After the collapse of the Soviet Union, some Western researchers expressed an opinion about the difficulty of adapting democratic political institutions in modern Russia, drawing a “civilizational” border between Orthodoxy and Catholicism. In particular, the Orthodox doctrine, administrative structure of the church and its attitude towards Western liberal-democratic ideas were critically interpreted. However, this statement can not be fully asserted.

In the article the key elements (goal, objectives, mechanisms, indicators, financing) of regional programs adopted for the analyzed period, that reflecting the specifics of administration in the republic are compares. The issue of accounting in the process of implementation of the state national policy of civil institutions and local governments is also considered here. The results of the study show that in Yakutia, as a national region, great importance is attached to ethnocultural diversity, as a value of social development, which is a factor of social and economic stability. There is a systematic updating of programs and there is a diversity in the system of goals, objectives and mechanisms, which is due to a number of factors related not only to changes of the ethno-social situation in the region, but also to the needing of correspondent to norms and rules with the federal vector of state national policy and of institutional changes in the public administration system of Yakutia.
