The article is devoted to the main directions of migration policy of modern Russia. Measures for its carrying out are considered. The reasons and tendencies of migration process are shown on the post-soviet territory.

This article deals with the formation and functioning of mechanisms preventing anti-social phenomena among youth and in the system of vocational education as a factor contributing to the ethno-political stability in a region. The author considers elements of extremism among young people and the possibilities of the educational system in the formation of a tolerant environment specific to each region. The author proposes a set of measures for the prevention of anti-social phenomena within the framework of efforts taken by an educational organization.

This article is written on the basis of an expert survey conducted in the summer of 2014 the North Ossetian Center for Social Research Institute for Social and Political Studies in collaboration with the department of sociology and social processes of the North Ossetian State University named after K.L. Khetagurov. All in all 37 people were interviewed.

This paper analyzes the phenomenon of sending messages to the future, known as the «time capsule». In terms of frequency of such reports and their volumes, the USA is far ahead of other states. It is impossible not to notice the perception of «time capsules» as a means of achieving a particular geopolitical mission of this country.

In the article, the author examines the possibilities of «open society» by k. Popper in the Russian political reality. Analyzing the works of Russian political scientists in this field, the author gives a brief analysis of the situation with examples during the period of development of political processes in the post-Soviet era. The article also attempts to answer the question of how to relate the political interests of people with political decisions, how to protect the constitutional right to democracy and to instill liberal thinking skills. The author is sure that the gap between the people and the authorities is pregnant not just with apathy but also with observed absenteeism of voters and therefore fertile ground for the emergence of mass destructive manifestations. The article is a forecast of the political situation in the country over the next five years. It gives links to the influence of domestic political processes and foreign policy factors. What factor will prevail, and what will remain unrequired (a missed opportunity) depends on political processes, objective patterns and subjects, including attitudes, the activity of political groups, personal qualities of political leaders.

This article explores the attitude to the phenomenon of the IS (ISIS) within the Muslim community itself. Based on the materials of Arab and Iranian press it focuses on 1) the perception of the IS (ISIS) by political and intellectual authorities of the Middle East – how the phenomenon of IS (ISIS) is integrated in the context of domestic and foreign policy of the region; 2) their attitude to criticism of this phenomenon from the West; 3) the position of the intellectual and political elites of the region, who are not yet ready to grasp this movement as a logical, while an extreme, result of the development of political Islam, as well as their incapability to see the ideologues of ISIS as that of «Muslim Brothers» and «al-Qaeda». Besides, the article makes an attempt to answer the question: whether the Muslim community has an idea of what trends of Islamic politics or Islamic education turned Muslim youth to become the potential recruits of the IS (ISIS).

It should be accepted that the existing model of asymmetrical federal structure of Russia, as well as the practice of implementing it in national, regional and federal relations do not allow to fully ensure a political and legal environment of long-term and guaranteed standards for the protection of the national unity of the country. With all the success of the strategic course of the Russian government in the implementation of the national policy on the principle of "unity in diversity" and strengthening constitutional and national scrapie statehood periods in the history of the new Russia, compound disintegration problems continue to occur. These are problems that are traditionally solved by the Centre in the administrative style manual in conjunction with the elements of regional centralization / decentralization of administrative governance.
A striking example of activation of disintegration tendencies in the country is the so-called "parade of sovereignties", which was successfully passed by only by means of a balanced compromise and federal policy. However, without diminishing the merits of the power structures in peer strengthening of national and ethnic basis of the country and ensuring its national security, competence, capacity and the regulatory role of the modern scientific and expert community of Russia by all accounts has the right to contribute to the realization of practical politics.
This article discusses all the possibilities of introduction of mediation and communications technologies into a federal state matter with a view of reaching a compromise on the level of political decision-making of the Federation in order to further strengthen the ethno-national unity of Russia.

Under global processes, energy resources are transforming into a kind of indicator of the level of political cooperation between public authorities and the business community. It is also difficult to predict the development of the energy policy of countries without taking into account the political processes occurring within them. It is especially true in regard to the interaction of the Federation, with regions as its constituent parts. Conceptually, energy resources can occupy two positions in the political process. On the one hand, they can be a source to cause the beginning of the political process. On the other hand, energetics is often a resource or tool for solving political problems. This article explores the process of institutionalization of energy policy in Russia, taking into account the changing role of the state in this process, the adoption of future energy strategies and the correction of the country federal policy.

The article is devoted to the description of the dynamics of the imagination and the imaginary in the context of the so-called «new game», which emerged as a particular discursive practice in the European post-modern context about 20 years ago. The authors gives characteristics of the «new game», the reasons of its occurrence, traces its relationship with the understanding of the role of imagination in contemporary art, analyzes both positive and negative aspects of this phenomenon.

The article discusses important issues of formation of the rule of law in Russia. Transformations in Russian society provide an opportunity to identify factors of strengthening the foundations of the rule of law, principles of parliamentarism and a stable political system. A particular attention is paid to the disclosure of political factors such as the principle of separation of powers, rule of law and the laws, the protection of human rights and freedoms in the context of the concept of the rule of law.

The author in the article explains the properties of the Azerbaijani phraseology describing a person’s appearance. The author focuses on the phraseological units that reveal the beauty of women, healthy looking baby and men. The article also lists the phraseological units, describing plump and slim people.
Some phraseological units of the Azerbaijani language, expressing a person’s stature, are given. Some turns of phrase are analyzed, as well as their usage in different situations. The article describes the mental and national character of the Azerbaijani people expressed in phraseological units.

In the article the author considers the experience of intercultural activity as a system of acquired knowledge, which allows the subject to develop behavioral stereotypes of communication with natives of other culture and realize them in intercultural activity. In the process of such an activity, the linguocultural interference arises, which occurs in the process of mutual communication of people, representatives of different national cultures.

Dance music represents a wonderful material for the work on development of rhythmic hearings of students. The development of musical abilities of students on the basis of the Azerbaijan folk song creates an interest to the other means of art types to a certain degree. Their tastes are formed and the range of interests expands.
In the national republics, the goal of musical education of students may be formulated as this: maintaining the commonness of the basic music education principles, it is necessary to solve specific problems, taking into consideration the peculiarity of national culture.

The evolution of philosophical and political thought in the Ancient Times and Middle Ages is examined in the article on the matter of supreme power. The supreme power of the state is noted to be considered that period as a projection of the Divine power over the world. The author emphasizes the trend of justification of the autonomy of temporal power from the spiritual one as the main tendency of evolution of social thought.

Federalism can be called social and cultural implement that consolidates various forms of social and political communities. However, in most scientific papers, federalism is explored as a politic-legal, politic-territorial or economic mechanism of inter-subject cooperation and it is seldom explored at the micro-level, from the positions of sociocultural integration of specific social groups (for ex., youth) who live in the same space. In this article, sociocultural essence of federalism in youth area is analyzed.

The article explores the development of dialogue of cultures and civilizations as an effective instrument of modern policy of states and communities in the conditions of multicultural world. Approaches to the conceptualization of “dialogue” are presented, principles of accomplishment of intercultural and intercivilizational dialogue objectives are exposed, the role of the UN “Alliance of Civilizations” and other international organizations in the promotion of the dialogue of cultures policy is shown. The forms of the dialogue of cultures policy accomplishment are displayed through the example of cooperation between Russia and Italy.
