Public administration as a factor of social development
The article considers the social purpose and managerial potential of public administration, which have an impact on social development. The paper also studies the structural components and goals of public administration at the present stage of the development of public relations. The author considers the methods of public administration and trends aimed at the development of society. The relevance of the study of the impact of public administration on the development of society is due to the fact that the state is still the only institution capable of ensuring the continuous and safe development of society. From the point of view of managerial science, the state administration apparatus acts as the most effective socio-political organization that ensures the ordering of public relations through legal means. Social and legal order, which are achieved and maintained with the help of public administration, are a necessary condition for social progress and the development of a person's personality. The purpose of this work is to consider the functions of public administration as a factor of social development. The study used data from a population survey conducted by the Levada Center. In conclusion, the author concludes that public administration is the main means of organizing public life and its development.

Skills of the future and the future of skills: transformation of competencies in the context of the fourth industrial revolution
The basis of any enterprise, any production, any field of activity is always made up of people who work. In order for Russia to achieve significant success in the digital transformation of the economy and increase the competitiveness of the country, modern specialists are needed who are well-versed in the digital environment and understand how to use the latest technologies both in their work and in everyday life. Digitalization, which is the result of the fourth industrial revolution, determines the demand for relevant digital competencies and puts educational institutions in front of the need for their formation among students in the framework of training personnel for the national economy. Currently, the issue of having leaders for effective management of creative personnel is very acute, which already determines the competitiveness of the company in the global community. Personnel training in such conditions should be based on the actual practice of forming an effective corporate culture in Russian and foreign companies.

Staffing of the digital economy
Currently, there are trends of increasing the potential for the development of information technology in Russia and prospects for the growth of exports of IT products from the country, which necessitates the formation of a digital economy aimed at improving the efficiency of all sectors of the national economy through the use of information technology. Therefore, in 2017, the Government of the Russian Federation developed and approved a program to create conditions for the country's transition to the digital economy, entrusting the coordination of the participation of the expert and business communities in planning the implementation, development and evaluation of the effectiveness of the ANO "Digital Economy" program, formed by successful Russian high-tech companies. The program provides for measures to create legal, technical, organizational and financial conditions conducive to the development of the digital economy in the Russian Federation and its further integration into the digital economy of the member states of the Eurasian Economic Union. One of the directions of the program is to improve the education system to provide the digital economy with competent personnel.

Informal employment and enforcement of labor rights: theoretical aspect
The article discusses the theoretical aspects of informal employment, which is a serious problem for the global economy and labor markets around the world. It requires scientific understanding and the search for practical recommendations aimed at eliminating conditions for the development of informal employment. The main consequences of informal employment for the employer, the employee and the national economy are considered; statistical data reflecting the share of informal employment in the labor markets are presented. It is concluded that informal employment is not only a management problem, but also an important task of modernizing labor legislation.

The article discusses the theoretical aspects of the formation and development of a personal brand. Branding is an effective social and marketing technology that allows fixing in people's minds the image of a particular person embodied in the symbolic attributes of his personality: appearance, character, professional success, style, etc. It is noted that a personal brand allows not only to maximize the opportunities for career building, the formation of fame and popularity, but also monetization through participation in marketing campaigns.

Psychological well-being of the borrower in crisis conditions
The article is devoted to the study of consumer behavior and psychological well-being of citizens who have used credit offers of the banking sector. Due to the crisis situation in the economy that has developed against the background of the outbreak of the pandemic in early 2020 and the spread of morbidity, studying consumer behavior and the psychological state of Russians at the present stage, it is necessary to take into account both economic factors and psychological aspects when analyzing the behavior model of the borrower. Crisis phenomena in the economy only contribute to the transition of some citizens from the category of "savers" to the category of "consumers", without significantly changing the number of supporters of a particular model. Along with the improvement of the economic situation, the balance between the processes of investment and lending is being restored. The psychological health of people around the world has changed since the outbreak of covid, bringing financial problems to the fore. Despite official statistics stating that Russian citizens are adequately coping with the consequences of the crisis caused by the pandemic, the number of bankruptcies of citizens has increased dramatically. The author considers the main factors that encourage citizens to apply for bankruptcy proceedings. Important from a psychological point of view are such moments as: choosing a strategy in a situation where the borrower does not have the desire or ability to fulfill the terms of the loan agreement; the emotional state of the debtor at the same time; whether the borrower thinks about the resources that he can use in this situation. The aim of the work was to study the psychological well-being of borrowers in the conditions of the economic crisis. The results of the study showed that at present, in order to stabilize the situation and eliminate the consequences of the pandemic, it is extremely important to cope with difficulties and preserve the psychological health of borrowers, choosing the best ways of psychological support for debtors and financial socialization of citizens.

Public debt management policy
The article is devoted to the study of issues related to the formation of public debt management policy during the difficult period of the introduction of new sanctions against the Russian market. In the conditions of increasing problems associated with the introduction of restrictive measures to prevent the spread of COVID-19, which negatively affected many sectors of the Russian economy, we had to face new difficulties that put a number of restrictions on the Russian economy and put forward a set of tasks in the implementation of debt policy issues. In general, this stage of sanctions does not generate risks in the near future, but in the future it is possible to contain the Russian economy and slow down in the financial sector. A negative attitude towards Russian funds contributes to an increase in the cost of borrowing, hindering negotiations, thus reducing the potential for investment transactions and the likelihood of economic growth for private business. The current circumstances, along with the increasing geopolitical tension in relations, have significantly weakened the national currency, led to an increase in inflation, a drop in prices for domestic assets, and the undermining of creditworthiness indicators for Russian investment companies. The relevance of the research topic lies in the fact that under the current conditions, the Ministry of Finance will have to adapt the state policy in the field of borrowing to modern realities, promptly making changes to the strategy of Russia's participation in the debt markets as a borrower. The purpose of this work is to study the problems facing the Ministry of Finance of the Russian Federation in the implementation of public debt management policy directions. As a result of the conducted research, the author concludes that at present, when the Russian state is in dire need of borrowing money, against the background of the aggravation of the political situation and the introduction of economic sanctions by Western states, significantly affecting the availability of external sources of public debt, the Ministry of Finance of Russia should cooperate more closely with domestic investors to meet the needs for financial resources of the budget deficit.

The effectiveness of advertising campaigns on the internet: approaches to assessing the effectiveness
The article discusses the issues of the effectiveness of various methods of advertising campaigns on the Internet and the main approaches to assessing their effectiveness, relevant from the point of view of the impact on consumers of goods and services. In recent years, there has been an active development of the remote format for selling goods and providing services using the Internet, stimulating the popularity of advertising companies on the Internet. Today, every organization-supplier of goods or services faces an objective need to use the Internet as an additional tool in the competition for its target audience. Online advertising is gaining popularity as a critical way to influence consumer demand and prepare consumers to shop. At the same time, the transformation of advertising tools and the growing number of formats and sites for placing advertising materials creates the need for new approaches to assessing the effectiveness of Internet advertising companies, causing the relevance of the research topic. New ways of advertising in social media significantly increase the effectiveness of promotional activities, opening up new opportunities for customer relationships with various brands. The purpose of the work is to examine the effectiveness of various methods of advertising campaigns on the Internet and to determine modern approaches to assessing their effectiveness. The study used the research of experts in the field of advertising and interactive tools of advertising companies and the results of a study by the Interactive Advertising Bureau (IAB), conducted by a questionnaire survey of 236 IAB Russia member companies in September 2020. In conclusion, it was concluded that the process of evaluating the effectiveness of an advertising company is a necessary element for all companies wishing to correctly plan advertising budgets and optimize costs, striving to increase the profitability of their activities.

Volunteering as a professional activity
The article is devoted to the study of the involvement of citizens in professional volunteer activities and the organization of the activities of volunteers and volunteer organizations with state and municipal social organizations. The study showed that in 2019, the average number of volunteers involved in the activities of non-profit organizations focused on the social sphere on a professional basis exceeded 4 million people. According to the results of the study, it is concluded that the participation of future specialists in volunteer work at a professional level contributes to the development of professional competencies, forming personal qualities that are necessary in modern life for building professional relationships in any field of activity.

The article is devoted to the need for the development of digital literacy and the formation of digital skills of future specialists in the learning process during the modernization of the higher education system. The key goals of digital humanities as a new concept of digital education are emphasized.
