Social meaning: role and significance in the modern world

“Insights rule the world”. This quite evident statement has acquired great significance particularly under the conditions of the snowballing information growth. That is the reason why the proposed article investigates the concept of insights under present-day conditions. The special attention is given to the social insights which begin to play an important part in the life of the social community with the approval of the information society. In this article the process of insights generation in human consciousness and in the social community as a whole has been described. The process, the complexities and the problems in passing the insights from one man to another are considered. The influence potential of the insights is revealed and their vulnerable spots in the society are identified. The factors providing the use of insights by manipulators are mentioned separately, that is especially urgent under the conditions of information society and information confrontation.

Migration policy of Russia: activities of non-governmental organizations in the context of ensuring political stability

The article examines the features of the participation of the activities of non-governmental organizations in the formation and implementation of the migration policy of modern Russia. The active participation of civil society institutions in the development of state policy is now becoming one of the conditions for political stability. At the same time, the authors focus on the possibility of using non-governmental organizations by a third party within the framework of the “Soft power” technology implementation. The study examines the process of institutionalizing the activities of non-governmental organizations in the field of migration, provides a range of their competencies. The authors pay special attention to the problems of adaptation and integration of migrants into Russian society.

Psychological terrorism as a means to achieve political goals

Throughout its existence, humanity has faced various manifestations of terrorism, among which the most" non-lethal", but no less dangerous, is psychological terrorism. As an independent type of extremism, it can take a variety of forms and be expressed in direct psychotronic influence on the human body in order to encourage it to certain specified actions; suggestion through psychological manipulation of the consciousness of both an individual and mass communities with the use of appropriate ideological state propaganda.The article is devoted to the study of the mechanisms of manifestation of the main types of psychological terrorism from the "soft" gradual suggestion of " set "values to the "hard" psychological suppression of the individual. The author studies the methods of psychological influence used by various organizations from religious sects to state structures in historical retrospect, during periods of overt or covert political confrontations.

Geopolitics of sports: a didactic view

In our time, not only new spheres of human activity appear, but also new educational areas associated with the need to study such activities in secondary or higher education, as well as in various structures of additional education. The general increase in attention to the problems of a healthy lifestyle, physical culture and sports, the transformation of the latter into a "soft power" of the geopolitical impact of powerful sports powers on the rest of the world gave rise to new disciplines, including the subject "Geopolitics of Sports". However, it is necessary to apply new didactic approaches to such new disciplines, which should clearly reflect the characteristics of the material being studied.

Kazan in Russia’s "eastern policy"

Taking Tatarstan as a case, the article analyzes the role of Russian regions in Russia’s Eastern foreign policy, which is currently a national priority. Within the framework of a centralized foreign policy, the regions play a predominantly instrumental role, and the role of Tatarstan is mainly associated with the development Russia-Islamic relations and the support of compatriots abroad. From the standpoint of regional elites, Tatarstan is interested in a more active and diversified role in building external relations, especially in the economic sphere. Realizing the potential of the regions in the development of foreign policy requires more developed mechanisms for coordinating regional and federal interests and resources.

Military conflicts of the XXI century as a result of confrontation between land and sea countries

The article is devoted to the issues of the collision of sea and land civilizations, the fundamental law of geopolitics about the endless war for the coastal zone. The main military conflicts of the XXI century — Yugoslavia, Iraq, Afghanistan are considered taking into account their final political component. It is shown that modern local military conflicts arise in the coastal zone. The ways of increasing the political influence of Russia on the world stage through the creation and participation in alliances with other countries, as well as specialized research institutions on foreign policy issues.

Partnership between the state and business as a strategic resource for the development of entrepreneurship

The article is devoted to such a topical topic as public-private partnership and its potential as a resource for the development of enterprising. The article examines the theoretical aspects of the interaction between the state and business in the modern world, and how they form the practical core of development. The authors identify the factors that determine the functioning of the interaction between the state and business in modern Russia on the basis of economic and political interest. It is concluded that the partnership between the state and business as a strategic resource for the development of entrepreneurial activity in modern Russia has a place to be. The development of the public-private partnership system takes place in a systematic way. The number of forms of implementation of public-private partnership projects in Russia is predominant in relation to foreign developed countries. The authors of the article state that despite the abundance of forms of implementation of public-private partnership projects in Russia, today there is a low level of support from the state and business for projects that are focused on mutual partnership, while it is possible to observe an increase in the number of projects in the countries of the European Union. The authors of the article conclude that the improvement of the public-private partnership system in Russia should be due to the implementation of systemic modernization changes in the socio-economic and political reality of the state. However, due to the current institutional uncertainty and the lack of clear answers to questions regarding the definition of models for the future of political relations in the medium and long term, plans for further improvement of public-private partnerships remain vague. In conclusion, the authors of the article summarize the conclusion that the establishment of partnership relations between the state and business is an important and systemic task of various parties of the political and economic system of the modern Russian Federation.

150 years later: on the benefits of the Paris Commune's experience in education

150 years have passed since a short period when in France, during the Franco-Prussian War, in besieged Paris, its inhabitants tried to implement an incredible social experiment for that time, establishing the Paris Commune. Despite the fact that it lasted only 72 days, its actions affected the fundamental aspects of the social order, including the problems of public education.

Features of the institute of city manager in the USA

This article is devoted to the study of the role of the city manager institution in the American local government system. While this institution is gaining more and more popularity in the United States, overseas the model when the city manager is hired rather than selected, has proved to be ineffective in some European countries and in Russia. An elected politician is accountable to the population and has a certain legitimacy, but on the other hand, there are fears that for the sake of re-election, the incumbent mayor may use his influence to bribe voters, and may also be involved in corruption. In turn, the city manager is independent of lobbying groups, politically neutral and, as a rule, is a specialist in the field of management. However, the implementation of this model requires a high level of civil society development and the availability of opportunities for the city manager to receive feedback from the population.

Features and implementation of trade policy in Russia

Significant changes are taking place in world trade: on the one hand, due to the acceleration of technological changes, the composition of traded goods and services is changing, on the other hand, forms of interaction are being updated, thereby significantly transforming the roles and positions of different countries. Modern trends in the development of world trade are characterized by uncertainty and decoherence, and relations between countries are characterized by a growing conflict. Recently, governments have begun to lean more toward the need for strategic trade policies that support mutual relationships between firms in the broad sense and their individual sectors in a narrower sense. In difficult conditions, including ambitious tasks of technological and economic development, Russia needs to find a new place in the world economy.

International cooperation in the frame of implementation and promotion of the "one belt, one road" initiative in central Asia in the context of the consequences of COVID-19

This article is referring to the peculiarities of international cooperation in the framework of the implementation and promotion of the "One Belt, One Road" initiative in the countries of Central Asia in the context of the consequences of the COVID-19 coronavirus pandemic. The author provides a short description of the "One Belt, One Road" initiative, and also analyzes the main aspects of the impact that the COVID-19 coronavirus pandemic has had on the economy of China and Central Asian countries. The author briefly describes the problems faced by China and the countries of Central Asia in the current period of time, focusing on the fact that the COVID-19 coronavirus pandemic has had an extremely negative impact on certain aspects of international socio-economic and political cooperation in this area. The author also analyzes the measures that are being implemented by China and the Central Asian states in order to minimize the negative consequences of the coronavirus pandemic on the multilateral relations between the states within the framework of the "One Belt, One Road" initiative. While describing modern international cooperation in the analyzed sphere, the author highlights that since the spring of 2020, both China and the countries of Central Asia are making all possible efforts to ensure that international cooperation within the framework of the "One Belt, One Road" initiative continues. In conclusion of the analysis, the author summarizes that international cooperation in different areas is the key at this stage of the development of the "One Belt, One Road" initiative, paying special attention to the fact that both China and the Central Asian countries are aimed at long-term and productive cooperation in this direction.

Cyberspace - a new area of military action in international relations

This article examines such an important and relevant factor in international relations as cybersecurity. The authors put forward the idea that cyberspace today is the same full-fledged sphere of military operations as the land, sea or air familiar to everyone. On May 5, 2019, the Israel Defense Forces launched a rocket attack on the building that housed alleged hackers of the Palestinian group Hamas. This event became the first major international precedent in which actions on the Internet became a pretext for conducting a military operation. Hacker hacks and attacks on computer networks of governments of various states become a pretext for political manipulation, the introduction of economic sanctions and discussion of these issues at the highest levels.

The article attempts to study the issue of the attitude of countries to the issue of cybersecurity using the example of the largest player in the international arena - the United States and the political bloc NATO. Over the past ten years, the United States of America has been actively developing its policy in this area and creating special separate cybernetic troops with many units for ground, air and sea forces, and NATO countries perceive an attack in cyberspace on one of the members of the military-political bloc as an act of attack on allies.

Information and computer support of internal affairs bodies

The article deals with the basics of information and computer support for internal affairs bodies. At the present time, information and computer support is used in all areas of activity, including in the activities of law enforcement agencies. Employees of the Department of Internal Affairs use information and computer software to perform official tasks. The article analyzes the most frequently used information and computer systems, identifies their advantages and disadvantages, and determines the possibilities of using these systems.
