The article substantiates proposals on more active involvement of citizens (civil society) in a legislative process in Russian Federation (for example, creation of an electoral portal «Civil Legislative Initiative».

The article deals with the problem of national identity. The authors propose a justified classification of the values of Russian culture, which is based on the Russian language as an expression of national identity.
In linguistics, this function of language is defined as epistemic. The article substantiates the methodology of the epistemic analysis of the Russian language from the point of view of three approaches: culturological, axiological and activity approach. The authors have systematized the basic values of the Russian society and the derivative values of the national culture.

This article is devoted to the coverage of the recommendations received on the basis of the research carried out within the framework of works on the grant of the President of the Russian Federation, carried out by the Interregional Public Organization "Federation of Women with University Education". The article considers a wide range of problems that form the research field of culture, considered as knowledge, values and practical activities of modern man, living in a chaotic and rapidly changing world. The feature article is a concise and accurate analysis of the basic concepts and categories of modern social and philosophical knowledge, which is used for an adequate understanding of diverse and divergent mass processes occurring in the material, social, spiritual and cultural activities of the modern transitive society. This article is devoted to the main problems of HR in Russia. Creation of production is always connected with the people working at the entity. A special role in this process is played by correctly chosen principles of production organization, optimum systems and procedures. However the production success depends on specific people, their knowledge, competence, qualification, discipline, motivations, capabilities to solve problems and susceptibilities to training. The concept basis HR of the organization is constituted now by the increasing role of the identity of the worker, knowledge of its motivational installations, ability to create them and to direct according to the tasks facing the organization. The situation created in our country, change of economic and political systems at the same time bear both great opportunities, and serious threats for each personality, bring considerable degree of uncertainty of life practically of each person.
HR in such situation acquires special relevance and the importance: it allows to generalize and realize the whole range of questions of adaptation of the person to external conditions, accounting of a personal factor in creation of a HR system of the organization.

Lack of proper anchoring in a minor participant in the criminal proceedings law determines the status of relevant research, conducted by the author. The subject of research are the criminal procedure relations, mediating status of minor participants. An accent is placed on the procedural qualities of the admission of minors in criminal proceedings. The author touches upon the article general questions of legal capacity of the subject of criminal procedure relations, with the right notes interconnection capacity with the procedural status of the person. The author highlights the problem of the lack of a clear regulatory definition of criminal procedural capacity, the consequence of which, in his view, is an unjustified restriction of the procedural capabilities of certain categories of participants in criminal proceedings. The work also considers the problem of the lack of possibility of borrowing the concept of "criminal procedural capacity" of the provisions on legal capacity in civil law, it is proposed to amend the Criminal Procedure Code of the Russian Federation. Among the methods used in this study can be distinguished scientific methods such as analysis, comparison and generalization. In the study, the author accented attention to the question of non-compliance concepts of civil capacity in the definition of a related criminal procedural law. It was possible to draw a conclusion about the possibility of introducing legislative changes for fixing a simplified procedure for the recognition of a person under the age of majority, however, is emancipated by a court, the participant status of criminal procedure relations.

The article is devoted to the concept of "ways of protecting the rights of participants in shared construction". The author conducted a legal analysis of the very concept of "method of protection of rights" in relation to the relations studied. The definition of this concept is defined and the main directions of protection of the rights of participants in shared construction are defined, namely: restoration, recognition of violated rights and prevention of violations. The author also proposed a classification of ways to protect rights and analyzed the opinions of scientists on the issue under study.

There is no reason to doubt that, while adhering to its national culture and local way of life, the Republic of Dagestan at the same time does not seek to conserve it, it relies on an innovative type of development, synthesizing traditions and innovations. This article was written on materials of mass survey in the republics of the North Caucasus Federal District of the Russian Federation: the Republic of North Ossetia-Alania, Chechnya, Karachay-Cherkess Republic, the Republic of Ingushetia, Dagestan, Kabardino-Balkaria, conducted in the summer of 2016 the North Ossetian department of social research Institute of social and political studies, Russian Academy of Sciences and the department of sociology at the North Ossetian State University them. KL Khetagurova. Total participated in the survey 1,200 respondents, including 50 experts (journalists, scientists, government officials, members of political parties, cultural workers, representatives of various faiths, lawyers).

The article deals with the personal aspects of ethnic identification and social adaptation as interdependent and complementing each other in the socialization process of members of ethnic communities. The author clarifies the difference between these concepts on the example of the perception of ethnic identity of modern global processes. According to the author, in the process of socialization of personality in polyethnic community, under the influence of global processes, experiences discomfort on the mental level, which in result affects the positive perception of social and cultural transformation and the process of social adaptation in multiethnic communities.

On the basis of ideas about the way the right is considered the historical formation and development of certain ideas about the law. According to the author, image rights in its formation and development passed through three stages (phases): natural law, positive law, natural and positive law. The paper concludes that the historical development of Russia was going through, other than the west. In connection with this, the country has developed a different conception of the state, public authorities, other legal thinking. The author concludes that, depending on whether the image formed in the mind of the individual, positive or negative, is formed by a person's behavior.

Post-Communist countries are usually perceived on the international arena as quasi-democratic corrupt regimes where the power is concentrated in the hands of political elite. At the same time political opposition is not involved in decision-making process, there are a lot of facts of oppression of political rights and freedoms and the situation is close to dictatorship. Most oppositionists consider that it is rather difficult to start the effective reforms for democratization of post-soviet authoritarian regimes trying to be involved in national political process, so, increasingly, the non-systemic opposition applies a technology of so called «peaceful protests» and civil disobedience, which is also known as Color Revolution. But in reality the revolutionists try to overthrow legally-elected government and change the ruling political elite and it is often the consequences of such civil activity are political crisis and civil war.

The article analyzes the ethnic, confessional and cultural origins of the modern Palestinian nation. The authors note that the given phenomenon is in a state of dynamic development, and the degree of homogenization of the Palestinian society is increasing. This process began long before the emergence of Islam as one of the world's religions and continues to this day. Despite non-autochthonous origin, the Palestinians have remained a key political community in the region for more than a millennium.
The most important element in the consolidation of the Palestinians remains the clan division and the historical authority of certain clan structures. This makes the Palestinian nation a relatively closed community, in which there are even more closed subgroups. In addition, there is an increase in confessional homogeneity among the Palestinians, their transition to Islam from other religions in the region.

This article explores the issues related to the distribution of the burden of proof during the pendency of private international disputes, analyzes the particularities of the qualification of legal norms in deciding the conflicts-of-law issues.
Particular attention is given to the purposes of the legal presumptions as the basis for determining its law nature in the context of private international law. The author analyzes the principles of qualification of legal rules governing the distribution of the burden of proof, examines the situations of conflict of such principles, determines possible solutions.

The term "Soft power", which was first proposed by American professor Joseph Nye, is popular until now. Differing from the means of promoting the culture of the United States, the Chinese "cultural soft power" has a completely different purpose. However, in Western countries, many researchers and the media have always mixed up these two concepts. Precisely for this relevance that the author gives a generalized description of China's "cultural soft power" in order to clarify the exact concept of China's foreign cultural policy to the world.

The article is connection with understanding ethno-transformational process in region KhMAO-Ygra. The author describes the transformation of ethnic self-definition in Ukraine’s expat community. Author showed that ethno-transformational process develops with different intensive and depends from geopolitical changes. In the article identified and justified in greater part of the instrumentalist role of ethnicity, ethnically close peoples. Author showed that ethnos which have close historical and ethnic origins the process of changing ethnic self-definition is developing safely and this process stimulated by geopolitical changes.

Associated with cases of the xenophobia and support of right-wing movements in the new federal states, researches of differences between west and east Germans and problems of the integration of the former GDR become relevance relevant. In this article we tried to look into the problem of a difference between the self-identification of east und west Germans and reasons of the existence of the local identity in the new federal states.
