The author notes that the main objective of regulatory policy of interethnic relations is to ensure inter-ethnic harmony and eliminate the risk of ethnic conflicts. It can be done via the respect of mutual interests and the creation of favorable conditions for the development of the Russian nation, national minorities and all citizens of the Russian Federation. It is also noted that the media should perform its basic social functions to promote the consolidation of society. The author notes that the state in its turn should provide citizens with equal opportunities in the field of information, in order to reduce the power and influence of financial and commercial structures on the press so that the press would be primarily controlled by the civil society.

This article was written in April 2013 on the basis of study on the topic «On the mechanism of implementation of multicultural education in pre-school educational institutions of the city of Vladikavkaz», Institute of Social and Political Studies, Russian Academy of Sciences, in cooperation with the department of sociology and social processes of the North Ossetian State University. The survey involved teachers of preschool educational institutions (250 respondents) and the citizens of Vladikavkaz (250). 25 experts were interviewed as well: sociologists, historians, teachers secondary school, universities, journalists and lawyers.

Nation-states continue to play the major role in the current world order, which makes a research of the «national image» relevant. The article focuses on the deconstruction of the national image components, with evidence from Russia. The author tries to redefine the concept of stereotypes and negative identity.

The article deals with the double standards in the world politics based on several cases in the Post-Soviet space. Its definitions and varieties are given. The causes of its spread are analyzed. Hegemonic position of the USA and its allies, “renaissance” of national states on the world arena, dissonance between morality and politics, as well as a steep acceleration of the world development with which international law cannot catch up are among them. The conclusion is made that in the future double standards will be used even more often by the countries of the world. Thus, Russia needs to learn how to use them as an effective instrument of its foreign policy activities.

Ethnicity is an important attribute of the Cossacks, and this attribute is of a system character, being the key point in understanding the uniqueness of the Cossacks as a phenomenon in the Russian history. The Cossack ethnicity is closely associated with the Cossack culture, way of life, customs, morals, and the formation of the specific “Cossack statehood” in the form of small democratic republics. This article represents an attempt to look into the cobwebs of the Cossack ethnicity.

This article considers the issue of anti-corruption enforcement in terms of inclusion of these activities in the area of functional tasks of state civil service management. The data of sociological studies conducted by scholars of the Institute of Public Administration and Personnel Management of Russian Presidential Academy of National Economy and Public Administration on corruption in the government and public administration in recent years, as well as materials of the personal research on public service management, are cited. The necessity of improving the conditions of anti-corruption activities in the management of state civil service at the various levels of implementation, i.e. political (state personnel policy), legal (legislative framework) and managerial and technological (management of public administration and personnel in the governmental agencies per se) levels, is substantiated.

In the article, the author examines the possibility to structure knowledge about the phenomenon of conflict so that to overcome the dependence of this concept from being considered as objectively given. Such an approach allows the phenomenon of culture to reach an essential categorical status within the framework of theory of conflict.

The article examines socio-political postulates of civil society and civic identity. The values of civil society are determined. The relationship of civic identity and social capital is established. Civil identity forms the basis for the development of social capital as a social resource in public development.

The article describes the current state of the aspects of regional security in the post-Soviet space. The author examines the factors that influence the destabilization of security in Russia’s near abroad. Linking modern processes to the situation of the Soviet Union with the current trends of political development in the former Soviet republics, the author identifies the conditions of preservation and reproduction of the post-Soviet conflict potential of the region and the increasing militarization process attributed to it. The prerequisites of the armed conflict in Ukraine and its implications for regional security Eurasian countries are examined in details.

The article is devoted to problems of growth of a share of the symbolical capital in modern manufactures and consumer practice, first of all, in the sphere of socio-cultural activity. In the article, the author analyzes the reasons and consequences of increase of the role of the symbolical capital in various spheres of the modern life, as well as the role of mass communication means and consequences of these processes.

This topic offers a bibliographical essay on Church-State Relations during the Imperial Era. One reason for the paucity of modern researchers on the rule of the Russian Orthodox church is a lack of familiarity with this subject’s vast published and unpublished materials. This essay attempts to hit two goals: fist, to determine bibliographical environment, in which some of the study of modern Russian Orthodoxy were generated; and second, to indicate some of the peculiarities of that environment, which in the past have misled researchers about the church. Nearing completion are the dissertations dealing with internal Church affairs, such as the education and Orthodoxy and Enlightenment (Kleymenov V.A., Isakov A.A., Lebedeva N. A.) Others go beyond the Russian frontier and are concerned with the Russian Rascol Society (Mayorov R.A., Pavlova O. A.) and Metropolitan Platon’s position with regard to the Church Architecture.(Robinov O.Y., Putyatin I.V.) The every-year conference “Platonovskiye chteniia” demonstrates the great need for ecclesiastical and cultural professional cooperation for the studying of Russian church history. We hope that this essay will contribute in some small way to encouraging young scholars to devote more attention to the study of Russian church history.

The emergence of the concept of «lower mythology» and the development of ideas about its characters happened to take place in the period of the actual completion of the world division. In fight for its reframing, geopolitical players used not only economic and military resources, but also intellectual and mythical. So the image of the troll like a creature of lower mythology began its way into political propaganda and geopolitics.

This article is about problems and reforms of the Post-Soviet states. Soviet Union’s administrative policy formed specific administrative system, which partly still remains in the most republics of former USSR. In the article are analyzed Georgia’s reforms, as a Post-Soviet state, explained there reasons and results. Author outlines decreasing role of the government and economy’s liberalization, analysis various international ratings. In conclusion it is noted that in Georgia is formed strong civil society and also saves national values despite of all reforms.

The article deals with the issue of population of Caucasian Albania in the period from the 4th century BC till the 8th century AD. Using the sources of ancient authors, the researcher gives the names of the tribes inhabiting the territory of Albania, and describes the territory of their residence. modern traces of some Azerbaijani historical ethnonyms, places names, etc. are given.

Language contacts are a widespread linguistic phenomenon. They cause borrowings of some language elements, bilingualism, switching codes, the mixture of languages, etc. Russian-Chinese pidgin which emerged in the late XIX century - early XX century in Harbin, is a product of constant contacts of the Russian and Chinese languages. It not only served as a temporary means of communication, but was also the result of cultural exchange between the two nations. Our research is devoted to the description of appearance and disappearance of Harbin Russian-Chinese Pidgin and the analysis of its word formation methods.

The article is devoted to the formation and development of professional translation practice all over the world. It is shown that translation plays a key role in the development of world culture. It has become the unshakable power that connected East and West thousands of years ago. The article considers the stages of development and formation of translation as a professional activity. Special emphasis is placed on the emergence and further development of translation in Russia. The article analyzes all types of translation in the paradigm of time. The author believes that the second half of the 20th century was a turning point in the formation of the interpreters not only for the Soviet Union, but for the whole world.

In this article, the scientific reflection of modern regional development, which is characterized by contradictions and ambiguousness, is presented. It is noted that the dialogue between actors in international relations needs to be intensified as it becomes a factor in the creation of a more stable world order and a condition of effectiveness of the cooperation system, thus contributing to the transformation of modern political mechanisms.

The article deals with the historical aspects of the incorporation of the Crimea to the territorial system of Russia. The authors used a number of socio-historical research methods, including a chronological and comparative-historical one. Of particular scientific interest is the authors’ attempt to sort out the features, which are typical only of the federal way of the territorial development in Russia under the conditions that the character of relationships between the subjects of the political process is constantly changing.

This article presents an analysis of the reaction of the Chinese mass media to the accession of Crimea into Russia. We use content-analysis as the main research method, and the conclusion is that the Chinese mass media mostly takes a positive view of this event, most of them support Putin and his policies as well. Chinese mass media view the events in Crimea as an important revelation of the solutions to the difficult situations with peripheral countries. They look promising to the sino-russian cooperation as well.

The article traces the history of Crimea in a close relationship with the history of the Caucasus and the Volga region in different directions. Concerning the religious policy, the authors emphasize that Crimea has always adhered to the principle of religious tolerance, especially after the entry of the region into Russia. In a religious sense, all the ethnic groups of the Crimea (in its Russian period) felt equal as a rule.

A full-scale restoration of Russian-Cuban relations is to become an important factor in strengthening the position of Cuba in the international arena and improvement of the dynamics of its social and economic development. The article discusses the features of social and political relations formation, the positive dynamics of the international relations development between the two friendly countries. There is a general characteristic of the current level of Russian-Cuban strategic partnership and its place in the overall geopolitical context.

In the modern processes of supranational integration, the greatest attention is paid to the role of small ethno-cultural groups. The author gives modern Cossacks as an example of such a process in context of the formation of the Eurasian Economic Union (in the Euroregion «Donbass» in particular) as well as the EAC integration process with Latin America.

The author considers the specifics of the Russian Orthodox emigration in its diversity. The main attention is paid to the Orthodox immigrants from the Historic Russia, fated to find themselves in Latin America. At the same time, the life of some communities of Russian Old Believers is considered. The author outlines the role of the Russian Orthodox Church in the preservation of ethnic and religious identity of Russians, their native language and national culture.
