State policy of management of the image of the territory in the scientific and expert dimension

The relevance of this research topic is determined by the need to search for optimal ways of building an image policy of the state that is interested in positive perception of figurative components both by its own population, political and business actors, and foreign partners. However, today it is extremely important to take into account the fact that not only the general paradigm of socio-political and economic relations in the development of territories is changing, but also the quality and structure of communications related to information dissemination technologies: from traditional (television, radio, newspapers and magazines) to new ones - modern (Internet media, social networks, messengers). Territorial image is quite a serious problem zone within the framework of public administration; And if the image of political leaders, as a rule, is a concern of individual personal and party teams, technologists, image-makers, then the state image is a common cause. It directly depends on the quality of interaction between state authorities and local self-government, the business segment, civil society institutions and individual atomic individuals.

In general, the study of the political mechanisms for the formation of state policy in the field of forming the image of Russia is due to the objective need to understand the formation and functioning of the political image of the territory as a special kind of political and administrative activity in the context of the transformation of social and political relations in Russia. At the same time, there is a need to develop a special discursive vision of the state policy regarding the positioning of the domestic economy as creative and innovative.

In this article, the authors note that there is a need to give a qualified political opinion on the state of the activities of state institutions to ensure the territorial image in the theoretical and applied meaning.

Historic view on social and interethnic attitudes in Russian human science

Western social psychologists and sociologists are the first who began using the concept "attitude". Over the time this concept was included into the Soviet scientific discourse. It became frequently used. In this article we try to analyze the experience of studying attitudes in Soviet science from Soviet times till our time. We consider different approaches to understanding of social and interethnic attitudes and their correlation. Relevant definitions of social, ethnic and interethnic attitudes are given.

Afghanistan in 1978–1979 in the context of geopolitical opposition

Article is devoted to identification of the reasons of introduction of Soviet troops to Afghanistan in 1979. The author believes that this decision of the Soviet management was result, first of all, of an aggravation of geopolitical opposition in Cold War, activization of the USA in this region.

Enhancing capacities of the Russian Orthodox Church as effective mediator in ethnic conflicts

This article explores the role of the Russian Orthodox Church as a potential mediator in the settlement of interethnic conflicts. The author defines mediation as one of the most effective ways of third-party intervention in international conflicts. In the context of this study, mediation is considered from the point of view of settling interethnic conflicts, since ethnic communities living in the territory of certain states are very resistant to changes and contain a certain sense of belonging related to the general blood relationship. Consequently, in the clash of two or more ethnic groups, the conflict is characterized by its duration and the complexity of the settlement, becoming catastrophic and hitting the structure of the parties involved at all levels of its existence.

Based on the primary data and using modern knowledge in the field of conflictology and the peacemaking process, the author defines the main causes and factors of interethnic conflicts, as well as the criteria for the effectiveness of the peacekeeping activities of the Russian Orthodox Church, which make it possible to act as a potential mediator.

As a result of the research, a paradigm of effective mediation and settlement of interethnic conflicts is suggested, in the context of the activities of the Russian Orthodox Church or other religious organizations. The proposed paradigm allows us to take into account the various factors and causes of conflicts, to effectively manage them and at the same time to strengthen the influence of the Russian Orthodox Church.

The specificity of ethical thinking in ancient philosophy (for example, Plato and Aristotle)

The article presents the conceptualization of the foundations for ethical thinkers of antiquity. Undertaken analysis of the concepts of Plato and Aristotle, aimed at the formation and development of individual and social spaces. In this context, the question of the attitude and influence of the universal on the formation of subjective life. Opens the possibility for understanding the theoretical constructs that belong to the thinkers of the Enlightenment and of modernity in ethics and politics. Actualizarea attempt to identify intellectual trends, originating in antiquity, has not lost its importance up to the present time, to predict and localize arise in the field ethical crises, both at the theoretical and at the empirical levels.

Strategic opportunities and guidelines for the development of the domestic agricultural sector – specific aspects

The principal feature of the agricultural sector is that it is formed and develops according to natural-climatic conditions, availability of material and labor resources of territorial specialization.

Solving the problem in the sectoral and spatial aspects of the strategic development opportunities in a comprehensive and systematic study and regulation of technological, biological, social, and even spontaneous processes and ensure polystructural of the subject, involving the interaction of different systems, representing different types of activities in the agricultural sector of the economy. All this together allows you to synchronize the processes of specialization and integration of production, creating preconditions for technical enterprises ethnofunctional and highly specialized economic structures. Since the variety of tasks of this complex is not limited to the production of food and raw materials, suggesting at the same time, and the regulation of social and demographic processes shaping the appropriate regulatory environment of the local population.

Regions of Russia: out of the crisis through the attraction of foreign investment (on the example of Volga federal district)

The article considers a possible ways out of the crisis of the Russian economy through the use of factors of regionalization. The article argues the need to consolidate resources for socio-economic development (including investment funds) at the Federal districts level. On the example of the Volga Federal district the author shows how an economic macro-regions can proceed with the implementation of the strategy of economic growth through attracting foreign investment.

Socio-economic difficulties in Lithuania: causes and manifestations

The article analyzes the socio-economic situation in Lithuania. It is concluded that at the present stage of its history this country has faced a serious crisis in the development of the main sectors of state and public life. The causes of the crisis were the strategic errors of the Lithuanian leadership, which gave preference to political and ideological dogmas and neglected the economic expediency and social well-being of the population of their country.

Kazakhstan's chairmanship in the UN Security Council as a result of global initiatives

The article analyzes the activities of the Republic of Kazakhstan in the international arena, since 1991, Discusses the main directions of multi-vector policy of Kazakhstan during the years of independence and state involvement in many international organizations. It is emphasized that in the foreign policy doctrine of the Republic of Kazakhstan is in favour of building a multipolar world, for international security. The Republic of Kazakhstan actively participated in international organizations: OIC, OSCE, CICA, the Eurasian economic Union and others. It is noted that in January 2018 - Kazakhstan's chairmanship in the UN Security Council is the result of global initiatives.

The article is devoted to the new strategy of China in the countries of Central Asia. It is noted that economic growth enhances the meaning of China in the resource base of the Central Asian countries. It is underlined that one of the pressing problems is China's interaction with the CAR countries in combating extremism and maintaining stability.

Political management in international relations

Political management in international relations is a multicomponent phenomenon that requires careful attention. We consider it important to determine that the political process is inextricably linked with the relationships of actors, including interested groups.

In the sphere of international relations and world politics, «regionality» is the subject of serious expert discussions. Let's note that considering territorial features through the political toolkit, determining for understanding the problems becomes the consideration of political management as a regional and interregional component of political reality. Accordingly, we will adhere to the view that regional political reality can form requests for political processes, institutions and technologies both in the internal space and the external outline of the relations between states and interstate unions and intergovernmental organizations.

We consider it necessary to emphasize that the maintenance of interethnic harmony, the prompt and competent settlement of potentially conflict situations, the promotion of dialogue between representatives of different communities, and the promotion of tolerance should become a priority in the work of all levels of government at the domestic and external political levels.

In this article, we consider the basic theoretical and applied aspects of the study of international relations in the context of political management. Particular attention is paid to the question of Crimea joining the Russian Federation as a unique precedent of world political reality. Accordingly, our research interest is determined by a wide range of issues: the theoretical and applied aspects of political management.

Russian – the integration resource of the Russian-Kirghiz intercultural discourse

The interoperability of cultures in the modern world is characterized by progress of processes of globalization in all areas of society, and perfection of technologies moves apart cultural space and creates all new possibilities for intercultural dialogue. As the interrelation of language and culture is obvious, the advanced positions in the intercultural interethnic communications are borrowed with a linguistic component without which to build consistent civilization space of interstate interoperability very difficultly. Such language historically allocated by capacity of modelling of an intercultural discourse, Russian is in many countries of Central Asia of the postsoviet world, in particular in Kyrgyzstan.
