The article considers the actual problems of the strategy of the state personnel policy, acting as a factor of sustainable socio-economic development of the Russian society and the state. The process of institutionalization of public administration and its effectiveness is characterized.

Linguistic and cultural aspects of the "Great Narrative"

Klaus Schwab's and Thierry Malleret's “The Great Narrative”, announced as “the second manifest of the Great Reset”, is taken here as an object for semantic analysis. Linguistic and cultural approach to the main concepts of “the digital discourse” enabled to reveal evident discrepancy between their external meanings and internal senses. “The Great Narrative” is thus treated as a sense-building prospect, aimed at the “digital mind” shaping.

The concept of postmodernism in territorial branding

The article considers territorial branding in the perspective of the worldview concept and the design essence of postmodernism. Characteristics of the main parameters and methods of postmodernism are given. The possibility of using the artistic methods of postmodernism in the technology of territorial branding is analyzed.

A study of the policy of service for the elderly in modern China – on the example of Shanghai

In order to cope with the serious problem of population aging, an elderly care structure was created in Shanghai with a community service for elderly care at home as the main service, and an administrative service as an additional one. The elderly are provided with daily care services, medical care, health care, social assistance and moral care. Services for the care of the elderly at home have achieved some results over more than a decade of practice, however, there are still problems and shortcomings. As a result, it is necessary to increase capital investments, improve policy coherence, improve the skills of service teams, improve the evaluation mechanism for starting activities, and further promote the development of a community service for caring for the elderly at home.

Formation of a stereotypical image of Germany in the context of the history of Russian-German relations

The article is devoted to the study of the evolution and stereotyping of Russian ideas about Germany and the German national character that took place at different stages of historical, cultural, economic and other contacts between these two countries. In the history of Russian-German relations periods can be distinguished that have had a special impact on the formation of a stereotypical view of Germany in the Russian collective consciousness and caused its further modification. In the case of the interaction of cultures stereotypes are always present, once formed, they do not disappear and do not reappear, but only change under the influence of the historical context, differently highlighting certain features of the stereotypical national portrait.

Elements of bonapartism and neopatrimonialism in the structure of the political regime of Charles de Gaulle in France

The Charles de Gaulle regime is the first political regime of the Fifth French Republic. Formally, it was a democratic regime, but de facto its manifestations were closely related to certain authoritarian methods and forms of political governance/mentality. They can be traced in the political process of the French government during its presidency from 1958 to 1969. The first is well known as Bonapartism, a model of authoritarian rule created and practiced by Napoleon Bonaparte (Napoleon I) following the Great French Revolution, and then implemented by Louis-Napoleon Bonaparte (Napoleon II) in the 18th century. The second is neopatrimonialism, the concept of political domination based on a combination of traditional and rational-bureaucratic types of political domination, theoretically justified by Max Weber in the first half of the 20th century and implemented within the framework of many "hybrid" regimes that existed in the last century.

Subject. Manifestations of the phenomena of Bonapartism and neopatrimonialism in the structure of the political regime created by President Ch. de Gaulle in the initial period of the existence of the Fifth Republic in France. The main problem of the study is that the above-mentioned manifestations of bonapartism and neopatrimonialism objectively contradicted the formally democratic political structure of France.

Goals. Consideration of the specifics of the policy and power-management practices of Ch. de Gaulle during his presidency in the initial period of the existence of the Fifth Republic in their relation to the phenomena of bonapartism and neopatrimonialism.

Methodology. In the process of considering the influence of the phenomena of Bonapartism and neopatrimonialism on the political process and state-building within the framework of the de Gaulle regime, methods of historical, systemic, structural-functional and comparative analysis were used.

Results. Bonapartism and neopatrimonialism are two models of authoritarian rule that manifested themselves in the political process under the regime of Charles de Gaulle during the initial period of the existence of the Fifth Republic. The most characteristic manifestations of bonapartism that existed under the de Gaulle regime are strong executive power, personalization of power, strong military influence and a strong tradition of plebiscite. Equally marked are the manifestations of neopatrimonialism during the existence of the Charles de Gaulle regime. One of such manifestations is the full stimulation of civic loyalty and a subordinate political culture, as well as the desire to take care of the political system and to limit the independence of the actors of the latter.

The impact of western sanctions on Azerbaijani–Russian relations

The article characterizes Russian-Azerbaijani relations, analyzes the trend towards the development and strengthening of various ties. The development of foreign policy relations between countries after the second Karabakh war. The trends formed on the basis of economic and political sanctions imposed by Western countries against Russia are analyzed. An assessment is given of the potential opportunities for mutually beneficial cooperation in the economic sphere. The economic potential of Azerbaijan is revealed to increase export-import opportunities in the context of the use of transport and logistics infrastructure. The current realities associated with the deepening of the Ukrainian-Russian conflict are analyzed and an assessment is made of the potential opportunities for international transport and logistics communications operating in Azerbaijan.

Strategic planning as the inevitability of modern management: meaning, features, importance and limitations

The modern management system is based on the strategic response of enterprises to the changing environment, the active use of the internal potential of the enterprise in order to take into account these changes. Innovations should be part of the company's development strategy, and not a response to the actions of competitors, which often leads enterprises to bankruptcy.

Thus, the use of management tools adequate to the modern conditions of the socio-economic system in which the public enterprise operates will ensure the improvement of the enterprise management process to achieve its effective development. This article discusses the issues of strategic management, in particular strategic planning, and its beneficial effect on overall business efficiency.
