This article examines the conceptual distinction between the concepts of "ethnic human rights" and "national minority rights," a topical issue arising from the need to formulate effective national policies in multiethnic states. Drawing on international legal instruments, philosophical traditions, and the theoretical legacy of R.G. Abdulatipov, the authors explore the differences between the universal model of ethnic rights, which are individual in nature, and the collective rights of national minorities, which require the state to take active measures to preserve their identity. Particular attention is paid to the specifics of Russian civilization, where traditions of conciliarity, solidarity, and the idea of a "multinational people" make it possible to overcome the liberal dichotomy of "majority—minority." The article argues that confusing these categories is fraught with both the erosion of state sovereignty and the disregard for ethnocultural diversity. The authors conclude that conceptual clarity in distinguishing between ethnic human rights and the rights of national minorities is essential for maintaining civilizational stability and harmonizing interethnic relations in Russia.

The article examines the concept, nature and essential features of a political myth in the context of the academic tradition of political science, philosophy and semiotics. The author distinguishes between the ordinary and scientific meanings of the term "myth", demonstrating that the latter is not identical to lies or fiction, but is a specific form of collective meaning-making that performs real social functions. The article consistently examines the key conceptual approaches to political myth: the narrative interpretation of G. Tudor and K. Flood, the semiotic theory of "naturalization" by R. Barthes, J. Sorel's mobilization concept, E. Cassirer's critical position on artificially constructed myth, C. Bottici's procedural model, as well as A. F. Losev's philosophy of mythological consciousness. Based on the synthesis of these approaches, a set of essential features of a political myth. Special attention is paid to the functions of the political myth – integrative, legitimizing, mobilizing, and compensatory-psychological. In the final part, a connection is established between the mechanics of myth-making and the theory of securitization of the Copenhagen School, which makes it possible to consider the analysis of political myth as a necessary tool for researching the construction of threat images and security management in modern politics.

The article examines the problem of forming the primary school children’s socially significant personality traits by means of volunteer activities. The relevance of this issue is determined by the scarcity of scientific research and educational materials aimed at integrating volunteering into primary education, despite the fact that this stage is fundamental for establishing the moral foundations of personality. Based on the analysis of regulatory legal documents and the distribution of research across educational levels, the necessity of systematic work with primary school students is substantiated. The study identifies and theoretically substantiates two key pedagogical conditions: the implementation of volunteer activities based on the author's program «Time to Act: First Steps» and the involvement of primary school students in joint socially significant activities with senior pupils. The principles, forms, and stages of organizing inter-age interaction are revealed. The research results confirm the potential of volunteering as an effective means of fostering responsibility, empathy, civic engagement, and teamwork skills in primary school children.

The article presents a systematic analysis of leading theoretical concepts of state migration policy from the perspective of their institutional preconditions. The author demonstrates that theories of migration policy failure, the liberal paradox, functional imperatives of the state, and neo-institutional approaches to immigration were developed for consolidated liberal democracies and are embedded in their specific institutional conditions: electoral accountability, independent judiciary, and competitive organised interests. The absence of any of these conditions alters the logic of the mechanisms in question. Drawing on concepts of electoral authoritarianism, patronal politics and symbolic politics, the article formulates requirements for an analytical framework capable of addressing migration policy in non-Western political systems.

In the process of forming the socio-cultural space in the Caucasus, the local peoples, despite ethnic differences, geographical separation and difficult natural conditions, actively interacted, ensuring their self-sufficiency within this space. These interrelations contributed to the development of a common type of social structure, economic activity and life support technologies, which allows us to talk about the existence of a single socio-cultural space in the region, at least in the historical context.

This article analyzes keigo, the Japanese polite speech system, as a unique sociolinguistic mechanism that skillfully regulates interpersonal relations in Japanese society. The paper examines three main types of keigo: sonkeigo (respectful speech), kenjo-go (modest speech), and teineigo (polite speech), as well as their role in reflecting and maintaining social hierarchy in Japan. The authors focus on aspects of keigo in the context of communicative strategies and tactics, where keigo strategy is a set of extralinguistic factors related to age, social status, the degree of closeness of interlocutors, and the communication context itself, while tactics are the degree of closeness of communicants. We separately consider the concepts of "us" (uchi) and "them" (soto), which reflect communicative strategy, while the tactics are the speech behavior of the Japanese. Keigo is a part of the socio-cultural code of the Japanese ethnic group and a way of maintaining harmony, preventing conflicts and an image factor in communication 面子 (mentsu).

The subject of this study is the problems related to the structural reforms of the United Nations, the difficulties that may arise in connection with these reforms; on the one hand, in accordance with the logic of the Founding Act of the United Nations, and on the other hand, numerous considerations in relation to stakeholders involved in this reform.
Firstly, the author relies on the theory of neoliberalism, which defends the central role of international organizations in world politics, as well as in the management of international affairs, and secondly, the approach of the theory of realism helps to explore the consequences of a policy based on the preservation of interests, the competition of states in the struggle for power through international institutions in the international system.
This work is an integral part of historiographical analysis using national scientific methods in working with sources and conducting research, which uses historiographical, chronological, problematic and descriptive-linear methods to study the dynamics of UN reforms.
The structural and functional method was used to study the internal structure and possibilities of reform of the United Nations. The historical and typological method allowed us to identify the structural reforms of the United Nations. An integrated and systematic approach has made it possible to identify the doctrines, strategies and policies of States within the United Nations in the interests of protecting their interests in the international arena.
The main findings of this study can be used in other studies on United Nations reforms at the global and regional levels, as well as in retrospective and/or current analyses of the United Nations role in resolving conflicts or other emerging disputes within the purview of the United Nations. The analytical methods and different sources used in the framework of this research have made it possible to highlight the problems related to the reform of the United Nations and have made it possible to identify relevant solutions, with regard to its organs, in particular those most in demand within the framework of this reform but also of its related institutions in order to allow an adaptation of the United Nations to modern aspirations and realities.

In the context of globalization, cultural sovereignty and sustainable development in border areas have become strategic issues that China and Russia face together. Heilongjiang Province in China and Siberia and the Far East in Russia belong to the Northeast Asian cultural circle and share numerous cross-border ethnic groups, facing similar challenges in the protection and development of ethnic culture. Taking Heilongjiang Province as an example, this paper systematically reviews its practical experience in promoting high-quality development of the ethnic cultural industry under the "cultural power" strategy. The research shows that through the sublation and transformation of cultural traditions, the innovation and demonstration of cultural charm, and the systematic building of cultural brands, Heilongjiang Province has successfully achieved the modern transformation of ethnic culture, making it an endogenous driving force for sustainable development in border areas. The core logic embodied in this experience - adhering to cultural subjectivity, developing in openness, and inheriting through innovation - has certain reference significance for deepening cultural exchanges and industrial cooperation in the border areas between China and Russia.

Based on an analysis of specific projects, initiatives, and educational programs from 1991 to 2026, this article defines the role of the Association of Korean Cultural Centers of Uzbekistan in the development of bilateral relations between the Republic of Uzbekistan and the Republic of Korea. The study relies on official data on the network of 23 regional branches of the Association, the chronology and budgets of joint initiatives with the Korea International Cooperation Agency (KOICA) and the Overseas Koreans Foundation (OKF). It examines in detail projects such as the construction of the “Korean Culture and Education Center”, the opening of HANCOM ACADEMY classes, the launch of the “Knowledge Sharing Program (KSP)”, and plans to create the “Korean Diaspora History Museum” (completion due in 2027). The study also introduces into academic circulation data on key figures – Viktor Pak (Chairman of the Association since 2012), Vera Pak (Hero of Uzbekistan), and Hwang Man Gim – whose activities demonstrate the high level of political integration of the Korean diaspora. It is concluded that the Association acts as a key operator of “public diplomacy,” systematically transforming cultural ties into economic and educational contracts.

Brazil and Russia: a historical aspect of diplomatic relations and the building of strategic partnerships during the long years of friendship.
The scientific work will show the history of diplomatic friendship between the countries Brazil and Russia that during this long time of relationship that involves issues such as politics, economy, culture and education.
The article aims to explain all the historical phases up to the present day with emphasis on the economic, energy pillars, especially in the geopolitical sector in the context of BRICS and CAN (Brazil and Russia High Level Commission).
It will be told how diplomatic relations Brazil and Russia is formed in an alliance based on an economic complementarity with common geopolitical interests in the multipolar order.
