Digital economy development (regional aspect)
The digital revolution is rapidly reshaping the global economy, opening a new stage in the technology race. There is no doubt that it is precisely those states that will be able to provide a suitable environment and all the opportunities for the development, development and widespread replication of digital technologies that will set the direction in the global market. Without support for transformations and the unification of initiatives at the state level, the digitalization of individual enterprises will remain only one-time successful projects that do not have a significant impact on the overall state of affairs.

Methodological principles for the development of demographic and family policies in modern conditions
Negative demographic trends that took shape many years ago and continue to the present day pose many very acute problems to society that threaten its security because they are related to ensuring its physical existence. As a response, the state implements demographic and family policies at the federal and regional levels, which are societal development programs aimed at changing these trends. However, the quality of territorial development management is low. The same can be said about the quality of strategic development documents, which should be elaborated in accordance with certain criteria. The article considers the principles of development and implementation of the state policy, the degree of compliance of the modern demographic and family policies with these principles and provides recommendations to improve the situation. There are three main directions. The first direction is the consistency of policy, which includes a clear and consistent wording, hierarchization of policy directions, the complexity of policy measures and the presence of a single coordinating body. The second direction is a powerful information support of the policy. It includes scientific justification of the implemented policy, monitoring of normative acts and policy costs, reliable single methodology of results evaluation, informing the population about what policy is implemented. The third direction (universality) includes the implementation of policies at all levels of government and influence on all members of target groups, not just those in need. Nevertheless, many of the principles are currently not being followed, which leads to a deterioration in the results of public policy. To improve the situation, it is necessary to change the formulation of policy goals and to make them numerical, to coordinate them with the means of achievement and the resources allocated, to organize monitoring and expertise of the decisions made, and to increase the demographic literacy of officials.
Keywords: demographic policy, family policy, state policy, principles of policy development, principles of policy implementation.
