people. It should also be noted here that the readership of such periodicals was very limited, although they represented a very active layer of Chinese society.

Chinese folk opera as a phenomenon of national art

This article contains a new look at the problem of creation and development of the Chinese national opera, which is based on both national traits and European musical tastes. Their synthesis created the genre that we call Chinese opera. The author of the article, describing the evolution of this musical genre in China, argues that the Chinese opera, having passed a long way of development, has retained its originality and originality today, despite the influence of the Western school of opera art.

Chinese ballet in the context of national traditions

Each form of qrt has a national specific features. The genre of ballet is no exception. This is due to the fact that the ways of developing ballet art pass their own way using national traditions and in most cases. This article examines the birth of the national ballet in China, which, having absorbed European roots, did not abandon the national elements and national art forms that were integrated into the Chinese ballet performance.

Chinese national ballet: traditions and innovations

This article is devoted to the problem of the relationship of traditional European ballet with innovative trends of ballet art in China. The author of the article interprets the relationship of traditions and innovations in a new way using the example of the national Chinese ballet. The author of the article comes to the conclusion that Chinese national art, including ballet, borrowing European traditions, cannot abandon national traditions, which, interwoven into the fabric of the work, acquire an innovative character.
