Abstract
Letunovsky P.V.
Historical identity as the most important component of strengthening the foundations of the modern Russian state

In the conditions of modern globalization, illegal sanctions pressure and a massive information and psychological war against Russia, the issue of ridding society of the negative consequences of neoliberalist nihilism is becoming extremely relevant. In this regard, the amendments to the basic law of the country that took place in 2020, the solution of the problems of constitutional reorganization were fundamentally important. The legal regulation in the sphere of the organization and functioning of public power in Russia has been brought into line with the updated text of the Constitution. The author comes to the conclusion that the constitutional reform carried out corresponds to the spirit and worldview of the Russian civilization, its culture and traditions, the ontogenetic and psychohistorical specifics of Russia.

Keywords: state, law, cultural and legal heritage, national traditions, constitutional reform, sovereignty.

New parties: part as opposed to the political whole

The modern world can be characterized as a period of diversity. The sphere of political life also exhibits such properties, which is expressed in the creation of new forms of political associations, including political parties. If in the past the struggle for power was significant for a political party, now for many new parties the functions inherent in the social movement and consisting in uniting like-minded people around a simpler and more everyday idea are added to the fore. The rapid growth of such ideas ensures a constant influx of new formations into Party life. However, the excessive variety of proposals does not strengthen the party system, but erodes its foundations.

Keywords: political system, civil society, party, whole and part, party building, multi-party system.

Pros and cons of party modeling: theory reflected in the practice of party building

The article presents an excursion into the history of party building, which began in the Ancient World and passed the test of violent political battles in which traditional political parties oriented towards the "right" or "left" flanks of the political spectrum were tempered. Recently, the strength of these flanks has diminished, and the para-parties began to take a centrist position, reflecting the interests of the moment and individual groups and unable to represent the strategy of general social development. This situation reflected the crisis of party modeling and revealed a demand for reformatting historical parties.

Keywords: political system, party, voters, modeling, party building, political technologies.

Political and legal ideas of the Hebrew bible and their relevance for modern science

The purpose of the study is to examine the main political and legal ideas formulated in one form or another in the Hebrew Bible, and to demonstrate their relevance for modern political science. The realization of this goal is conditioned by the solution of the following tasks: consideration of the forms of state government in the Holy Scriptures, the study of the political culture and mentality of the ancient Jews, the origins of international law, the analysis of the attitude of the ancient Jews to the monarchy as a political institution, the study of justice as the embodiment of justice, as well as the Hebrew version of the origin of the state (contract theory). The structure of the study is constructed in accordance with the logic of solving the tasks set to achieve the formulated research goal.

The following scientific methods and approaches were used in this work: historical approach, analysis, system method.

In the course of the conducted research, it was concluded that the trends that can be observed in modern sciences were laid down in ancient Jewish religious texts several thousand years ago. At the same time, it is obvious that the content of the Hebrew Bible does not change over time, but the understanding of these texts by contemporaries changes as the thought of mankind evolves and it is possible to «grow up» to the wisdom presented in them and comprehend it in accordance with the trends of modernity.

Keywords: Jewish Bible, testament, interpretation, political and legal ideas, international relations, form of government, political and legal status of an individual, power.

The politics of memory as a factor in the formation of national identity

This article examines the factors influencing the formation of the phenomenon of national identity. The problem of national identity is especially relevant in a crisis society characterized by sharp social differentiation, loss of authority of the authorities, destruction of the system of spiritual and moral values.

The process of formation of national identity is a systematic and scientifically-based task of the interdependent activity of the institutions of the state and civil society. The study of the construction of national and cultural identity is undertaken on the basis of theoretical sources about national identity, national historical heritage of cultural and civilizational identity. The formation of a national, cultural, civic community is a condition for the consolidation of society.

The principles of socio-philosophical, socio-cultural analysis, elements of historical and philosophical analysis, systemic, structural-functional and comparative methods were applied in the study. The idea of the linear upward development of societies, which was determined by the formational method, has become a thing of the past, and the stages and strategic lines of the development of society are now decided to be determined on the basis of a civilizational approach, in which cultural-historical, ideological, religious, personal, spiritual values prevail. The stable state of society, its development is a fundamental characteristic for the existence of a social system. In modern theories of social development, not only economic bases, but also cultural-historical, spiritual values experiencing constant challenges and provocations of everyday life are considered as essential factors of stability and development of society. The linearity of the development of history is replaced by a more or less long-term existence of a constructive model, the stability and duration of which largely depends on the level of socially significant cultural values. The scrapping of the system of cultural values causes a crisis of the social organism as a whole.

Keywords: national identity, civic identity, national identity, cultural and historical continuity, historical memory, memory policy.

The problem of measuring the quality of democracy on the example of the countries of Northeast Asia

The problem of assessing the democracy of political regimes in countries has been studied in political science for many years. Researchers have asked questions related to the measurement of democracy in countries with different political regimes according to various criteria, focusing on the analysis of the characteristic features of democracy and its principles, as well as considering ideal and non-ideal types of democracy. Democracy as a political-social phenomenon has a complex and multilayered structure, including a set of relations between the state and society. However, what is important is not only the presence of interaction between these two subjects, but also the identification of their agreement and/or contradiction in relation to any judgments, ideas. It is also important to indicate the degree of strength of their relationship. This political regime has a complex and multidimensional nature, based on collective decision-making by civil society, affecting the further development of the entire political process in the country.
