About features of the strategic analysis in the system of state management of migration processes in the Russian Federation

The authors considers the existing system of planning in the internal Affairs of the Russian Federation, allowing the organization to provide the main areas of operational activities, in which there are elements of strategic planning, which is to develop management decisions by generalization, systematization and analysis of information necessary for the development of the strategic plan; the collection of proposals of the bodies, organizations and their structural divisions that are concerned; preparation and subsequent coordination with them of the draft plan; approval of its head and bringing to units that are interested in.

The main goal of the strategic analysis is to find the most stable patterns and trends in the processes under study, which play an important role in ensuring the safety of society from the challenges and threats of crime. This allows the planning process to determine the strategic goals and objectives of the internal Affairs of Russia, including in the migration sphere.

State management in the Russian fuels and energy complex

The article is a continuation of the paper "Methodology of evaluation of public administration and public service in the fuel and energy complex of Russia". The purpose of the article is to assess the impact of government agencies on the development of the country's fuel and energy complex. The activity of the central (federal) state authorities in the fuel and energy complex in the years 1980-2010 was analyzed. A stable statistical relationship has been revealed between the indicators characterizing the state of the state system of the fuel and energy complex and the indicators that record the dynamics of the development of the fuel and energy complex, which manifests itself during periods of economic growth and against the backdrop of crises. Federal branch management bodies play a significant role in the development of the fuel and energy sector, but the development of the state administration in the fuel and energy complex lags behind the pace of development of the fuel and energy complex. Measures are proposed to optimize the functional load of the FEC authorities and to introduce an assessment of the activities of the FEC management apparatus, depending on the results of the development of the managed sphere.

Specificity of the patriotism consideration by the residents of Siberia

The paper analyzes the peculiarities of the development of patriotism in Siberia. The main problem areas for the formation of patriotism in society are shown, and the results of a study of the manifestation of patriotism in a particular region are given. The basic directions of work of social institutes on formation of patriotism among inhabitants of the region are offered.

The influence of subcultures on communication among young people

This article discusses the impact of different subcultures on the younger generation, as well as the problems faced by young people in society after joining any youth organization. We also looked at what motivates young people to want to join a certain cultural movement, and how we can help to address this trend of the younger generation entering different subcultures, which is already becoming a global problem faced by our society. And this problem should be solved at the state level.

Visual reflection of identities in regional capitals: research experience in Bashkortostan and Khanty-Mansi Autonomous Okrug–Yugra

The article analyzes the symbolism of the urban space of the capital city of Bashkortostan Ufa and two cities of Khanty-Mansi Autonomous Okrug–Yugra using the method of visual research. It is considered how monuments, parks, architecture, urban painting and other objects reflect and construct ethnic, regional, religious identities, civil identity, cultural diversity and interethnic accord.

Regional branding: meanings and images

The article is devoted to the issues of actively developing regions of Russia in recent years. The lack of a methodological framework for the management of regional brands hinders the overcoming of existing difficulties. At the same time, problems of regional branding are treated as problems in the formation of tools for managing the development of the region in conditions of transition to a knowledge economy.

The aim of the article is to develop methodological bases for managing a regional brand from the standpoint of the concept of intellectual capital. For this, the following tasks were successively solved.

First, the interpretation of the regional brand as an element of the region's intellectual capital is justified, the place in its structure and role in the transformation of the material and non-material resources of the region are specified.

Secondly, regional brand management areas have been identified, which require the development of methodological support.

Thirdly, a toolkit for managing the regional brand in the intellectual capital of the region was proposed.

The rationale for the role of the regional brand as part of the region's intellectual capital is based on the analysis of the correspondence of the regional brand to the properties of intangible resources and structural analysis of the complex category of intellectual capital. To identify areas of regional branding that require development, a regional brand management model has been constructed as a project with the subsequent transition to functional activity. The proposed toolkit for managing a regional brand is formed on the basis of the adaptation of tools for managing intellectual capital to the tasks of regional branding.

The results of the research can be used to improve the regional branding of regional administrations of the RF subjects.

Electoral modality of Russians in the context of social media

The presented article considers the complex category of the electoral modality of Russians in the focus of modern social media and from the position of active presence of citizens in the information space.

The collected materials confirm the author's hypothesis: any topics that widely affect the society are interactive and published by citizens of the country on their pages in social networks. At the same time, "ethereal", officially pronounced and published statements and opinions of topical politicians are of particular interest in the formats of discussion of the political, social, socio-cultural environment of the state.

In this paper, the author demonstrates, on specific examples, the situation of the generation of hyperlink or hypertext in the network, when the electoral modality, the people's interest in the event itself, "forms" reviews, discussions, chats on informational occasions created by representatives of political forces. Thus, any personal statement that has become a publication serves both the impersonalization of the politician, and the identification of the attitude of the people towards him, his personal image and the reputation created in the eyes of the electorate.

In the election process, the underestimation of the resource significance of social networks can lead, according to the conclusions of experts and PR managers, political strategists, to the loss of segments while a "volatile" (free or oscillating) electorate. While more technological and media rivals - to electoral, but quite legitimate squatting - capture a new part of the voters for themselves.

Economic reforms of Chinese radio broadcasting Media

This article analyzes the institutional specifics of Chinese radio broadcasting in the pre-reform period (before 1978), considers the basic characteristics and challenges facing the economic reform of Chinese radio broadcasting media, which started in 1978 and continues until today, and describes the choice of the ways to commercialization and institutionalization of the economics of radio broadcasting. The author reveals the core of three major issues of reforming: when the media assume an attitude of considering public interest and marketing profit, when they have to balance between two powers, the government and the market, and when administrative control and management represent an integration and/or separation of powers. Then follow the characteristics of the model of administrative managements known as “A combination of sectoral management with territorial with a focus on territorial one” and the examination of the problems of local protection and the fusion of “two managements” arising under separate management of Chinese radio broadcasting media. Finally, the article describes the search for the most reasonable solutions to the issues of state regulation in the context of new technologies and market economy.

Institutionalization of the political system as a base of a process of transformation in the Republic of Argentina

The study analyses features of formation and evolution of the political system in Argentina. In retrospect processes related to the influence of historical factors on political transformations are considered. An attempt to compare the Latin American and European versions of the historical evolution of political systems is made. It is noted that the path to democratization in Argentinian conditions is saturated with returns to the opposite direction in connection with the political interference of the army leadership.

Development of the economic model of Chinese radio broadcasting Media

This article examines three stages of the transformational changes in the economic model of Chinese radio broadcasting media: from a “budgetary organization with entrepreneurial management”, through an innovative period of “mixed commercial and non-commercial” economic management to the period of transformation and deepening of reforms in the “separation of non-commercial and commercial radio broadcasting media”. In addition, the author traces the logical consistency of marketization in these transformational changes.

Cooperation of Kyrgyzstan with USA: bilateral and multilateral

The article deals with the Kyrgyz Republic, located on the territory of Central Asia, bordering with China, Uzbekistan, Kazakhstan and Tajikistan. The author shows the stages of the development of cooperation between the US and Kyrgyzstan, noting in this process such results as the establishment of the Kyrgyz-American Business Council, adjustment by the American Congress of the Jaekson-Vanik amendment specifically for Kyrgyzstan, which created a preferential trade regime as an aid to Kyrgyzstan while joining WTO. Cooperation in the field of education has been particularly developed. In Bishkek, the American University was opened, which operates to the present day and is called the American University of Central Asia.
