Political and legal status of the Constitutional Assembly of the Russian Federation, considered in the draft Federal Constitutional Law on the Constitutional Assembly of the Russian Federation

This article analyses the political and legal status of the Constitutional Assembly of the Russian Federation on the basis of the provisions of the current Constitution of the Russian Federation and the Draft Federal Constitutional Law 916140-7. It also examines the theoretical political and legal aspects of the amendment and revision of the Constitution, which is one of the political institutions of the State. The authors refer to the historical experience of changing constitutional legislation in the Russian Federation, answering the question about the role of the Constitutional Assembly of the Russian Federation as a constituent body of State power.

Language processes in the Republics in the region between the Volga river and Ural mountains: the regional features against background of the falling dynamics

The two main contradictory tendencies are displayed in language situation in republics inside the Russian Federation: strengthening the Russian language’ position, on one hand and the falling dynamics of ethnic minorities’ languages, on the other hand. They are considered in the article on experience of the six republics in the region between Volga river and Ural mountains. Empirical base of the article are sociological data received during realization of research project “Conflict genic factors in the sphere of language and language policy in the republics of Volga river and Ural mountain: identification, technology of forecasting and conflict prevention” by researchers of the Kazan federal university. The falling dynamics of the ethnic languages takes different forms: very limited using of them; reducing of number of representatives of ethnic minorities knowing the mother language; weak demand of ethnic minorities’ languages; its weak using in families; decreasing proportion of students leaning native languages. The article consists of four parts. In first one it is described its empirical base; in the second one – perception of language problems by population. The third part is devoted to analysis of global and local reasons of falling dynamics. In the last one there is considered a question: do exist encouraging perspectives for ethnic minorities’ languages.

Ethnic images in the regional press of Russia

The article considers coverage by the universal regional press of events and processes related to the activities of ethnic communities in Russia and other countries. The author analyses journalistic works of 31 regional newspapers published in 2020-2021. The systems of materials formed by regional newspapers covering the existence of ethnic communities have been examined. The dynamics of the reflection by the press of inter-ethnic interactions, ethnocultural development, ethnographic enlightenment, migration processes, the formation of ethnic identity is revealed.

Modern Olympics: a new form of geopolitical games

Among the activities that unite and develop people, sports occupy a special place. It arose already in ancient times and in ancient times turned into an organic part of social life in the form of the Panhellenic Games. The revived Olympic Games of our time tore out of the general context of ancient culture a fragment that turned out to be the most susceptible to politicization. Nowadays, in the context of the increasing role of ecological culture, it has become possible to implement a new global sports project in the form of the World Ecological Games dedicated to the elements of nature.

Social security of the city: axiological aspect

This article discusses the socio-cultural aspects of the city's social security: value (axiological), evaluative and cultural-historical. At the same time, value functions determine all other functions of social security. Ensuring social security has particular value for cities, which is associated with their place and role in human civilization. At the same time, the functioning of modern cities reveals dysfunctions associated with the intensive urbanization of society, increasing risks and threats concentrated exactly in cities.

The genesis of the formation of the modern concept of sustainable development

The United Nations has declared 2022 as the Year of Basic Sciences for Sustainable Development, which confirms the relevance of the “sustainable development” agenda. The article discusses the genesis of the formation of the current concept of sustainable development, special attention is paid to the contribution of the domestic scientist V.I. Vernadsky in the process of becoming a "prototype" of the current sustainable goals, the concepts of foreign scientists and significant conferences in the field of sustainable development are also reflected.

Features of modern conflicts and ways to resolve them

The article is devoted to the analysis of modern international conflicts and the identification of effective ways to resolve them. The world community is constantly faced with disagreements and conflicts of interest. It can be argued that international conflicts are one of the manifestations of global geopolitical life. K. Wright, R. Fisher, D. Pruitt, D. Rubin and other scientists have been studying these issues for many years. The article uses a comparative method of research. By comparing two or more objects (phenomena, ideas, research results, etc.), for the purpose of classification and typology, they highlight the common and the different. Today's problems in the settlement of political conflicts are directly related to the formation of a new system of international relations. And, although the term “new world order” itself primarily refers to interstate relations on the world stage, the position of some countries interested in resolving the conflict is limited to the process of self-settlement of these conflicts, as well as to non-governmental actors, and can have a significant impact on the behavior of international organizations in this area. The author believes that in the future there may be a qualitatively new system of various economic, political and other relations between new international actors, that is, there may be a certain world of differentiated forces. With the growing importance of international organizations in the world, it can be assumed that the balances of various types of forces will interact. The article is intended for specialists, researchers in the field of political sciences, who study and analyze modern international conflicts and identify ways to resolve them.

Creative background of stories by Boris Yulsky

Boris Mikhailovich Yulsky is a talented Russian writer of the 20th century. His stories are original and romantic. Based on personal experience of life in China and the daily life of Russian emigrants, he describes Manchuria. Exotic landscapes, local customs, folklore and cultural traditions are perfectly integrated, and he wrote many semi-mystical and semi-absurd realist masterpieces, leaving a valuable literary legacy for future generations. His stories occupy an important place in the history of Russian literature due to his unique writing skills and the selection of regional materials, his stories are no less popular with Chinese and Russian writers, and also caused a great response from readers. This article is devoted to the background of the writer's work.

Economic and trade cooperation between the Republic of Korea and the DPRK

Without adequate economic and financial efforts, themselves are political gestures, as well as military threats are unlikely to contribute to long-term consolidation of political and military equilibrium on the Korean Peninsula, it was necessary to construct a balance long-term interests, which can only be investment and economic cooperation between the Republic of Korea and the DPRK. Accordingly, this article discusses the fundamental possibilities of forming investment projects on a bilateral basis that are designed to obtain mutual benefit and consolidate on this basis the obligations for cooperation between the two countries.

Brief report on the understanding and knowledge of Confucian culture by the Russian people

As an outstanding part of traditional Chinese culture, Confucianism has played an important role in China's long history. The continuous strengthening of China's political and economic power in the international arena has increased the attractiveness of Chinese culture to foreigners, which has become the main proposal of the cultural "going out" strategy. With the development of Sino-Russian relations, cultural exchange has also become closer and more frequent. Artistic and ethnographic prose of Boris Yulsky

Boris Mikhailovich Yulsky is a leader among many Chinese and Russian writers, with fruitful achievements, especially good at writing short stories. He set his sights on traditional Chinese culture, based on the forests of China and Manchuria, and based on the daily life of Russian overseas Chinese and what he saw and heard in Northeast China, he created many literary masterpieces with oriental charm. Yulsky’s creation is closely related to his own experience. The unique Chinese natural environment and the integration of Manchuria regional culture constitute his profound literary heritage.
