Partnership between the state and business as a strategic resource for the development of entrepreneurship

The article is devoted to such a topical topic as public-private partnership and its potential as a resource for the development of enterprising. The article examines the theoretical aspects of the interaction between the state and business in the modern world, and how they form the practical core of development. The authors identify the factors that determine the functioning of the interaction between the state and business in modern Russia on the basis of economic and political interest. It is concluded that the partnership between the state and business as a strategic resource for the development of entrepreneurial activity in modern Russia has a place to be. The development of the public-private partnership system takes place in a systematic way. The number of forms of implementation of public-private partnership projects in Russia is predominant in relation to foreign developed countries. The authors of the article state that despite the abundance of forms of implementation of public-private partnership projects in Russia, today there is a low level of support from the state and business for projects that are focused on mutual partnership, while it is possible to observe an increase in the number of projects in the countries of the European Union. The authors of the article conclude that the improvement of the public-private partnership system in Russia should be due to the implementation of systemic modernization changes in the socio-economic and political reality of the state. However, due to the current institutional uncertainty and the lack of clear answers to questions regarding the definition of models for the future of political relations in the medium and long term, plans for further improvement of public-private partnerships remain vague. In conclusion, the authors of the article summarize the conclusion that the establishment of partnership relations between the state and business is an important and systemic task of various parties of the political and economic system of the modern Russian Federation.

Levels of development in bilateral international relations

There are various development stages in the levels of relations between the countries of the world: adversary, competitor, partner, ally and others. Each of the stages has its own threshold, which must be crossed in order to get to the next stage. The criteria for these thresholds have not yet been determined; the transition is carried out in the form of a political statement by the parties. Each of these stages is not a frozen reality; they all have their own trajectories of development. The evolution of movement along these trajectories requires further study. A progressive transition from one stage to another is observed during periods of stable historical development. In addition to the forward movement, there can be reversions. They are especially characteristic of periods of turbulence and formation of a new world order. Being at one or another stage of bilateral international relations presupposes a certain set of interrelationships, benefits, obligations and resources.

Keywords: adversary, rival, partner, strategic partner, ally, union state, formation of a new world order, threat, challenge, strategy, tactics, EAEU, NATO, OSCE.

Theoretical and conceptual approaches to Russia-Africa relations

In the face of global uncertainty, the best compass is a solid theoretical basis for action. Such a basis for building relations with Africa is the theories of decolonization. They explain the lagging position of the continent by colonialism - the civilizational model of the colonial powers- imposed on the indigenous ethnic groups and instilled in them as a result of enslavement.

When building relations with the countries of the continent, the concept of sustainable development looks like a priority. It contains a variety of goals that, in various ways, apply to all African countries without exception, despite their heterogeneity. As for Russia, the main vector of cooperation with the African continent is assistance to its countries in achieving sustainable development goals, since we have the possibilities of interaction on all the current 17 goals.

The main task of modern decolonization is to promote development with an emphasis on restoring Africa's own knowledge, values and worldview. The advantage of our positions lies in the absence of a colonial past and adherence to the ideas of justice, which are an integral part of the value system of the peoples of Russia and Africa.

Keywords: decolonization, colonialism, postcolonial theory, neocolonialism, postneocolonialism, sustainable development. theoretical approaches, Russia-Africa relations.

Russia's foreign policy in the context of the formation of a new world order

Currently, a new world order is being established. This is a very painful process. All changes in the world order took place as a result of wars. And now we hear more and more often about economic, informational, hybrid and other wars. The main reason for the change in the world order from unipolar to polycentric is the change in the balance of power in the world arena. This change must be accompanied by a strengthening of the position of developing countries in global governance. However, the Western countries are in no hurry to surrender some of their powers, tenaciously clinging to them. This problematic situation needs scientific understanding.

Keywords: discourse, order, formation, foreign policy, system.
