The article examines the strategies of the state cultural policy and foreign experience of their implementation. It is concluded that various strategies are open to national governments, global cities and cultural organizations to address issues and respond to the impact of global and regional cultures and require further study and analysis.

Political leaders of states during the WWII (countries - aggressors and their victims)

A retrospective analysis of the functioning of the political elites of the main states that unleashed the Second World War, as well as those who became their victims, is carried out. Both pre-war events and the actual course and outcome of the war are considered. The main attention is paid to the activities of the leaders of the studied countries and the top military-political leadership.

Renaming of states as a toponymic tool of geopolitics

The political map of the world is notable for its constancy. Sudden changes on it, as a rule, occur in connection with wars, large-scale disasters. However, even if the contours of state borders are maintained, then periodically changes in the names of states occur. The reasons for these transformations are different. But this is always a reflection of the desire to rewrite the past. This is usually about the recent past. The distant past, on the contrary, is heroized in the new name. With this, the past, thanks to the toponymic tool of geopolitics, helps to paint a picture of the future. There are examples when authorities came to a change of name under the influence of their external environment. Each such case of a toponymic change makes us think about this reserve of “soft power”, which is capable of radically changing not only the state’s foreign policy course, but also affecting the political consciousness of citizens.

International models of state cultural policy

The article examines the evolution of the concept of "cultural policy" with its gradual differentiation; substantiates the possibility and necessity of implementing state cultural policy, taking into account international experience, extrapolated in the models: American, German, Anglo-Saxon, French. It is concluded that an effective state cultural policy can be determined and implemented within the framework of a well-defined model and specific approach.

Changing the Russian regional political elite in the context of a public request for renewal

In the conditions of over-centralization, regional power configurations are of interest only to local elites and counter-elites. Regions engaged in survival passively perceive the results of reassignments. A tired society is tolerant. People are used to the fact that governors are de facto appointed, and only de jure elected. Given the high level of social discontent, the public may react to the" enchanting " results of the state Duma elections with protests. The second wave of avid complicates rotation plans, but does not cancel them. There are a number of regions whose management degradation brings constant difficulties to the System.

The rise of nationalistic sentiments in Germany in the context of the activity of the party «Alternative for Germany»

The power of right-wing parties ist currently increasing in Europe. In this context the nationalistic sentiments are getting more popular. Germany ist not an exception. The party “Alternative for Germany” has gained much power during the last years. This fact has to be analysed. The article ist devoted to the study of the phenomenon “nationalism”, its historical retrospective view, main reasons of the currently increasing nationalistic power in Germany in the conneсtion to the activity of the considered political party as well as key programme aspects of the latter.

Development of cultural and cognitive tourism (experience of Russia and Germany)

The article presents studies of cultural and educational tourism in Russia and Germany. The main goal of the scientific work was to analyze the cultural and educational tourism of the two countries, Russia and Germany.

It has been established that cultural and educational tourism is one of the five main strategic directions of tourism development in the world. At present, cultural and educational tourism continues to develop actively, the number of tourists in this direction is growing, new programs for the development of this type of tourism are being adopted. All this reflects its importance and relevance. cultural and educational tourism has a lot of advantages and opportunities, both for the consumer and for the tour operator providing services.

The authors of the article analyzed the tourist potential of Russia and Germany, with the aim of developing cultural and educational tourism on their territory.

Thus, the development of cultural and educational tourism is one of the main directions of the future development of Russia and Germany. The authors of the article note that Russia and Germany are attractive and interesting countries with great potential for the development of cultural, educational and tourist destinations.

The authors of the article determined that the popularization of cultural and educational tourism will contribute to the influx of tourists, expand and create new tourist routes in the countries of Russia and Germany.

The Impact of Geography on the Security of the Persian Gulf States Region

In this study, the researcher presents an analysis of the impact of geography on security in the Gulf region. This study examines the impact of geography of the countries on the social and political environment. Eight countries are located on the Persian Gulf, and they are: (Saudi Arabia - Iran - Iraq - Qatar - Bahrain - Kuwait - Oman - Emirates), each of these countries has a special geography. Geography also affects a country's military power. The Strait of Hormuz is considered one of the most important waterways in the world. About 20% of world oil exports go through it. The geography of the Strait of Hormuz gives Iran and Oman a strategic political and military position. The researcher in this study explains the US-Iranian conflict from a geographic perspective in the Strait of Hormuz. Where Iran has a military advantage over the United States in the geography of the Strait of Hormuz, where the location of the coastal islands in the Strait of Hormuz plays a geostrategic role.

The global strategy of Xi Jinping’s ecological civilization in a new era

This paper is devoted to the idea of one of the world leaders Xi Jinping to build an ecological civilization based on the reality of China’s development in a new era. This strategy embodies the conceptual achievement of China, which the country is ready to share with the international community. The purpose of the study is to show how the Chinese leadership, relying on this idea, and adhering to the principle of joint consultation, joint construction and joint use, implements the construction of a global ecological civilization. There have been analyzed the efforts of the Chinese leadership, which are aimed at building an ecological civilization and improving measures for environmental protection. The author comes to the conclusion that Xi Jinping’s strategy of building an ecological civilization strengthens the ecological vector of the practical implementation of the concept of «a community with a shared future for mankind», which is put forward to support the harmonious coexistence of human and nature.

Social governance of municipal projects

Project activities play an important role in the work of municipal employees. Expansion of design practice actualizes the problem of managing that activity, i.e. development and implementation of municipal projects. Social management is one of the types of project management, along with administrative, informational, and is characterized by: a) focus on a person who is not one-dimensional, but holistic; b) focus on the formation of certain interests, motives, and behavioral models among the employees of the organization; c) wider representation of management subjects; d) the predominance of "humanistic" (socio-psychological, conventional, communicative, etc.) methods of managerial influence; e) direct use of human resources; e) predominant perspective orientation; g) dominance of diagnostic, motivational, regulatory and other functions.

On the basis of the data of the expert and questionnaire surveys, the prospects for the development of social management of municipal projects are connected with their resource provision and increased motivation of participants in project activities.

At the design and technological level of the survey introduced the author's interpretation of the social technologization of municipal projects; justified and formulated the principles of social management of municipal projects; the procedure of social technologization is presented. In the final part of the article, practical recommendations are formulated on the use of the mechanism of social management of municipal projects, addressed to the interested target groups.

Enhanced cooperation in the fight against terrorism at the subregional level: the experience of the CIS member states

The article highlights the international experience of antiterrorist cooperation of the CIS member states, as well as the experience of their successful interaction with such international organizations as the UN, OSCE, IAEA. Four priority areas of cooperation are identified and described: legal and regulatory, informational, staff training and protection of power system objects. Special attention is paid to the creation of a single legal field for international cooperation, the implementation of legal norms and the harmonization of national legislation. The current problems and conditions of information support for effective international cooperation around counter - terrorism and extremism are highlighted.
