Abstract
Saveliev V.V.
On the issue of saving the peoples of Russia (abstracts for discussion)

The problem of saving the peoples of Russia is due to prehistory: in the Soviet period, the concept of "Soviet people" dominated, in which the cultural and ethnic aspect was secondary, and the leading role belonged to the class and ideological aspect.

The concept of "Russian nation" combines two principles: the civil unity of peoples and their linguistic and cultural diversity. The national cultural policy is aimed at maintaining and preserving this diversity (saving peoples).

Keywords: attractor of national policy, titular peoples, industry policy, vector policy, Russian ethno-mental life activity, native language, national cultural policy.

Namely, the relationship between people and nature is considered. It is shown how, thanks to this approach, the process of education acquires a new quality.

Issues of the development of civic nationalism in the state national policy of the Russian Federation

Civic nationalism is the ideological basis of nation-building, which is a complex of non-formalized horizontal connections within society (as opposed to patriotism), a brotherhood of members of a civil nation. At the same time, civic nationalism does not coincide in its ideological content with ethnic or cultural nationalism, since it unites citizens of one country, regardless of their ethnic and religious affiliation. Russian reality requires an immediate concentration of efforts by the state authorities and society to translate civic nationalist content into all institutions of socialization without exception. Propaganda of the spiritual side of national unity should serve to strengthen not only horizontal geographical ties, but also intergenerational connecting threads. Otherwise, the chance to achieve a qualitative consolidation of society will be lost.

Keywords: civic nation, nationalism, nation-building, overlapping identity, acculturation.

Adjustment of Russian arctic policy and Chinese countermeasures

With global warming and melting glaciers, the Arctic region is becoming a focus for surrounding and extraterritorial countries. The development and management of the Arctic region as the largest country in the Arctic has always been one of the important topics of the national strategy of Russia, which is the largest country in the Arctic. China, as the country of the "Pre-Arctic," wants to make commercial investments in the Arctic, develop resources, and use navigable routes. This requires cooperation with Russia. China and Russia building the "Silk Road" based on the development of the North-East Arctic channel, not only contributes to the development of friendly relations between the two countries, but also has a huge stimulating effect on the development of trade and economic development of Russia. It is known that Russia is an important participant in the construction of the "Silk Road on Ice" and the main region of cooperation and its adjustment of Arctic policy has a huge impact on the smooth development of cooperation between the two countries. In response to Russia's Arctic policy adjustment, the Chinese side has made changes in infrastructure construction, rational energy development, specialist training, and construction.
