State border - a space of interaction of cultures

The article reveals the secret of borders, which is connected with the fact that these dividing lines represent not only a specific object, for example, the borders of a state, but also a cultural phenomenon. Its peculiarity is the ability to give these lines those qualities and meanings that are not only invisible behind the high geopolitical purpose of the border, reflecting the barrier function, but also disappear due to the significance of the contact function for those crossing this line, expressed in the border as a checkpoint. The artistic framing of the border, visual or event-based, ensures its participation in the processes of shaping national identity and interaction of cultures.

All-Russian Kryashen Marathons as an instrument of ethnic mobilization in the modern Kryashen movement

The article is devoted to the phenomenon of “long-distance nationalism” using the example of the All-Russian Kryashen marathons on the VKontakte social network, which took place in 2023 and 2024. Based on an ethnosymbolic approach to the study of ethnicity and nationalism, we have identified ethnically significant symbols for the Kryashen movement and traced how national movements operate with them. A feature of the work is an expanded understanding of the term “diaspora”, which includes not only non-indigenous peoples in other states (migrants), but also simply non-dominant peoples in the country. At the end of the work, the “national catechesis” is given, which appeared as a result of the first All-Russian Kryashen marathon in 2023. It reflects the desire to delineate the boundaries of the Kryashen ethnicity and extend them to the entire community.

The effect of reverse political reflection and its manifestation in zoonyms

The article is devoted to the analysis of such a section of political onomastics, which is associated with zoonyms. Assigning the name of a famous person to any type of living organism always has two sides: the first - the actual biological one, associated with mandatory classification; the second is humanitarian, requiring an assessment of the political, social, and psychological acceptability of a given anthropozoonym. When it is associated with the name of a historical figure, this name, in addition to perpetuating memory, can reflect many meanings, including a political assessment of her activities.

Audit and control of the implementation of national projects as a direction of the functioning of the Accounts Chamber of the Russian Federation within the framework of the activities of the Russian Parliament

Currently, the study of the problems of the functioning of the Accounts Chamber of the Russian Federation within the framework of the activities of the Russian Parliament is an important direction for the development of parliamentary prospects in Russia.

The Russian Parliament, being the representative of the interests of various political blocs and groups, pays close attention to the work of the Accounts Chamber, as a body through which it is possible to determine the effectiveness of a decision adopted by the Federal Assembly of the Russian Federation and to audit them.

The improvement of parliamentary decisions and the issues of improving the efficiency of the Accounts Chamber as the body of the supreme state audit of the Federal Assembly, which approved the Accounts Chamber and accountability to it, are certainly very relevant in the aspect of the development of parliamentarism.

Orthodox teaching as the fundamental basis for adapting the educational policy of the Russian Federation to the conditions of modern big challenges

This scientific article explores the question of how Orthodox teaching can be the basis for adapting the educational policy of the Russian Federation to the conditions of modern challenges. The authors consider the role of Orthodoxy in shaping the values of the educational system, as well as its impact on the development of state policy in the field of education. The research focuses on identifying the basic principles of Orthodox teaching that can be used to optimize Russia’s educational policy. The results of the study can be useful for developing new strategies for improving the country’s educational system in the face of modern challenges and changes in society.

Theoretical understanding of the “diaspora” concept in political science

This article examines the evolution, multidimensionality and conceptualization of the diaspora concept in Political Science. The source base includes works by Russian and foreign scholars in Political Science, Sociology, History, Ethnography. Particular attention is paid to the formation of identity in the host country and the emergence of hybrid identities. The categories of diaspora diplomacy, ethnic and diaspora lobbying, as well as the concept of “cyberdiaspora”, established in scientific works with the development of the global information space, are considered. The author emphasizes the importance of studying the role of diasporas in the formation of foreign policy strategies of countries of origin and destination for a thorough understanding of the complex interactions between states on the global stage. The article offers a new theoretical framework for analyzing the political participation of diasporas and their influence on domestic and international processes.

In the conditions of the modern market, the success of the corporation is associated with professionalism and the need for professional development of personnel. Technologies for training and development of management personnel in the organization form the basis of strategic measures for the company to achieve economic success and increase its competitiveness. The article considers the main approaches and tools that will help the company become a leader in its industry. In particular, for enterprises in the coal and energy sector, the relevance of this task lies in the fact that coal and energy industry enterprises are a fairly complex production requiring personnel capable of working in modern conditions.

Orthodoxy and public administration in the context of modern political and administrative theories

The article is devoted to the analysis of the influence of the Orthodox tradition on modern models of public administration and political processes. It examines the impact of Orthodox values on the formation of political legitimacy, state bureaucracy, decision-making mechanisms and regional aspects of governance. It also examines the role of religious principles in the context of digitalization and globalization. The author relies on the latest research in the field of sociology of religion, political theology, as well as on the materials of specialized conferences and lawmaking practices.

Episodes in the formation of the Cuban Nation

This article is devoted to the analysis of the topic of the formation of the Cuban nation, which has not yet received due scientific development in domestic historiography. The author aims to attempt to identify and identify the key points of a major problem - the process of formation of the Cuban nation. The relevance of the latter is obvious. The national question is one of the key ones in the modern Cuban revolutionary process and state building. Without it, it is impossible to understand the passionarity of Cuban patriotism, the strength of the current Cuban regime in its confrontation with the imperialist United States.

The research methodology is based on historicism and general scientific methods used by humanitarian disciplines adjacent to history. The problem raised is studied within the framework of a specific historical context, analyzed from the moment of the colonization of Cuba until its gaining true independence after the victory of the Cuban Revolution in 1959. The emphasis is on the search for fundamental socio-economic and political reasons that caused the disappearance of some (Indians) and the emergence of other ethno-confessional (Spaniards, Creoles, blacks) and economic groups of the population in Cuba, as well as the process of transforming this conglomerate into the Cuban nation. The conclusion that logically follows from the research process is that the main melting pot in which the Cuban nation was formed was the struggle for the country’s independence, as well as the 1959 revolution and the struggle to defend its gains. It was during this revolution that many common psychological traits characteristic of Cubans were formed, and ultimately - a single Cuban nation. During the revolutionary struggle on Cuban soil, J. Marti and F. Castro created a patriotic ideology that allowed the Cuban nation to be cemented into an indestructible monolith.

Prospects for the development of relations between Russia and Iraq

In the era of globalization, which began after the end of World War II, the position of the state on the world stage is of great importance. In such conditions, a smart decision would be to search for partners to strengthen their positions on the world stage. The Middle East is one of the options for developing relations for the Russian Federation. If we speak more locally, historical relations with Iraq can become a springboard for bilateral cooperation in the era of geopolitical confrontation.

Research on higher education in education and culture resources in Heilongjiang province in China

The purpose of the study is to analyse the development of higher education in the field of educational and cultural resources formation in Heilongjiang Province in China. The general principles and strategic tasks governing the training of educational and cultural resources in Heilongjiang Province are highlighted, and the structure of the higher education system and the forms of state and Party management of higher education institutions are defined. Legislative acts and regulatory documents are analysed. It is concluded that the implementation of large-scale modernisation of education on the basis of approved state plans and projects has contributed to the expansion and strengthening of scientific and cultural cooperation between China and Russia. Heilongjiang Province has brought a number of its universities to the leading positions in the early 21st century, thus enhancing the cumulative power of the Chinese higher education system in the international arena and forming the resources of education and culture to achieve sustainable economic, social and cultural development of China.

China’s Normative Diplomacy: conceptualization and directions

In the last 10 years, the regulatory vector has become one of the key areas of Chinese diplomacy in the countries of the Global South. In this article, the authors investigated the issue of conceptualization of Chinese normative diplomacy, as well as some tools for its implementation. The authors conclude that today, when socializing the countries of the Global South, China, as a rule, resorts to the first type of socialization, namely, the socialization of political elites. This contrasts with the earlier focus of Chinese normative diplomacy in the Global South (until about 2017), which was uniformly directed both separately at political elites and at societies in the Global South as a whole. The authors also analyzed the normative core of Chinese normative diplomacy. Despite the external success of these norms, their assimilation faces a number of serious difficulties. In conclusion, the authors conclude that, despite the noticeable effectiveness of China’s normative diplomacy, which is expressed in the almost uninterrupted adherence to it by recipients, the Chinese normative core is characterized by a lack of conceptualization. First of all, this is expressed in a different understanding of the content of these norms by different actors.

The Meng Weihan civil service systems of China and Russia at the current stage

This article is devoted to the analysis of the most characteristic features of the modern civil service system of China in comparison with the model of public service of the Russian Federation. Particular attention is paid to cultural, historical, and institutional aspects influencing the structure and dynamics of civil service in both countries. The objective of the study is to identify key differences and similarities between the two systems and assess their development prospects. The article analyzes data reflecting the results of civil service reforms, such as corruption levels, management efficiency indicators, and the implementation of information technologies. Comparative analysis methods are employed, including the examination of legal acts and leading experts’ publications. The study reveals that despite significant differences in approaches, both countries aim to establish an effective and transparent civil service system.
