Analysis of foreign countries' experience in stimulating the entry of small and medium-sized companies into the IPO market
The article examines the mechanisms of initial public offering (IPO) access for small and medium-sized enterprises (SMEs), as well as the international experience of stimulating this process and the prospects for adapting such practices within the Russian economy. IPO is considered as a key instrument for raising capital, enhancing investment attractiveness, and scaling SME business operations. The study identifies major barriers to IPO entry, including high listing costs, complex regulatory requirements, and challenges in working with underwriters. A comparative analysis of international practices in the United States, the United Kingdom, China, and several emerging economies is presented, highlighting the role of specialized stock exchanges, tax incentives, government subsidy programs, and simplified listing procedures designed to support SMEs. The analysis of successful case studies demonstrates that SME participation in IPOs contributes to accelerated business growth, market expansion, increased innovation activity, and improved global competitiveness. The paper also reviews Russian initiatives aimed at developing the SME capital market, including subsidized lending programs, reimbursement of listing costs, and the development of the Moscow Exchange Growth Sector. Key risks associated with IPOs are identified, such as market volatility, loss of corporate control, and significant transaction costs. The findings suggest that effective development of SME IPO infrastructure requires a comprehensive approach combining state support, tax incentives, educational programs, and pre-IPO financing mechanisms. The study concludes that there is significant potential for adapting international best practices to the Russian context in order to improve SME access to capital markets and foster sustainable business growth.

Assessment of management efficiency in the tourism services sector of the republic of Crimea (202-2024)
This article presents an analysis of the effectiveness of public administration in the field of tourism services in the Republic of Crimea during the 2020-2024 period. This period was marked by serious challenges associated with the consequences of the COVID-19 pandemic, geopolitical changes, sanctions pressure, and the suspension of air travel. Concurrently, these years witnessed the active implementation of federal and regional programs aimed at supporting tourism in the Republic of Crimea. The purpose of the article is to provide a detailed assessment of the outcomes of state decisions concerning a number of strategic areas: infrastructure development, tourism flow recovery, tourism product diversification, overcoming staff shortages, and optimizing coordination between different levels of executive power. The methodological framework of the study comprises a systemic analysis of current statistical data from Rosstat and Krymstat, official reports from relevant ministries and departments, and a qualitative SWOT analysis. The findings demonstrate a fairly high efficiency of regional management, which is dependent on federal regulatory and financial incentive instruments. The main challenges of the industry are identified: infrastructure and logistical constraints, staff shortages, and the seasonality factor. In conclusion, the article offers practical recommendations to enhance the management efficiency of the tourism industry in the Republic of Crimea in the long term.

Model of e-commerce development in the agricultural areas of the Chinese economy: essence and directions of improvement
The author has clarified the content of the economic concept “model of e-commerce development in a state or region.” It is shown that the main attributes of the modern Chinese model of e-commerce development in rural areas are the active consumption of various types of consumer goods and services online by all socio-demographic groups of the population, the formation since the beginning of 2010 and the subsequent intensive spread and effective development of concentrated production complexes focused on sales through e-commerce, including cross-border (the institute of Taobao villages, etc.), the rapid reorientation of a significant part of small businesses in agricultural areas to partnership with marketplaces and the corresponding or advanced formation of a differentiated transport and logistics infrastructure for e-commerce. Recommendations have been developed to improve the Chinese e-commerce model in agricultural areas.

Analysis of sources of financing the investment process in the Krasnodar Territory: the structure of investments in fixed capital by type of ownership, foreign investment and investment risks
This paper examines the transformation of fixed capital investment financing sources in Krasnodar Krai over the period 2021–2025. Drawing on official data from Rosstat and Krasnodarstat, the study reveals that since 2022, enterprises’ own funds have become the dominant source, accounting for 54–55% of total investments, while the share of bank loans dropped to 8–10% as a consequence of the central bank key rate reaching 21%. Foreign participation decreased by 11.8% in 2024–2025, and the replacement rate by friendly countries in the industrial sector does not exceed 0.1. Five groups of investment risks are systematized, with the interest rate shock identified as the most critical: even subsidised loan rates leave a residual cost of 7–8% per annum, which remains unaffordable for the construction and manufacturing industries. The article substantiates two scenarios for 2026–2027 and argues for the necessity of new instruments, including infrastructure bonds and cluster platforms.

Tools for sustainable development of participants in ecosystem interaction
This article examines the tools for sustainable development of ecosystem participants in digital business ecosystems. It is argued that ecosystem sustainability cannot be ensured solely by the financial stability of the orchestrator, as the outcome depends on the quality of the user interface, service integration, partner motivation, infrastructure reliability, and innovative renewal. The aim of the study is to systematize management tools applicable to different groups of ecosystem participants and to link these tools to the U-I-F-N diagnostic model. The article's methodological framework includes a systematization of literature on business ecosystems, the platform economy, Industry 5.0, and integrated performance assessment. It is demonstrated that the user, integration, financial, and innovation interfaces not only allow for diagnosing the state of the ecosystem but also for identifying targeted sustainable development measures for the orchestrator, partners, complementors, users, and infrastructure participants. This article proposes a logic for transitioning from the U-I-F-N profile to the selection of tools, including access rules, portfolio management, partner standards, trust mechanisms, investment discipline, and support for technological innovation. The article's scientific novelty lies in the development of an instrumental matrix linking the U-I-F-N contours with the recipients of management intervention. Its practical significance lies in the potential use of the proposed matrix for strategic planning for the sustainable development of digital ecosystems at the industry and regional levels. Particular attention is paid to the principles of Industry 5.0, which are used as a strategic interpretation of the results.

Agro-industrial complex, investments, fixed assets, and the regional economy
The paper identifies key problems in the development of the industry, including uneven investment support in different regions, a shortage of qualified personnel, dependence on imported technologies and seeds, and the vulnerability of agriculture to climate risks. The paper also highlights the need for a comprehensive national and regional policy aimed at modernizing production, developing infrastructure, introducing innovative technologies, and improving the efficiency of agricultural production. The paper concludes that further strengthening the role of the agro-industrial complex in the regional economy is possible through the implementation of sustainable development strategies, increased investment support, and the formation of effective value chains.

Transformation of China's investment strategy from global expansion to regional import substitution: the role of financial markets and the banking sector
The article aims to reveal the content and driving forces behind the transformation of China's investment strategy from global expansion to regionally oriented import substitution, as well as to assess the role of financial markets and the banking sector in this process. Based on a structural analysis of data from China's Ministry of Commerce, UNCTAD, and the People's Bank of China for 2018–2025, key shifts are identified: a geographic reorientation of outward FDI from developed Western economies toward Belt and Road Initiative countries and ASEAN; a change in the sectoral structure in favor of high-tech manufacturing; massive scaling-up of lending to priority sectors by state development banks; and accelerated renminbi internationalization, with the RMB’s share in China’s own cross-border payments already exceeding that of the US dollar. It is demonstrated that the new model is underpinned by the “dual circulation” policy, institutionally reinforced by targeted benchmarks for financing new industrialization. Practical lessons for Russian financial institutions operating under sanctions pressure are formulated.

Specifics of competitive environment formation in regional markets of unique mineral resources
The article is devoted to studying the specifics of competitive environment formation in an industry market with unique mineral resources. In the Republic of Karelia, this mineral is shungite, a rock that is not mined anywhere else in the world. The object of the study is the shungite market of the Republic of Karelia as the only constituent entity of the Russian Federation with reserves of this mineral. Based on financial statements of key processing enterprises for 2024–2025, structural asymmetry of the competitive environment was revealed: the monopoly of the mining company coexists with a highly concentrated oligopoly of processing enterprises. The calculation of the Herfindahl-Hirschman Index (HHI > 2200 points) confirms the oligopolistic nature of the shungite processing sector. A tendency for the shungite processing market to contract and the presence of losses in some companies in 2025 were identified. It was established that high entry and operational barriers are dictated by the need for substantial capital investments in specialized equipment, production maintenance costs, and compliance with environmental regulations. Recommendations in the field of regional industrial policy for the market of unique mineral resources are formulated.

Decarbonisation of China’s energy sector: macroeconomic challenges, supporting technologies and systems
Decarbonising the energy system is key to achieving carbon neutrality. As the world’s largest energy consumer, China has announced that it will strengthen its national priorities for reducing greenhouse gas emissions by achieving carbon neutrality by 2060. At the same time, the success of the country’s energy transition is a complex issue that depends on resolving a multitude of interdisciplinary challenges. The aim of this article is to examine the macroeconomic challenges, supporting technologies and systems involved in the decarbonisation of China’s energy sector. Objectives: 1) to provide a brief description of the goals and initiatives being implemented to achieve carbon neutrality; 2) to identify the complexities associated with the decarbonisation of the energy sector; 3) to systematise the supporting technologies and systems for the green transition. Methods: generalisation, comparison, analysis, synthesis, forecasting, systematisation. This article analyses China’s progress towards achieving carbon neutrality in the energy sector. It highlights the specific features of emissions reduction and the measures being implemented by the Chinese government to achieve the goals of the green transition. Conclusions. Despite significant progress, technological innovation is crucial for maintaining China’s competitiveness in the energy transition.

Theoretical and methodological foundations of the analysis innovation in a digital environment economic transformation
This study provides a comprehensive theoretical and methodological analysis of innovation activities in the context of digital transformation of the economy, characterized by accelerated technology diffusion, increased importance of intangible assets, and complex institutional interactions. The study proposes a conceptual approach to the development of an integrated analytical toolkit based on the synthesis of economic, statistical, digital, and cognitive data processing methods. The scientific novelty of the work lies in the development of an adaptive model for analyzing innovative activity, which takes into account the nonlinearity of processes, the multi-channel nature of knowledge flows, and the high level of uncertainty. The practical significance of the research lies in the possibility of applying the proposed methods to improve the validity of management decisions in the field of innovation policy and corporate strategy.

The impact of geopolitical instability on the redistribution of international investment flows
The article examines the impact of geopolitical instability on the dynamics and structure of international investment flows. Based on UNCTAD and IMF data for 2014–2023, the key mechanisms of global investment space transformation under political risk influence are identified. It is established that the escalation of geopolitical tensions is accompanied by a significant redistribution of foreign direct investment in favour of politically neutral and friendly jurisdictions, as well as by the activation of investment reshoring processes. The conclusion is drawn about the sustainability of these trends and the formation of a new architecture of international capital movement.

Adaptation strategies and prospects for strengthening Russia's position in the global fish market
The article examines scenarios for the development of Russian fish and seafood exports until 2030 in the context of geo-economic instability. Based on an analysis of the industry, global trends and strategic guidelines of the Government of the Russian Federation, the authors develop three scenarios: optimistic, pessimistic and realistic (baseline). Key parameters include catch volume, export structure, the level of import substitution of feed and planting material, the share of deep processing, geographical concentration of supplies, and the implementation of the investment quota program.
The optimistic scenario assumes an increase in export revenue to $8.8 billion, the share of deep processing to 45–50%, and a reduction in the share of the Asia-Pacific region to 50–55%. The pessimistic scenario, associated with a ban on the operation of vessels over 40 years old, would lead to a reduction in revenue to $4.5–5.0 billion and the preservation of the raw material export model. The realistic scenario, recognized as the most likely, assumes revenue of $8.5 billion, a share of deep processing of 30–35%, and an increase in the share of new markets (Africa, the Middle East, India) to 25–30%. A key condition is an increase in imports of fish raw materials and the exclusion of fishing vessels from the age ban.

The impact of central bank digital currencies (CBDC) on the development of Islamic banking in the global economy
Central Bank Digital Currencies (CBDCs) have become a key vector in the transformation of the global financial system and are being actively implemented across various jurisdictions. According to the Bank for International Settlements (BIS), in 2024, 91% of central banks reported that they were researching or piloting CBDC projects, reflecting a global shift toward digital forms of sovereign money. In parallel, the Islamic financial industry continues to exhibit robust growth: according to the Islamic Financial Services Board (IFSB), its assets reached USD 3.88 trillion in 2024, while LSEG estimates the total size of the Islamic financial system at USD 5.98 trillion, indicating the accelerating digital transformation of Islamic banking. These circumstances highlight the need to analyze the role of CBDCs in the development of Islamic banking.
The purpose of this research is to assess the influence of CBDCs on the development of Islamic banking within the global economy. The study applies comparative analysis to evaluate CBDC models in Islamic countries, economic and statistical analysis based on IFSB and LSEG data to explore the dynamics of the Islamic financial sector, and legal analysis to examine the regulatory framework of the UAE Digital Dirham. The empirical base includes BIS, IMF, and World Bank reports, as well as publications from IFSB, LSEG, and official CBUAE documentation.
The findings demonstrate that CBDC models implemented in Islamic jurisdictions (UAE, Saudi Arabia, Qatar, Indonesia, Iran) offer significant potential for reducing cross-border transaction costs, accelerating payment processing, ensuring compliance with Shariah principles, and expanding the range of Islamic financial instruments. The UAE’s Digital Dirham exhibits the highest level of maturity and may serve as a benchmark for other Islamic countries.
CBDCs are forming a new infrastructural layer for Islamic banking, enhancing its integration into the global financial system and creating substantial potential for the future expansion of Islamic finance.

Consolidation and protectionism in the global flour market: national trajectories, tariff shields, and implications for the Russian industry
Two forces shape world flour milling that the literature treats separately: scale economies driving national industries along the Deans–Kroeger–Zeisel consolidation curve, and tariff escalation redistributing processing across borders (free wheat, prohibitive flour). The paper unites both in a single comparative framework across ten national markets. The within-country contour identifies four consolidation mechanisms converging to an invariant survivor profile – corporate mega-merger (Ardent Mills), seven-decade attrition without concentration (Germany/GoodMills), outbound M&A by a listed leader (Nisshin Seifun) and triple consolidation of a growing market (Wudeli, Yihai Kerry, COFCO; CR3 ≈ 64 % of Chinese processing). The cross-country contour documents tariff-shield case pairs: Kazakhstan/Uzbekistan, Turkey/Iraq, Saudi Arabia (a shield converted into ~SAR 5.7 bn of privatizations and three IPOs) and Nigeria. Decomposing players by origin, capital and competence shows that capital follows competence, while the rent of a homogeneous process accrues to whoever controls scale, the product interface or the tariff. The synthesis is an extended context-to-mechanism matrix with the tariff regime as the fifth contextual variable; for Russia's 2026–2028 window it points unambiguously to active M&A, with exports as an option carrying a measurable protectionism-risk factor R_prot (15–20 p.p. asymmetry threshold, 3–5 year lag).

Marketing strategies for promoting Russian wine products in the domestic market under import substitution
The article examines current issues of import substitution in the Russian wine market under sanctions pressure. An analysis of international and national trends in winemaking is carried out, and the main problems of producers are identified. Based on the author’s sociological study, consumer preferences, barriers to choosing Russian wine products and the level of brand awareness are characterized. Practical marketing strategies for promotion of JSC Tsimlyanskiye Vinas are proposed, taking into account financial and regulatory constraints. The results can be used in the formation of marketing policy of wine industry enterprises.

The impact of financial accessibility (bank lending) on entrepreneurship development in gastronomic tourism: a case study of Shanxi province
The article assesses the influence of bank lending and public financial instruments on entrepreneurship development in gastronomic tourism in Shanxi Province. Drawing on a theoretical analysis of financial accessibility and empirical data on SME lending in China, it is shown that the region has formed a multi-channel support model: grants and subsidies compensate for the insufficiency of bank financing at the start-up stage, while loan products provided by rural commercial banks supply working capital. Key risks are identified, including credit risk, misuse of funds, and business dependence on subsidies. Recommendations are proposed for developing specialised loan products and guarantee mechanisms for SMEs in the HoReCa sector.

The article examines the economic aspects of energy efficiency management at oil and gas enterprises of the Russian Federation. The necessity of increasing energy efficiency as a factor in reducing operating costs, increasing competitiveness and meeting environmental requirements is substantiated. The main methods for assessing energy efficiency and tools for its improvement are considered. Practical examples of implementation of energy saving programs at the largest oil and gas enterprises of Russia (Samaraneftegaz, Samotlorneftegaz) are analyzed. Special attention is paid to the role of energy audit, energy management systems (ISO 50001) and digital technologies in achieving energy saving targets. The scientific novelty of the research lies in the systematization of economic aspects of energy efficiency management in relation to the specifics of oil and gas enterprises, the adaptation of investment analysis methods to the assessment of energy saving measures, as well as in the generalization and quantitative assessment of practical experience in implementing energy saving programs in Russian oil and gas companies. The practical significance of the work consists in the development of recommendations for improving the energy saving management system, taking into account the current challenges of sanctions restrictions and the climate agenda. Factors affecting the digital transformation of tourist attractions targeting Chinese inbound tourism
This article analyzes the development of international tourism, focusing on the activity of Chinese travelers and the prospects for cooperation between Russia and China in this area. According to the World Tourism Organization, China has become the world leader in the number of foreign tourist trips. The key driver of the growth of tourist flow from China to Russia has been the visa-free regime. The article also covers the following issues: China's plans for the digital transformation of tourism (free Wi-Fi, smart services at 4A+ category attractions by 2020); the promotion of Russia in the Chinese market under the brand Discover Russia (11 specialized routes, 6 of which are tailored to the preferences of Chinese tourists); the China Friendly program's requirements for digital infrastructure (websites in Chinese, navigation, POS terminals, Wi-Fi, etc.); and the definition and implementation of digital transformation of tourist attractions. The role of women in the recovery of Sevastopol after the great Patriotic War
Sevastopol was awarded the title of hero-city, but the material and human losses during the Great Patriotic War were enormous. There was almost nothing left of the beautiful white–stone port city during the defense, occupation and liberation. Most of the buildings, infrastructure and industry were destroyed. The post-war reconstruction of the Black Sea Fleet base became a strategic task. The naval base of Sevastopol was assigned the task of defending the southern borders of the USSR. But it was not easy to solve these tasks in conditions of a serious gender imbalance. The female population exceeded the male more than twice in May 1944, when the city was liberated by units of the Red Army and the reconstruction process began. This ratio was practically unchanged in the first post-war years despite the constant and significant population growth. So, it is obvious that women in such circumstances had to learn a number of new professions, and their role in the reconstruction of the city and the construction of the main infrastructure facilities was increasing significantly. It is important to show the contribution of the women of Sevastopol to the restoration of the city-base of the Black Sea Fleet.
The indigenous inhabitants of Sevastopol and the specialists who came to its construction succeeded in their task despite the difficult social situation and the hardships of life. It is worth saying, that it was almost impossible to avoid participation in debris removal, repairs, planting or construction work in the post-war city. It did not matter whether you were a housewife, a teacher, a librarian or an actor: representatives of all professions equipped their own workspaces, renovated schools, and adapted dilapidated rooms for organizations and institutions. The women formed Cherkasova’s brigades and went out every day to restore various facilities in the city.
There were also many women among professional builders and architects who proved themselves during the restoration of Sevastopol. The fate of some of them will be discussed in more detail in this article. The selfless work of women in post-war Sevastopol made it possible to implement an ambitious plan for its restoration in the shortest possible time.

Analysis of domestic digital platforms in the Russian industry
In this paper, the issues of digitalization of the manufacturing sectors of the Russian Federation on the basis of domestic information technologies will be considered. Currently, as part of import substitution, a number of digital platform solutions for industrial enterprises have been created. The paper highlights the main task of the national project "Data Economics and Digital Transformation of the state" within the framework of the federal project "Domestic Solutions". This is followed by data on the highest costs of digitalization of industrial sectors. Next, the history of the creation of digital industrial platforms from the Digital group of companies and the KAMAZ innovation Center is briefly described and the result of the implementation of these platform solutions in the oil and gas, electric power and machine-building sectors, including various performance indicators, is determined. Finally, a comparative analysis of digital platform data is carried out.

Methodology for the integrated assessment of regional sustainability under digital transformation
The article proposes a methodology for the integral assessment of regional sustainability adapted to the conditions of digital transformation. The sustainability of a regional system is considered as a multidimensional characteristic encompassing economic, social, institutional, environmental, and digital components. The methodology is based on the principles of composite indexing: indicator selection, classification into stimulators and destimulators, normalization to a unified scale, calculation of block sub-indices, and subsequent aggregation into an integral index. The digital component is identified as an independent block capturing digital maturity as a resource of adaptability and manageability of the regional system. To enhance reproducibility, rules for indicator selection, redundant correlation testing, sensitivity analysis, and alternative weighting schemes are provided. The methodology is applicable for inter-regional comparisons, dynamic monitoring, and evidence-based management decision-making.

Consumer value of land resources and agricultural products in the regional economy of Russia: theory, methodology, and assessment
The article presents the results of a study of the consumer value of agricultural products and the state of Russia's land resources. The relevance of the study is due to the need to transition to a qualitatively different assessment of crop and livestock production as an exogenous condition that contributes to the restoration of the potential of regional entities, as well as to the verification of the fertile layer of agricultural land in a socioeconomic context. The study uses the Russian scientific labor theory of consumer value in relation to agricultural products and land resources. The scientific method is tested using statistical data from 2023. The calculation results allowed us to determine the quantitative certainty of the level of the restorative potential of agricultural products in relation to the male, female, and labor force of workers. The article demonstrates the time savings in agricultural activities depending on the quality of agricultural land resources.

In the context of increasing complexity of organizational and management systems and increasing requirements for the quality of products and services, the formation of end-to-end management mechanisms for integrated quality management systems based on the principles of digitalization, standardization and adaptability is of particular importance. Economic efficiency of the oil sludge waste disposal project
The proposed technical project provides for the disposal of oil sludge using a physical and chemical processing method, which includes the stages of heating, mixing with a demulsifier, cavitation treatment, and electro-desalination for the extraction of marketable oil. This technology minimizes environmental damage by converting hazardous waste into a valuable petroleum product that meets the requirements of GOST. The process is organized in a periodic mode with full equipment utilization, which enhances the efficiency of the installation.
The capital cost analysis shows the required investment amount to be around RUB 5.9 million, however the subsequent economic effect promises a high profitability of the project. The annual capacity of the unit is estimated at 656 tons of processed raw materials, ensuring the production of marketable oil suitable for further use. The calculations confirm that the enterprise is capable of generating an annual profit from the product sales of about 5.3 million rubles, with the cost of processing one ton of oil sludge at 33.3 thousand rubles. The payback period of the project is 1.1 years, emphasizing its financial attractiveness and prospects.
The project is characterized by the efficient use of secondary resources, the reduction of the environmental burden through the elimination of accumulated waste and the prevention of soil and water pollution, as well as the potential for long-term sustainability of the enterprise's environmental activities.

Analysis of the development of foreign and domestic markets of individual tailoring in the context of digital transformation
The study analyzes the development of the global and Russian bespoke tailoring market amid the adoption of digital environments to increase production efficiency in the artisanal sector. The authors examine general trends such as greater accessibility of digital technologies, the transformation of consumer expectations toward personalization, and economic pressures on traditional ateliers. Challenges identified include increased financial burdens, logistical difficulties, the advanced age of bespoke tailoring masters, and a lack of interest among younger workers. The paper systematizes key features of the bespoke tailoring market at both global and Russian levels and analyzes the macro-environment and competitive dynamics of the industry using PEST analysis and Porter’s Five Forces model. A set of strategic frameworks for assessing and planning digital transformation in the segment is proposed, including a digital maturity model. Based on international case studies, best practices for implementing hybrid teams composed of biological and digital workers are synthesized. A typical financial model for evaluating digital transformation of bespoke tailoring ateliers is presented, demonstrating a positive outcome under the baseline scenario. The results have practical significance for small and medium-sized enterprises in the bespoke tailoring sector that are implementing or planning digitalization strategies.

Luxury as an economic and social phenomenon in Russian history
The paper analyzes luxury as an economic and social phenomenon in Russian history. It examines the legal framework for the circulation of luxury goods in the Russian Empire. The chronological scope of the legal review covers the period from the legislative initiatives of Peter the Great to the Russo-Japanese War (1904-1905) and World War I (1914-1918). The article presents the scientific views of I.T. Pososhkov, N.S. Mordvinov, N.I. Turgenev, and M.I. Tugan-Baranovsky on the influence of luxury on morality, economic efficiency, and social justice. The methodology of this study is based on a comparative historical approach. The article explores the origins of Russian ostentatiousness in luxury consumption, which has historically served as a tool for social positioning. The article concludes that luxury has a dual role: on the one hand, the consumption of luxury items stimulates cultural development, but on the other hand, it diverts capital from the state's strategic objectives.

The article examines the role of individual professional development trajectories in the talent management system of large Russian companies. Using the example of Russian Railways, the relationship between a personalized approach to personnel development and the level of organizational commitment of high-potential employees is analyzed. The mechanisms of building individual development plans, their impact on the retention of key specialists and the formation of a personnel reserve are considered. It is shown that the individualization of development trajectories is a significant factor in motivating and retaining talented employees in the context of competition for qualified personnel in the labor market. Digital transformation of public administration in Russia at the municipal level
This study attempts to answer key questions: what is the digital transformation of local governments, why should they implement this process, and how does digitalization impact their functions. The work aims to analyze the progress of digital transformation of local government bodies and identify the main barriers hindering its development. The methodological basis of the study was an analysis of scientific literature, as well as the results of a survey conducted using an electronic questionnaire among the heads of municipalities. Development of a segmented promotion strategy for new alcoholic product categories: the case of the soju brand SIBSA
Objective: To develop and substantiate practical recommendations for the integrated promotion of the soju brand SIBSA in the Russian market under conditions of strict legislative regulation of alcohol advertising.
Methods: The study employed a mixed-methods design (quant → QUAL). In the quantitative phase, an online survey was conducted (n=232), and data were processed using exploratory factor analysis (EFA), cluster analysis, and the Kruskal–Wallis test. In the qualitative phase, 12 in-depth interviews were conducted, followed by content analysis. Strategy development is based on the AIDA model and the concept of Integrated Marketing Communications (IMC).
Results: A five-factor structure of soju category perception was identified, and four stable consumer segments were distinguished. Differentiated communication pathways were developed for three priority segments ("Open Experimenters," "Interested but Uncertain Consumers," and "Rational Pragmatists"). A practical implementation roadmap was formulated, detailing the budget (4.1–7.8 million RUB), a KPI system, and projected performance indicators.
Conclusions: Promoting new alcoholic categories in the Russian Federation requires a shift from universal communications to a segmented approach that combines BTL tools, event marketing, educational digital content, and trade marketing. The proposed model helps reduce perception barriers, stimulate trial purchases, and build brand loyalty while complying with regulatory restrictions.

The methodology of comprehensive assessment of the effectiveness of e-commerce logistics

The article is devoted to the study of customer value management based on personalized communications in the context of business digital transformation. In the current environment characterized by increasing competition, rapid technological development, and changing consumer behavior, customer centricity and personalization have become key factors in building sustainable competitive advantages for organizations. Particular attention is paid to the analysis of the role of personalized communications within the Customer Value Management (CVM) framework, as well as to the examination of their impact on customer experience, customer satisfaction, and customer loyalty.
The purpose of the study is to analyze the theoretical foundations and contemporary approaches to customer value management based on personalized communications, as well as to identify promising directions for the development of CVM marketing in the context of business digitalization. The methodological basis of the research includes methods of analysis and synthesis of scientific literature, comparative analysis of modern marketing and management concepts, and a systems approach to the study of customer relationship management processes.
As a result of the study, contemporary approaches to customer value management within the CVM framework were systematized, the main directions of personalized communication development were identified, and key factors for improving the effectiveness of customer interactions were determined. This article attempts a comprehensive theoretical reconstruction of the neurobrand phenomenon as a specific form of symbolic and cognitive representation rooted in the neurophysiological mechanisms of perception, processing and memorization of information. The author substantiates the need to move from traditional branding paradigms based primarily on declarative models of consumer behavior to an integrative neurocognitive approach that allows identifying latent determinants of the formation of stable preferences. Model for forming the ecosystem innovation environment of digital ecosystems in the context of industry 5.0: evidence from Yandex and Sber
The purpose of the article is to develop and test a model for forming the ecosystem innovation environment of digital ecosystems in the context of Industry 5.0. The relevance of the study is determined by the fact that digital ecosystems are not only sets of platform services, but also environments for creating, testing, scaling and diffusing innovations. The theoretical basis includes innovation economics, ecosystem theory, digital platform theory, open innovation and the Industry 5.0 framework. The methodological basis relies on the four-loop U-I-F-N logic and the Ecosystem Interaction Efficiency Index. The article clarifies the content of the ecosystem innovation environment, proposes an authorial model of its formation and shows the transition from diagnosing actor interaction to a portfolio of managerial initiatives. The model is tested using Yandex and Sber data for 2020-2025. The results show that Yandex forms a predominantly innovation-integration profile, while Sber is characterized by a finance-integration profile. The scientific contribution consists in substantiating the model as a multilevel system combining environmental, actor, diagnostic, managerial and result-oriented loops.

Comparative analysis of satisfaction of online courses consumers aged 18–24 years old based on the significance of attributes
The Russian online education market in the field of continuing professional education (CPE) has demonstrated steady growth; however, increasing competition requires educational platforms to develop a deeper understanding of consumer behavior, particularly among young adults. This study, conducted in St. Petersburg, focuses on the segmentation of consumers aged 18–24 enrolled in online CPE courses based on the importance they attach to course attributes in relation to identified purchase motives. It also provides a comparative analysis of satisfaction levels across the identified segments and determines the key course attributes influencing customer satisfaction. At the first stage, in-depth interviews were conducted to identify stable combinations of rational and emotional purchase motives, which were subsequently linked to course attributes. At the second stage, an online survey was carried out, and five consumer segments with different patterns of attribute importance were identified using the k-means cluster analysis method. For each segment, the average satisfaction level, prevailing combinations of purchase motives, the most important course attributes, and the attributes requiring improvement were determined by comparing their perceived importance with respondents' satisfaction ratings.
