The end of the Cold War led to liberalization of social and economic policy in Western countries and gradual dismantling of the welfare state. Transfer of production capacities to developing countries as well as an inflow of immigrants from there contribute to reduction of jobs available for local populations. These factors are conducive to erosion of consistent national identity and revival of particular identities, a trend that substantially undermines the sovereignty and territorial integrity of the state. An intense stress caused by the downfall of the familiar way of life raises hopes that at least some elements of that way might be preserved through regional isolation.

Modern political practice and theoretical concepts confirm that citizen participation in the governance process in general, and in the decision-making process, in particular, is an integral and indispensable element of the democratization of the political system of articulation and aggregation of divergent needs and interests of the various actors of political relations. Civil participation largely promotes the establishment an adequate mechanism of interaction of the administrative management staff on various levels and initiates transformation processes of political subjects. Such initiation is largely determined by the degree of development of “civil status” in the society: the parameters and the level of activity of citizens.

The article assesses the most important events of the past year, based on the choice of the word, which in this period was most often used. Differences between the lexical units in different years and in different countries provide a basis for comparative analysis of the state of society, politics, and even economics.

This article deals with the formation of tolerance among young people, as a factor in the ethno-political stability in the region. The author considers the elements of the content of self-tolerance, the possibility of education in the formation of a tolerant environment specific to the region. The author proposes a set of measures for the prevention of anti-social phenomena within the framework of an educational organization.

The article reflects the participation of representatives of the union republics of the USSR in the Great Patriotic War. The author employs some historical and fact material. History, centuries-old culture, the experience of fighting for the defense of the homeland formed the patriotic feelings of the Soviet people. The decisive role in the consolidation of the multinational Soviet society in the struggle against fascism belongs to the Russian people.

The article is devoted to the description of the dynamics of the imagination and the imaginary in the context of the so-called «new game», which has emerged as a particular discursive practice in the European post-modern context about 20 years ago. Given the characteristics of the «new game», the reasons of its occurrence, its relationship with the understanding of the role of imagination in contemporary art is traced, both positive and negative aspects of this phenomenon are analyzed.

The article describes the evolution of the factors contributing to the formation of social stereotypes. The essence, structure, main types of stereotypes and their functions are analyzed.
Negative and positive aspects, manifestations of social stereotypes in modern life are considered. Stereotypes are the product of natural processes of social life that are inevitable.

Basically, philosophy on the whole and its various constructs in particular carry a life-asserting sense. The life-asserting sense is primordial for culture, for Humanity, for any man, even if he has distorted it. At the same time, there might be triggered and reproduced visions fraught with suggesting omnicide. Those constructions come to existence by the virtue of inversion, semantic substitution of the living in its socially-human manifestation by the nonsocially-human, by the inhuman and, finally, by the non-living at all.

The article describes the concept of social responsibility, as a system. Main structural elements, subsystem: political, moral, and legal responsibility, shown their functional relationship in the society. This article was written on the materials of ethno-sociological studies conducted in the fall of 2014 in the republics of the North Caucasus Federal District. Suitable sample size in each republic was 500 respondents and 5 experts. The total sample consisted of 3500 respondents, of which 50% of the indigenous population and 50% was Russian and Russian-speaking and 35 experts.

The analysis of critical reflection of totalitarianism in American political thought in the middle of the past century is given in the article. The main attention is paid to the works of the most famous American political scientists: R. Tucker, D. Azrael, D. Apter, Z. Brzezinski. In the article the main methodological approaches and evaluation in the study of totalitarianism are given with the consideration of some critical debates on totalitarianism.

The article considers the regional aspect of human safety. The authors identify the reasons for the discrepancy of the personnel policy at the Federal and regional levels, note the shortcomings of the existing tools for assessment of a personnel administration, suggest an approach to the use of specialized educational institutions in the development of human resources in the public service.

The idea of lifelong education has not been formed lately, nor has it been actively studied only in recent years. This problem has been discussed by ancient philosophers and lifelong education has been relevant at all times. Philosophical understanding of educational issues, including lifelong, formed into an independent branch of scientific knowledge: the philosophy of education. Many scientists, while considering the question of continuity of education in terms of philosophy, point out the following argument: lifelong education or acquisition of any human profession is only a stage in the formation of a human constant longing for education throughout life, which ultimately leads to their intellectual and inner freedom.

In the article, we consider obsolete vocabulary functioning in the Tatar prose, that is, in the historical novels written by the famous Tatar writers: N. Fattakh, M. Khabibullin, R. Batulla, V. Imamov. The common Turkic stratum of obsolete vocabulary is defined with the help of comparative analysis.

The modern manifestation of Nazism rudiments in Russia, including the Republic of Sakha (Yakutia) is considered considering the analysis of the youth xenophobic phenomena and nationalist subcultures. Evidence-based dispelling of the pseudoscientific Nazism theory of superiority of the Aryan race of Caucasians over other races, including conclusions of modern medical genetics, is offered as one of the mechanisms to prevent destabilization of political situation.

Management of domestic policy and mechanisms of its implementation differ significantly from those which are used by the state in work in other areas. This is due, on the one hand, to the specific nature of the field of public relations, which expresses the need to appeal to the highly subjective and identification parameters. On the other hand, according to popular belief, the sphere of inter-ethnic and inter-ethnic relations requires a very delicate approach, as potentially fraught with the threat of social and political explosions, the most serious consequences of which could become a failed state and the loss of sovereignty. In addition, the traditional forms of governance institutions cannot operate effectively in the study area due to the too blurred area of responsibility, the impossibility of setting concrete goals and controversial issues related to the financing of the national policy. The experience of Office for Nationalities, which existed in Russia during the first post-Soviet decade, showed that the above factors lead to the constant search for a suitable organizational form and the frequent change of senior management of the department, which prevented effective work and was the reason for the elimination of the structure. This article examines the role of public authorities in the implementation of the national policy of the country and demonstrates interagency communication in this regard.

This article examines the impact of Soviet cultural works (take examples from the sphere of cinema, literature and music) on China in 1949-1956-ies. according to the “5W” model of an American researcher G.D. Lasswell. The focus of the study is a review of the Chinese people of the Soviet cultural works. Soviet culture spawned love for her and the Russian people in Chinese society, and this love is preserved today, which laid the foundation for the further development of relations between Russia and China.
