Modernization of the state of clientelism in the organization of the elites of the post-Soviet countries

Post-Soviet space is the territory of complex and multifaceted political-economic transformations. Accordingly, the changes in the countries of the former Soviet Union can’t be considered one-sided only through the prism of theories of democratic transit. In this case, the research interest focuses on elite formation in the former union republics, or rather on the principles of modernizing the bases for the recruitment of elites.

The political and economic foundations of the stability of states in the modern world are the main trends oriented to stability not just in one-dimensional space, but on the multifaceted aspects of the life of society. This article examines the theoretical basis for modernizing the state of clientelism in the organization of the elites of the countries of the former USSR.

Sociological assessment of the state of information and analytical support in the management of migration processes in Russia

The article considers the current trends in the development and application of information technologies, the development of which is relevant in education. Three basic concepts were proposed that are defining information as the basis of modern computer science, as well as related scientific fields of knowledge. The concept of information is revealed as one of the main resources for the growth of the efficiency of the public administration system (in particular, in the law enforcement sphere), which makes the sociological analysis of migration management regular.

Model of political development of Russia in the messages of the President of the Russian Federation to the Federal Assembly (2000-2003)

During the first presidential term, V.V. Putin's the state power in Russia was able to construct the tendencies of political development and get rid of the systemic nature of certain factors of the instability of the political system. The article presents an analysis of the model of Russia's political development based on the messages of the President of Russia to the Federal Assembly (2000-2003), as well as the criteria for political progress.

Self-government in the education

Currently, there is a tendency to hold various contests and forums among educational organizations in Russia, developing student self-government. Active participation is actively accepted in such activities, both by the students themselves and representatives of youth and children's public associations, as well as by specialists from the state authorities of the subjects of the Russian Federation, who exercise public administration in the sphere of education and in the sphere of youth policy, specialists in the development of student self-government, leaders, deputy heads , teachers of educational organizations and representatives of parents' committees. Such activity explains the relevance of the topic of student self-government and requires increased attention to the effectiveness of the mechanism of self-government in the education system. With the help of the self-management mechanism, social initiatives and competencies are developing in the education system, and the civil self-determination of children and youth is being formed through the implementation of the system of student self-government in educational organizations of Russia.

Symbolic value of the principle of voluntary selection in the study of the mother language, as the factor of the regional conflict

This article considers the difference between the symbols of identification of regional and national level by the example of introduction of the principle of voluntariness in the choice of studying the ethnic language of the republics of the Russian Federation. Despite the progressive nature of this principle in 2017, it was the cause of aggravation of the conflict-consensus situation. The reaction of various groups of the population, reflected in the discussion in social networks, as well as the ways of solving the ethno-regional conflict that has arisen on this ground, is considered.

Open government as a tool of overcoming the deficit of democracy in the context of domination of the information and communication technology

The article is devoted to the study of the dynamics of events changing the format of the relationship between the government and citizens: today we live in a society where an ever-growing number of people can obtain the necessary information on various political, social and social issues of interest to them through the Internet, which in turn forms their own opinion in these spheres of public life. This leads to the need to find ways to improve and transform the existing democratic model into a new, more reliable and streamlined one. One of the possible ways to combat the crisis of representative democracy is the integrated system "Open Government" (the "OP" system), which is based on the principles of openness of government, citizen involvement and public control.

The role of the information-kommunication environment in the formation of the image of the region

The article reveals the content of the concept of "information and communication environment", considers how its improvement initiates a change in the structure of social relations, information and communication links that have their own characteristics and depend on in which process they are carried out - interpersonal communication, group or mass communication, where the actors form and identify their positions, organize technical channels and messaging structures, create factors that increase or decrease the ideological effectiveness of the positions spread about the region.

The algorithm of construction of system of motivation of personnel based on KPI

In the conditions of modern market relations, when the success of any organization in the market is determined by the sale of its products and services, it is especially important to build an effective system of motivation of staff. In this article, the questions of building and implementing a system of personnel motivation based on KPI are actualized. The authors present a structure of forming a model of motivation on the basis of KPI model values of the coefficient KPI, underlying the construction of the given system. Proposed targeting models of motivation of labour of personnel on the basis of application of the KPI, as well as the model of motivation of labour of personnel on the basis of the application of KPI and the algorithm for its implementation.

Legal foundations of the state national policy of China

This article discusses the normative legal acts of the People's Republic of China, which form the basis of the state national policy of the country. We are talking about two main documents: the Constitution of the PRC and Law of the People's Republic of China on Regional National Autonomy of 2001. It is concluded that modern Chinese legislation is of a dual nature. At the same time, its main goal is to build a course aimed at creating a great Chinese nation.

France`s environmental initiatives

In the European community environmental policy in France is characterized by a positive. France belongs to the individual States, which adopted and implemented the "Environmental code" ("Code de l'environnement"), "environment Charter" (Charte de l'environnement), "sustainable development Charter" (Charte du developpement durable). Implemented in France in recent decades, environmental policy is a consequence of the General directions of legal regulation of environmental issues European countries, the activity of ecological organizations and initiatives of individual citizens and communities. This statement was confirmed by the analysis of dissertations, individual articles, which were distinctive features of the environmental policy of France, the value of environmental initiatives of the French party. With the help of the Internet sources were presented concrete examples of environmental activities in the country, private agencies, environmental associations and citizens.

During its EU membership the government failed to harmonize most of its legal acts, through concerted action with other member countries of the European Union, to offer several new environmental legal instruments the international community. The article emphasizes that France is focused on maintaining the ecological well-being in the country, resulting in a positive impact overall on the entire environmental policy and the environmental activities of the European Union it implements a system of legal measures and legislative acts created the national institutional framework, economic support for large-scale environmental events.

The article is of interest to a wide range of readers, as it studies activities in the field of cultural and humanitarian cooperation between Russia and Germany.
