The strategy of Russia's social and economic development through the prism of "final effects"

Effective economic planning for the long term implies a qualitative vision of processes that have a comprehensive impact on the development of society. The importance of the adoption by the state of doctrinally grounded ideas on the improvement of the socio-economic and political situation makes it possible to form a strategic discourse. In this regard, there is an urgent need to justify the relevance of the chosen political course.

In this article, an attempt is made to determine the features of the developed Strategy for Social and Economic Development of Russia until 2030 (35) on the basis of an analysis of the components of modernization in the versions of the Strategies adopted prior to 2010 and 2020.

The security factor in the modern world development

The emergence of a polycentric world is accompanied by an increase in uncertainty and conflictness on the world arena. The number of armed conflicts in the world has increased, military budgets of different countries are growing, more weapons are being bought, private military and security companies have blossomed. This development of events leads to an increase in importance of security factor in society and international relations. Hypertrophic growth of this factor can lead to negative results. The leadership role of the security factor could be to ensure the harmonization of social development factors and international cooperation. A number of management activity directions are suggested in the article, which provide for a harmonious development of these factors. Ordering, proportionality, symmetry, complexity and other aspects are among them.

The effectiveness of state management in the sphere of inter-ethnic (inter-ethnic) relations

The article deals with the structural elements (subsystems) of the system of public administration in the field of national policy, such as: institutional, regulatory and legal (including moral), information and communication, personnel, socio-cultural subsystems.

The article studies the above - mentioned elements of public administration as objects influencing the effective implementation of public policy in this sphere of public relations.

Will be disclosed to state institutions, carrying out state regulation in the sphere of interethnic relations. The analysis of the personnel potential of the public authorities implementing the state national policy, the need for professional development of the civil servant, appropriate culture of behavior, interethnic subordination both within the team and in communication among various ethnic groups will be carried out.

The development of adaptive physical culture and sports in recent years has become increasingly important social significance. Modern society is interested in creating the necessary effective conditions for the development of each individual, persons with disabilities should have equal rights and opportunities for self-realization. In each country there are own programs of social adaptation, including through physical culture and sports. The article analyzes the state and public programs for the development of adaptive physical culture and sports in the Russian Federation, the United States, Japan, China, and South Korea.

Public opinion about the city sidewalks of the city of Vladikavkaz of the Republic of North Ossetia-Alania

In May-June 2017 the North Ossetian Department of Social Studies of the Institute of Social and Political Studies of the Russian Academy of Sciences and the Department of Sociology of the North Ossetian State University named after. K.L. Khetagurov conducted a study on the topic: " Public opinion on the city sidewalks of the city of Vladikavkaz of Republic North Ossetia-Alania." A total of 200 experts were interviewed: architects, scientists, journalists, cultural workers, teachers of schools and universities, doctors, lawyers lawyers and residents of the city.

Russian civil identity and the institution of globalization: movement together or apart?

Modern processes of determining citizenship are quite complex and far from always represent complete and comprehensive answers to questions that arise in the population, authorities, political scientists and philosophers. At the same time, this sphere in political science is relevant for carrying out both theoretical and applied research. Accordingly, we can not ignore the process of globalization as a special institution for the development of the modern world. Hence, there is a special need to synchronize the understanding of globalization with respect to building a civic identity in modern Russia.

In this article, an attempt is made to form a research opinion on the problem of the correlation of globalization and building a civic identity. The question is raised: can the designated concepts go together, or do they have parallel roads, and they can not intersect?

Tourist image of Baku in the light ancient artifacts and new urban projects

In an article dedicated to the tourist image of Baku, it is stated that in recent years this city has emerged as a leader in the field of international tourism. Such a breakthrough was made thanks to the strategic program developed in Azerbaijan, aimed at attracting the maximum number of foreign tourists. One of the central points of this program was a large-scale architectural and construction reconstruction of Baku, based on the introduction of ultramodern futurological projects.

Regional policy in the post-Soviet space (by the example of the Russian Federation, the Republic of Kazakhstan, the Republic of Belarus, the Republic of Tajikistan) its socio-economic importance

In the article the author considers the modern regional policy of the Russian Federation and several CIS countries, as well as the legacy in the field of state regulation received by them from the USSR. In the work the stages of the formation of regional policy in the USSR, the principles of their foundation, the goals, the implementation mechanisms, the importance of the regional policy for the government of the state are underlined. The author makes an overview of the problems of regional development in Russia, their prerequisites and consequences, analyzes the situation in the field of regional politics in Russia, as the successors of the USSR. As a result of the research, precise conclusions are drawn, in which the state of regional policy in the countries examined is analyzed. The states were chosen taking into account their differences in the history of socio-economic and political development at the present stage.

Interregional cooperation between Russia and Kazakhstan as one of the most important factors of integration of the states of Eurasia

This article examines the interregional cooperation between Kazakhstan and Russia as one of the most important factors affecting the pairing of the EAPS and the mega-project "One belt-one way". It is noted that since the formation of the Commonwealth of Independent States (CIS), the adoption of the Almaty Declaration, Russia and Kazakhstan have begun contacts. It is emphasized that two years after the establishment of diplomatic relations between the Republic of Kazakhstan (RK) and the Russian Federation (RF), the President of Kazakhstan, Nursultan Nazarbayev, initiated the creation of the Eurasian Union. Attention is focused on the fact that the active interaction of the two states has been confirmed at the bilateral Forum of Border Regions, which since 2005 has been transformed into an Interregional Forum. Attention is drawn to the fact that the prospect of implementing a large-scale China project "One belt, one way, to some extent depends on the interface of the Chinese initiative with earlier projects on the territory of Eurasia, we are talking, first of all, about the Eurasian Economic Union. Considering that Russia and Kazakhstan are the locomotives of the EAEC and in many respects it is from their bilateral cooperation that the speed of implementation of the concept of the PRC "One belt-one way" depends. It is concluded that the intensity and depth of interaction between Russia and Kazakhstan within the framework of interregional cooperation between the two countries are one of the key factors affecting the prospects for the implementation of the Chinese megaproject.
