Abstract
Komarov S.S.
Western criticism of the Russian Orthodox Church in terms of democratic political institutions

After the collapse of the Soviet Union, some Western researchers expressed an opinion about the difficulty of adapting democratic political institutions in modern Russia, drawing a “civilizational” border between Orthodoxy and Catholicism. In particular, the Orthodox doctrine, administrative structure of the church and its attitude towards Western liberal-democratic ideas were critically interpreted. However, this statement can not be fully asserted.

Keywords: Orthodoxy, democracy, institutions, church.

Specifics of programming of the regional administration for the implementation of state national policy of the Russian Federation: the experience of the Republic of Sakha (Yakutia)

The purpose of the article: to determine the features of programming administration for the implementation of the state national policy of the Russian Federation in the Republic of Sakha (Yakutia). Research method: content analysis of republican program documents aimed at harmonizing interethnic relations in the period from 2012 to the present day. In the article the key elements (goal, objectives, mechanisms, indicators, financing) of regional programs adopted for the analyzed period, that reflecting the specifics of administration in the republic are compares. The issue of accounting in the process of implementation of the state national policy of civil institutions and local governments is also considered here. The results of the study show that in Yakutia, as a national region, great importance is attached to ethnocultural diversity, as a value of social development, which is a factor of social and economic stability. There is a systematic updating of programs and there is a diversity in the system of goals, objectives and mechanisms, which is due to a number of factors related not only to changes of the ethno-social situation in the region, but also to the needing of correspondent to norms and rules with the federal vector of state national policy and of institutional changes in the public administration system of Yakutia. During the analyzed period, there are two approaches to the administration of interethnic relations related to the priority of the principles of "diversity" and "unity". Today, the programming process is seeking a balance in the system of mechanisms and participants in administration, but there is no bias towards extreme ethno-nationalism in Yakutia. Tacking is observed within the framework of the vector of state national policy of Russia, established by the corresponding Strategy. Moreover, the practice of the Republic of Sakha (Yakutia) shows that a regional state ethno-national policy has been formed in the region.

Keywords: programming, administration for the implementation of the state national policy, harmonization of interethnic relations, regional state national policy, diversity, unity, Republic of Sakha (Yakutia).

Russian community of IT specialists as a resource of positive values: problematization of the issue

The study of cultural characteristics of a society in the form of values and models of behavior is one of the most relevant areas of modern economic science. This area of interest of economists is caused by the discovered connection between culture and the economic potential of a society. Modern Economics recognizes that "culture matters" for economic development, and informal institutions can be no less important for the innovation process than formal ones. Research on society as a whole, including the comparison of the socio-cultural profile of societies among themselves, and research on individual social groups are of interest. This article substantiates the relevance of the study of the value characteristics of the Russian IT community. The issue of the article is the possibility of members of the Russian community of IT specialists to be a resource for increasing the level of bridging social capital of the Russian society. The issue of the spread in the studied community of a risk-averse propensity for Russian society as a whole, as an opposition to the propensity to avoid uncertainty, is also problematic. The method used is an analysis of the English-language and Russian-language network communities dedicated to digital technologies. The result of the analysis is to determine the vectors for further research of the Russian IT community, set research tasks and determine promising solutions. In the course of further research, it is necessary to analyze the ratio of value attitudes that are common in Russian society as a whole and value attitudes that are common in the community of Russian IT specialists, and special attention should be paid to the study of the propensity of members of the studied community to avoid uncertainty and risk propensity.

Keywords: institution, value, behavior, social capital, digital economy.
