On the threshold of new challenges of globalization

The author's summary. The beginning of the new Millennium in their events were no less eventful than the last century. If at the end of the twentieth century it seemed that the new world order formed for centuries, at the present time, this illusion came to an end. Unipolar capitalist neoliberal model with the dominance of the United States have been subjected to calls that have not yet found final answers. The role of Russia as the "great raw power" was untenable and demanded their revision. The modern world order was unstable because the world's new centres have been formed that are not willing to put up with the world. On the geopolitical map of the world Russia is faced with new challenges, both external and internal, to which it must either find a decent answer, or to disappear from the world stage. This situation is exacerbated by the unprecedented pressure of the Western world headed by U.S. domestic and foreign policy of Russia. The world faces a new choice of the future model of development of the global system or can be retracted into a third world war, which might terminate the existence of human civilization.

Protest moods among the masses

The complex social and economic situation of the country requires close attention to issues of social justice, the fight against corruption. Underestimation of political and social tensions in the Republic of Dagestan can lead to active protests of the population. For the withdrawal of the republic from a systemic crisis, stabilization of the socio-political and socio-economic situation, it is necessary to conduct a well-thought-out political, socio-economic and national policy of the Federal Center in the republic.

The case of the Police Department about the "Brotherhood of Freedom and Order"

Historical documents (GARF) on the history of the Black-Hundred movement in Russia dating back to the beginning of the 20th century are published. Published documents refer to the fund of the Special Section of the Police Department, directly engaged in the right-monarchist movement. This publication is devoted to the activities related to the formation of one of the Black Hundred organizations - the Brotherhood of Freedom and Order. The documents made it possible to reveal the details of the formation and organization of the party against the backdrop of revolutionary events. The views expressed by the initiators of the movement, trying to interest the authorities and special services, are also of interest. Documents are published in the author's edition.

Development of social teaching of the Catholic Church in the era of globalization

The article examines the evolution of the social and philosophical teaching of Catholicism in the era of globalization - from the period of the pontificate of John Paul II to the present day. The author concludes that at present the process of gradual liberalization of the social doctrine of Catholicism, which is caused by secular tendencies within the borders of Western civilization, is continuing. The church, trying to find its place in the new postmodern space, somehow makes concessions to the secular world in order to survive as a religious institution and a center of spiritual influence.

Natural professional selection as a socio-innovative mechanism of management of development of professionalism of civil servants

The author describes such socio-innovative mechanism of management of development of professionalism of civil servants, as natural professional selection. Three types of them are allocated: 1) driving; 2) stabilizing; 3) disruptive professional selection.

Politrical theology: anomaly or regularity?

The article considers some problems regarding mutual influence theology and politics. The term political theology has spread in 20 century thanks to K. Shmitt. In the work “Political Theology” he claimed the concept of the modern theory of the state is secularized theology. This work concerned the Western States. However in present the connection of politics and theology in so-called “political Islam” presented by the West as unique phenomenon. The article makes an attempt to prove that this connection of politics and theology is not unique and concerns not only Islam, but modern neoliberalism as well.

In modern conditions national and cultural specifics in the field of ethnic interaction represent a subject of special attention because through culture there is a natural formation and development of public opinion and ensuring constancy of stereotypes of consciousness, behavior, national integration and identification, formation of culture of the international relations. An important condition, at the present stage of development of society, is creation of the polycultural environment promoting recognition of cultural identity of the people and formation of polytolerance.

Implementation of youth policy in Primorsky Krai in the context of the tasks of military reform in the Russian Federation

The article examines the role of youth policy in preserving the demographic potential for the Ministry of Defense of the Russian Federation. The author revealed that the current Russian army and navy are experiencing a shortage of military personnel under the contract. In particular, among the reasons it was found that the deficit of inflow of "contractors" is due to the state of health. The spread of destructive practices among young people - alcoholism and drug addiction, limits the planned strength of the armed forces as a whole, and, consequently, negatively affects the defense capability and state security of the Russian state. The need to protect national borders has led to the development of a Russian youth policy that was aimed at countering the spread of destructive practices among young people.

Reading Genome As a Text or In The Beginning Was The Word

The article focuses on research in the issue of human textuality as an interdisciplinary problem, and introduces the idea that since human nature itself is textual and biologically and socially humans are structured textually too, a human being may be seen and read as a text.

The author assumes that human textuality may be detected at genetic and epigenetic levels, and be explained philosophically by way of such branch of sciences like linguistic philosophy, semiotics, poststructuralism in philosophy. To this end the article characterizes textuality in general and a human in particular as biogenic and philosophical phenomena, and makes an effort to link linguistic units with the same of genetic language.

The rockets as military tool of the Palestinians today

The State of Israel faces with a rocket threat from the Arabic radicals. Events of the Second Lebanon War became a serious test for Israel in plan of a rocket threat. Today rockets are one of the main tools of the Palestinian radicals in fighting against Israelis. Tunnels are other primary tool of this fighting. For Israelis hostilities of summer 2014 became a main test in plan of a rocket threat in the Palestinian arena. The Palestinian radicals seek to extension of the arsenal of efficient tools of armed struggle. In relation to rocket threat for Israel from the Palestinians necessary to pay close attention to the Gaza Strip and the West Bank. The finding of ability to carry out periodical rocket attacks of «internal» territory of Israel from the West Bank is actual still for the Palestinian militants in view of a number of circumstances.

Institutionalization of political aspects in sections of the program of sustainable strategic development of the Republic of Tajikistan

In this paper, the need to develop a full-scale strategy for the development of the political sphere of the Republic of Tajikistan, which would be an independent section in the national development strategy, is considered. To substantiate this proposal, the analysis of political aspects in the main development strategies of the republic was carried out, the urgency of developing strategies for political development was substantiated, the main goals, tasks and sections of the political development strategy were formulated. The conclusion is made about the existence of political multiculturalism in the political sphere of the Republic of Tajikistan, which can be countered by a political regulator in the form of a national strategy for political development.

Analysis of the formation processes of regionalism on the example of ASEAN in international relations

The article is devoted to research and analysis of the formation processes of regionalism on the example of ASEAN in the system of international relations. An overview of the philosophical and methodological approaches to the study of the processes of formation of the organization of ASEAN in the regional system of international relations. Particular emphasis is placed on analyses of the processes of formation of the organization of ASEAN in South-East Asia.

Political elite of modern Armenia

The political elite of modern Armenia is considered by means of transformational transformations in political system. The attention to distinctive characteristics of elite before adoption of Independence is focused. Features of modern political elite are revealed – the dangerous gerontarchical tendency is stopped; rejuvenation of elite; high-quality changes in education; party identification of elite. Poll of student's youth has proved a hypothesis about low a ratio with elite of scientific community and the intellectuals. Leadership at the President, ministers, People's Deputies, businessmen and heads of large banks. Introduction of democratic entrepreneur system will allow gifted citizens to come to decision-making level.

Relations of the states of the Arab world and the Russian Federation in the military sphere

At present, the problems of the Middle East occupy a key position on the agenda of the world's leading powers. In this region, in the last decades there has been a powerful center of instability, which appeared, most likely, as a result of Russia's loss of influence after the collapse of the USSR in the region, as well as of a number of careless actions taken by the United States of America to campaign for compelling certain states of the Arab region for peace.

Problems in adaptation of the oil and gas mining industry in the Gulf monarchies to the current conditions

The main subject of the article is the study of the oil and gas extracting industry in the Arabian monarchies of the Persian Gulf area. This industry is of a special importance of the economy of these countries as it is exactly a branch that determines now their economic development, ensures mighty financial support to their political independence and sets up the monarchies on a very special place in the whole developing world. Here is the reason that indentifies the deep interest of the Arabian monarchies not only to the development of the energy complex in those countries but to work for its adaptation to the current conditions of the economic situation rapidly throughout the World.
