The most urgent present-day problem is the security of the post-Soviet territory, profound protection of the territory of independent states and constitutional system, timely neutralization of internal and external threats. It is the object of political interest of modern scientific research. In the article we study the role of mediation technologies in the system of prevention of ethno-political threats on the post-Soviet territory, which appear as “laboratories” for carrying out political tests and experiments on “the living matter” of state system.

Opposition to the “color revolutions” is one of the important directions in political science and practice for the international community today. In this case, the interaction of public authorities and civil society institutions in their areas of the fight against anti-social phenomena that destabilize peaceful social development stands as one of the objects of research.
This article discusses the main forms of opposition to “color revolutions” that are effective in the dualistic sense: interaction between the state and civil society. It is important to realize that the political parties, NGOs, the business must be vigilant and generate quality ideas about social development to which they aspire.

Until 1917, the term “foreigners” (“people of foreign race”) was used in order to refer to a certain part of the inhabitants of Russia who were citizens of the Russian Empire. A special management order characterized by referring to their origin was applied to those people, which meant that they were not under the influence of all existing laws including the laws of military construction. Due to a number of reasons, this issue is a part of the least-studied section of the military history of Russian statehood: the role of the national factor in military construction.

The paper deals with the realization of the state youth policy in Russia. The findings of the monitoring of students’ perception of youth social and political processes, institutions of socialization and the subjects of youth policy are provided. The results indicate that the socio-political events of 2014 - 2015 years consolidated the nation. A certain politicization of the Russian students’ youth took place, the growth of its national identity is observed. The necessity of active promotion of young people’s impulse and their existing potential is mentioned.

In the current conditions the need for modernization of the economy and the formation of effective methods of public administration can be satisfied only with the development of intellectual capital. Despite the awareness of the importance of these tasks, the scientific community has not offered assessments of intellectual capital. The article deals with the possibility of applying the criteria of the intellectual capital of enterprises to the intellectual capital of states.

The article is concerned with the further reforming of the Russian system of secondary education, intermediate vocational education and higher education. The tasks of innovative and knowledge-based economy development are taken into consideration. Following the best foreign experience the author proposes an action plan that will allow Russian education to achieve a new efficiency level and to take its rightful place within the world education space in the immediate future.

The article is devoted to the systematic analysis and synthesis of recognized theoretical concepts and methodological principles of the research of social orphanhood problems. Social orphanhood is viewed as a social phenomenon that has some specifics of manifestation and is characterized by barely manageable social consequences in the life of society.

Confirming the theory of relativity, geometrically mastered by Minkowski, and eternally young Kantian traditions of space comprehension (which is subjectively aprioristic and is not an objective but only subjective form of coordinating sensory perceived phenomena with each other) the “fourth dimension” - time and the “fifth coordinate of life - self-conscious soul enter architecture“. While “form remains unchanged and inherently valued on its own account in classic architecture, within the framework of non-classical paradigm (modern period), the emphasis is on the process, and form becomes dynamic showing its connection to time” (M.Kuznetsova). The importance of the functionality of living space is increasing. However, the understanding of the functionality has been complicated, so to say, by the unreal reality. In the work “Mathematics and scientific-philosophical world view” Beliy’s father N.Bugaev states that “functions possess the ability to change gradually due to the gradual change of the variable.” In the work “The pillar and statement of the truth” P. Florensky, a mathematician, a priest and Bugaev’s friend, connects Bugaev’s theory of discontinuity with the “reason destroying itself for the sake of its Beginning and finding its strength and renovation in the unity with Him”. In Beliy’s trilogy the discoveries of Modern Architecture are connected to musical, artistic, philosophical and religious ones.

For the first time public-private partnership is viewed in connection with the resource provision of strategic planning. The purpose of the research is the development of the issue of public-private partnership as a form of ensuring strategic planning management in Russia and Bashkortostan. The novelty is in the justification of the author’s approach to the key categories of the research and to the ensuring of strategic planning.

The paper is devoted to the problems of the use of symbolic capital in the processes of social distancing and self-identification under the circumstances of dialectically interrelated processes of globalization and localization. Based on the interpenetration of the social and cultural, socio-economic and socio-political spheres under pressure of globalization trends, the author draws attention to the role of symbolic capital as the most important differentiating and integrating factor of modern development.

Ethno-cultural parallels in the symbolism, semantics, arts and crafts of the attributes of Jewish synagogical and orthodox liturgy. In the article, the meaning of the term “Liturgy” in Judaism and Orthodoxy is defined, and a comparative analysis of the semantics and design of the objects used in the Orthodox and Jewish liturgical practice is carried out. The objects are: synagogue menorahs and Hanukkah and church menorahs, the Jewish Torah and the Orthodox Gospel, Jewish bsamim and Orthodox censers, vessels for Wine and ritual meals.

The traditions of modern monasticism illustrated by the Amur Region convents are examined in the article. The main stages in the history of convents and the features of a conventual lifestyle are provided. The mission and main functions of convents are identified. The main problems which convents face in the process of development are stated.

The possibility of the development of a youth political elite and its recruitment lies in the possibility to form a new management layer of people capable of running large state, public and business structures. Modern society needs to work with the youth audience systematically that is why the state run public authorities seek to integrate the efforts for systematic work in this direction, but still there are problems that must be solved. One of the main problems is distrust of the youth elite and their actions.
In this article, our research interest is conditioned by detecting the stages of the formation of such social category as “youth elite” in post-Soviet and modern Russia and the prospects for the formation of means of social mobility for the recruitment of the youth audience to power.

The article deals with methodology and practice of development of sustainable competitive advantages of the national economies – members of the EEU and the Union as a whole. It is demonstrated that the competitiveness of the national economies should be assessed through country’s economic security criteria. The article also determines the steps and procedure of the development of sustainable competitive advantages of national economies and their implications for the development of the state competitive strategy.

The Eurasian Economic Community is an organization that has become one of the major institutional structures for the development of globalization and the expansion of the Eurasian values among states, civil society and business organizations. It makes it possible to identify the trends typical of the Eurasian region and discover the key features of the development.
The structural foundations of the formation of the Eurasian Economic Community are examined in the article. The prospects of action and the organization of comprehensive community support for the different actors of political activity are outlined. The prospects for its development as a stable political platform of interaction of the former Soviet Union states and a conflict-free space for inter-ethnic dialogue are highlighted. Axiological and normative components that form the basis of conducting any business turnover in interstate and intra-national entities are considered within EurAsEC. This leads to the creation of the territory of efficient communication and a conflict-free environment for an individual and a citizen, as well as a large business and political organization.
