In terms of federalism, an optimization model of national and federal relations at the level of individual regions is of particular importance (subjects of the Russian Federation). Historically, there is a unique capacity of implementation of political decisions, but within a single political system and federated statehood. This article examines the political subjectivity and the objectivity of the inhomogeneous regions in the field of ethnic relations, their role in strengthening the integrity of Federal Russia.

In an increasingly integrated and globalized world, the problem of competitiveness of regions becomes a task, which depends not only on the availability and effective use of traditional factors of production (labor, land, capital), but also identifies new factors, external and internal environment of the regional economy. Indices assess the effectiveness of the state national policy. These are special signs, trends, that allow to define the quality and level of implementation of national relations in a particular society, to establish compliance with the state management to ethno-cultural interests and the needs of society. In this article, the indices are calculated for the Russian regions in terms of asymmetrical federalism.

The article analyses essential characteristics of the USSR national policy and aspects of inter-ethnic conflicts resolution under a domination of socialist ideology. The authors believe that the reformation period policy of M.S. Gorbachev aimed at adoption of liberal and capitalist values had adverse effect on the development of inter-ethnic relations.

This article is written on the materials of ethno-sociological studies conducted by the North Ossetian Department for Social Research ISPR and the Department of Sociology and Social Studies of the North Ossetian University KL Khetagurova summer of 2015. The survey polled 250 respondents participated - 11 pupils of secondary school classes. The study of the opinions of this group of the population most clearly shows the current position of the national language and culture, as well as to evaluate the results of applying polilingvalnogo education in Vladikavkaz. The study also interviewed the experts of North Ossetia - experts education system, journalists, politicians, leaders of social and political organizations. The selection of experts was carried out in accordance with the level of the overall presentation of the problem, as well as on the principle of a professional attitude to the art.

Mercenary in addition to the activity of individuals includes the practice of private military companies. But modern international law has been unable to assess the activities of mercenaries and private military companies.

The article analyzes the linguistic content of the notion of "internationalism" and introduces in the scientific use of the term "globalism" to refer to words that are similar in phonetic (and/ or graphic) terms, and which coincide in meaning in the global and globally significant languages.

The article analyzes the importance of oeuvre of Jean Bodin (1530-1596), a prominent French political and legal ideologist of the XIV century. The author considers Bodin not only as an ideological forerunner of absolute monarchy model, but also as a founder of the centrist political tradition in France. The significance of Bodin as a thinker is considered in the context of his historical era, and in the context of subsequent political development of France, too.

The article is devoted to the analysis of development of urban architecture in Dalian during the Japanese occupation, methods of urban and spatial planning presented, and also special attention is paid to the formation of the architectural style of the city. The study of Dalian’s architecture historical value is aimed at extracting of lessons that worthy of imitation and the further application.
