The article contains an improvement of the methodology for economic assessment of sustainable development of railway passenger traffic based on the analysis of scientific works. Methodological provisions have been developed, including a refined and expanded system of assessment indicators, which allows for forecasting development and strategic planning taking into account technical and economic risks. Directions for further research on adapting methods for suburban transportation have been proposed.

Digitalization of the tourism industry and its impact on attracting tourists
In the context of the digital transformation of the economy, the tourism industry is undergoing significant changes affecting the ways of promoting tourism services and mechanisms for attracting tourists. In this regard, the purpose of this study is to analyze the impact of the digitalization of the tourism industry on the processes of attracting tourists. Materials and methods. The methodological basis of the research consists of general scientific methods of analysis and synthesis, systematic and comparative approaches, as well as analysis of secondary statistical data and scientific publications. The work uses materials from international organizations, industry analytical reports and the results of survey studies on the digitalization of tourism. Tabular and graphical methods were used to visually present the results. Results and discussions. The study revealed that the digitalization of the tourism industry is complex and covers such areas as online booking, digital marketing, data analytics, the use of artificial intelligence and the development of digital ecosystems. It has been established that countries use digital technologies in different ways: some focus mainly on analytical and managerial support for tourism, while others focus on active digital promotion of tourist destinations. At the same time, a high level of digitalization does not always directly correlate with the focus on attracting tourists. Conclusions. The results of the study confirm that digital technologies are an important factor in generating tourist demand and increasing the competitiveness of tourist destinations. The findings can be used in developing strategies for the digital development of the tourism industry and in further scientific research.

Forecasting financial results when preparing IFRS reports
This article explores a model for forecasting the profitability of a leading regional enterprise for the first half of a reporting year. Time series analysis served as the core analytical tool, with the model built on autocorrelation coefficients and smoothed through a moving average method. The data for constructing the time series were drawn from two years of financial statements prepared in accordance with International Financial Reporting Standards (IFRS). The resulting forecasting model is unified and can be applied to predict financial outcomes for subsequent periods.

The article examines the role of organizational culture in company management. It analyzes how values and norms affect employee behavior, motivation, and overall organizational effectiveness. Special attention is paid to the methods of formation and development of organizational culture, as well as its adaptation to modern challenges related to digitalization and changes in the labor market. The author emphasizes that managing through values and norms helps strengthen employee loyalty, increase their engagement, and achieve the company's strategic goals. Methodological foundations of the formation of digital management tools for sustainable regional development (using the example of the Voronezh region)
In the context of the accelerating digital transformation of socio-economic systems, regional development management is acquiring qualitatively new characteristics due to the need to integrate information and communication technologies, analytical platforms and mechanisms for intersectoral interaction. Of particular importance is the development of methodological tools capable of providing a comprehensive assessment of the sustainability of territorial systems, taking into account the multidimensional nature of economic, social and environmental factors. The article examines the features of digitalization of regional development management using the example of the Voronezh Region, analyzes the institutional and technological aspects of implementing digital solutions, and substantiates the need for the formation of integrative methods for assessing the sustainability of territories. A comparative analysis of traditional and digital approaches to management and assessment of sustainable development is presented, key areas of improvement of management mechanisms in the digital economy are identified.

Initiative budgeting in the Russian Federation: theoretical and legal foundations and the experience of the Republic of Crimea
The article discusses the theoretical foundations and legal regulation of the practice of initiative budgeting in the Russian Federation. The essence, goals and key models of information security as a tool of public participation in the budget process are analyzed. Special attention is paid to the legal regulation of initiative budgeting at the federal and federal levels. Using the example of the Republic of Crimea, the regional specifics of the introduction of information security mechanisms, including the stages of the development of the regulatory framework and the practical implementation of projects, are studied. It is concluded that information security in modern Russia is an institutionally designed mechanism that allows combining increased efficiency of budget expenditures with the development of civic engagement.

Evolution of «education-employer» interaction models: from transactional cooperation to the ecosystem paradigm
The article examines the transformation of mechanisms of interaction between vocational education institutions and employers under the influence of global technological shifts and socio-economic changes. The author proposes a periodization of the evolution of this interaction, including classical (transactional) cooperation with situational contacts; an integration (partnership) model based on long-term investments in human capital; and an emerging ecosystem model representing a polycentric self-organizing environment operating on the principles of co-creation and lifelong learning. Key factors of transition to the ecosystem architecture are identified, institutional obstacles are systematized, and conditions for the formation of effective educational and industrial ecosystems are determined.

The corporate brand as a factor in enhancing the effectiveness of stakeholder relationship management
The relevance of the topic is due to the fact that in an environment of high competition and informational transparency, stakeholder trust and loyalty are becoming decisive factors in organizational success. The corporate brand, as a carrier of the company’s reputation and value proposition, significantly influences stakeholder perception and behavior. When a company’s brand is trusted, stakeholders are more likely to cooperate, make repeat purchases, invest, and support corporate initiatives. Conversely, a weak or inauthentic brand can undermine relationships—stakeholders perceive a mismatch between promises and actions, which reduces the effectiveness of engagement. The aim of this article is to analyze the role of the corporate brand as a factor in enhancing the effectiveness of stakeholder relationship management. The paper presents findings from recent studies (over the past five years) on this topic, formulates a research hypothesis, describes the methodology for its testing, and provides practical examples of the successful application of corporate brand management principles to strengthen relationships with stakeholders.

The essence and challenges of the digital economy for the education system
The article analyzes the systemic problems of the traditional education model and justifies the need for its fundamental transformation amid the digital economy and the VUCA world (Volatility, Uncertainty, Complexity, Ambiguity). The traditional system, focused on the transmission of knowledge and formal assessments, fails to prepare graduates for the rapid obsolescence of information and the complexity of modern ecosystems.
The response to the challenges of the VUCA world is a shift from the knowledge-based paradigm to the competency-based one, focused on developing transversal ("soft") skills (critical thinking, creativity, teamwork) and the professional skills of the digital economy (Big Data, AI).
The key tool for this transformation is the implementation of Individual Educational Trajectories (IETs). IETs shift the focus from standardized teaching to the student's needs, leading to:
1. Increased Motivation (the student becomes a co-constructor of their learning).
2. Deeper Learning (moving at one's own pace).
3. Development of Soft Skills (through self-regulation and planning).
4. Transformation of the Teacher's Role (from transmitter to tutor-navigator).
To evaluate educational effectiveness, the outdated "cost-based" model and formal "output" indicators (e.g., Unified State Exam scores) must be abandoned in favor of assessing "outcomes" and "impact." New assessment frameworks include measuring the progress of soft skills, graduate employability, and their social and economic contribution.
Management in this new model must become data-driven: shifting from long-term, rigid plans to agile iterations, and moving decision-making from intuition to analyzing the students' "digital footprint." Digital platforms are essential for collecting this data, ensuring Clarity and Agility (corresponding to the VUCA Prime concept).

The role of the medical college in training dental personnel for the Republic of Dagestan
This article examines the shortage of dental personnel in the Republic of Dagestan, specifically specialists in the specialty of orthopedic dentistry. The authors provide a detailed analysis of the organizational work to open a relevant department at the Derbent Medical College named after G.A. Ilizarov. The paper presents data on the region's staffing levels, tuition costs, and the experience of creating a material and technical base for training dental technicians. It concludes that medical colleges significantly contribute to improving the economic indicators of healthcare and increasing the accessibility of dental care in the region.

The mechanism of taxation's impact on society's development: the example of Ghana and Russia
Taxation plays a central role in state development, as it increases revenues and strengthens state capacity, enhances public institutions, and supports economic transformation. Countries with higher and more diversified tax-to-GDP ratios have stronger governance structures and more sustainable growth. Research on Ghana's taxation system highlights the persistent low tax-to-GDP ratio, heavy reliance on indirect taxation, and challenges related to tax compliance and the informal economy. The research also links the weak mobilization of domestic revenue to the ongoing pressure on Ghana's public debt. Russia's tax system demonstrates a centralized and technologically advanced tax system with stronger digital control mechanisms and a higher tax-to-GDP ratio. However, the Russian tax system is still heavily dependent on revenues from oil and gas, which makes it vulnerable to price shocks in commodity markets. An analysis of the tax systems of both countries reveals areas of fiscal policy that need improvement and lessons that can be learned from each other: Russia should continue its policy of supporting Russian producers to become less dependent on the dynamics of oil and gas sales, while Ghana should focus on creating digital solutions to improve tax compliance.

The sustainability of the banking system and the development of the insurance market in the context of modern challenges and the prospects of digital transformation
In modern conditions, the financial system is facing many challenges that require increasing the stability of its key elements: the banking system and the insurance market. Digitalization, globalization, and growing regulatory requirements are affecting the sustainability of these institutions, creating new opportunities and risks. The banking system plays a critical role in ensuring macroeconomic stability, while the insurance market acts as a stabilizer, minimizing financial losses of economic agents. This article examines the factors affecting the stability of banks and insurance companies, analyzes challenges, including cyber threats, competition from fintech companies and the influence of geopolitical factors. Special attention is paid to digital transformation and integration processes, which open up new perspectives for these sectors. Practical recommendations have been developed to improve the stability of the banking system and the development of the insurance market in the face of modern challenges and technological changes.

Institutional reforms in regions with preferential development of the oil and gas chemical complex
This article examines the problem of labor outflow and the slowdown in economic diversification and import substitution in the Republic of Bashkortostan, a region with a predominantly developed petrochemical complex. It also examines the history of relevant institutional reforms initiated by central and local authorities. The characteristics of informal institutions (influencing the economic, innovative, and entrepreneurial activities of the population) are analyzed. Factors influencing the level of uncertainty avoidance are examined. Recommendations for preventing further labor outflow from the region are proposed.

Features of the development of the circular economy in foreign countries: analysis of institutional reforms
In the context of deep-rooted industrialization and digitalization of industrial production and consumption, the problem of organizing a closed-loop economy in foreign countries with technological leadership is reaching a new level. The purpose of this article is to analyze the features of the development of a closed-loop economy in foreign countries. The reliability and validity of the data obtained is ensured by a theoretical analysis of Russian and foreign scientific literature, an analysis of foreign experience. A comparative analysis of the features of the development of a closed-loop economy in China, the EU and the USA allows us to conclude that there is no unified strategy for the transition of production and consumption to a closed-loop economy. A comparative analysis of the features of the organization of the circular economy in foreign countries is carried out. It was found that each country has specific achievements in solving the problem of organizing a closed-loop economy. The unifying point for all countries is the use of territorial and sectoral approaches to the organization of a cyclical economy, as well as the adoption of strategic documents.

Improving state support for financial recovery of organizations at the regional level: technologies, practices and institutional model
Under conditions of macroeconomic volatility, sanctions pressure, and growing systemic risks, traditional reactive corporate rehabilitation mechanisms are demonstrating declining effectiveness. Using Krasnodar Krai as a case study, this article conducts a comprehensive analysis of modern state support practices for the financial recovery of economic entities. Structural barriers are identified: rigid annual budgeting cycles, fragmentation of support channels, lack of early crisis diagnostics tools, and low digitalization of resource allocation processes. A conceptual model for transitioning from a subsidy-reactive paradigm to a preventive financial recovery ecosystem is proposed. The model is built on three technological blocks: (1) adaptation of financial management practices (Agile budgeting, Zero-Based Budgeting); (2) creation of a Unified Regional Digital Platform for Financial Recovery (URDPFR) integrating BI analytics and an AI diagnostic module; (3) institutional and legal support (formation of an accredited registry of independent rehabilitation specialists, introduction of a “recovery period” regime with tax incentives). Implementation of these directions will reduce the time lag between identifying negative trends and providing support, increase transparency in budget allocation, and ensure long-term sustainability of systemically important enterprises in the region.

Analysis of the effectiveness of the use of labor resources in agricultural enterprises of the Lugansk People's Republic
Effective use of labor resources directly affects labor productivity, cost of production, profitability of the enterprise and competitiveness of the economy as a whole. The analysis of the use of labor resources is a comprehensive study aimed at assessing the effectiveness of the use of labor potential, identifying reserves for increasing labor productivity and developing measures to optimize human resource management.
The purpose of the study is to conduct a comprehensive economic analysis of the efficiency of the use of labor resources at agricultural enterprises of the Luhansk People's Republic (LNR), as well as to assess the current state and identify reserves for improving the efficiency of using human resources in agriculture in the LNR to ensure the sustainable development of the agro–industrial complex of the region.
The research is based on the application of general scientific methods (analysis, synthesis, comparison, grouping) and special economic and statistical methods. The article analyzes the labor productivity of employees of agricultural enterprises, as well as calculates a system of labor efficiency indicators (stock ratio). The data of official statistics, the results of sample studies and financial statements of agricultural enterprises of the LPR for the period 2023-2025 were used.
It has been established that the key problems reducing labor efficiency in the agricultural sector of the LPR are: a high degree of wear and tear of machinery, a low level of mechanization, seasonality of employment and a shortage of young qualified specialists.

Conceptualization and development of integrated information and analytical systems for technical regulation in the context of digital economic transformation
In the context of accelerated digitalization of the global economy and the complexity of technological production chains, the problem of improving the information support of the technical regulation system as a key institution for ensuring the quality, safety, and competitiveness of products has become particularly relevant. Modern challenges, driven by the globalization of markets, the increasing requirements for standardization and certification, and the need to ensure the traceability of products at all stages of their life cycle, require a transition from fragmented information solutions to integrated digital platforms based on the use of big data technologies, artificial intelligence, and distributed registries. The article discusses the theoretical and methodological foundations of the formation of the digital infrastructure of technical regulation, analyzes the existing approaches to the organization of information support, and also proposes directions for its transformation taking into account modern technological trends. Special attention is paid to the quantitative assessment of the effects of digitalization, including increasing the transparency of certification procedures, reducing administrative costs, and reducing the risks of unfair products.

This article introduces readers to the important aspects of the relationship between an organization's competitiveness and its own product range. The impact of digital transformation on organizational behavior
In the current economic environment, organizational behavior plays a key role. Companies implementing digital transformations often face crises. In such circumstances, the presence of an organizational culture becomes critical, as values and trust within the team determine the successful adaptation to change. Strengthening and adapting corporate culture can be achieved through specially developed strategies.
This paper defines digital transformation of organizational behavior as a set of beliefs created or adopted by a specific group of people that have proven useful for adapting to digital transformation. These beliefs are transmitted to new employees, shaping their attitudes toward the digitalization of business processes and the development of digital technologies.
In conclusion, it is emphasized that organizational culture plays a significant role in shaping the mission and value system of employees, which align with the organization's digital transformation philosophy.

Trends in the development of the agro-industrial complex in Russia
In modern conditions, the development of the Russian agro-industrial complex is of particular importance for ensuring food independence and strengthening the country's economic sovereignty. The article highlights the features of the development of the agro-industrial complex of Russia in 2025. It describes the geography and structure of exports of products of the agro-industrial complex of the Russian Federation. The key trends in the development of the Russian agro-industrial complex in 2026 have been identified, determining the transformation of the industry, taking into account modernization, the introduction of innovative technologies and the digitalization of production cycles. The key challenges for the development of the Russian agro-industrial complex in the short term have been identified, including geopolitical constraints, macroeconomic instability, climate risks and a systemic personnel shortage. It is concluded that the modernization and digitalization of the agro-industrial complex are the basis for increasing the competitiveness of domestic products in the domestic and foreign markets, and are also a strategic tool for implementing the policy of import substitution and ensuring food security of the country.

Motivating startup employees: what works in the early stages of innovative businesses
This article provides a comprehensive analysis of the specifics of employee motivation in the early stages of innovative business (startup) development. It explores the contradiction between the high demand for engaged, creative, and dedicated employees and the objective lack of financial resources for traditional material incentives. Based on a synthesis of classical motivation theories and modern management practices under uncertainty, a model for balancing tangible and intangible incentives is proposed. Key aspects such as the role of founders, the specifics of motivating creative professionals and salespeople, building a KPI system, and shaping a corporate culture are examined in detail. The article offers practical recommendations for retaining and inspiring talented professionals, who are a critical asset for a startup's survival and growth.

Prospects for the development of women's entrepreneurship in Russia
The authors' study identified indicators that influence the current state of women's entrepreneurship, including both positive and growth-limiting factors. These include limited access to financial resources and government support, a lack of sufficient knowledge for running a business, and sociocultural factors. To improve the effectiveness of the analyzed activities, it is necessary, first and foremost, to improve institutional support in this area, facilitate access to sources of financing and credit, and enhance the financial culture and literacy of aspiring female entrepreneurs through appropriate education. The practical significance of the study lies in the potential use of the findings to improve government support programs for small and medium-sized businesses.

Unemployment in the age of automation - the impact of AI and robotics on the labour market
The article examines the impact of artificial intelligence (AI) and industrial robotics on the structure of employment and unemployment rates in developed and developing economies. Quantitative data from international organisations and leading research centres indicating the scale of technological labour displacement have been analysed. It is shown that automation exerts an uneven effect on different segments of the labour market: routine occupations - both physical and cognitive - are the first to face displacement risk. At the same time, the phenomenon of the 'compensation effect' has been identified: technological change simultaneously destroys old jobs and creates new ones, primarily in the development, maintenance and application of technologies. Scenarios for labour market development up to 2030–2035 are discussed and policy directions capable of reducing the social costs of the digital transition are outlined.

Increasing the competitiveness of a catering organization by optimizing its product range using XYZ analysis
This article introduces readers to important aspects of the relationship between an organization's competitiveness and its own product range. The authors use the XYZ resource management method. Special attention is given to the use of the XYZ resource management method, a modern tool that allows for systematic analysis and management of product ranges, resources, and production processes. Unlike ABC analysis, which focuses on revenue or profit contributions, XYZ analysis focuses on demand stability (predictability). The article provides practical recommendations for using the XYZ method as a tool for effective resource planning and management, as well as for achieving the organization's goals.
The article focuses on optimizing the product range in the public catering organization "Lyubimy Gorod" CJSC, specifically in the Five Minutes of Happiness cafe in the city of Rybinsk.

Overcoming employee resistance when implementing lean technologies in the HR department of a business organization
Objective: The purpose of this study is to assess the impact of implementing lean technology elements on HR department performance and test the hypothesis that low employee engagement is due to poor communication, fear of increased workload, and mistrust of change.
Methods: The study was conducted as an applied empirical analysis using a hotel's HR department. Two waves (before and after implementation) of in-depth semi-structured interviews were conducted with 10 managers and employees. A three-component model was used to analyze attitudes toward change, allowing for differentiation between the cognitive, emotional, and behavioral aspects of resistance.
Results: Based on this model, an algorithm for implementing lean tools, based on the PDCA cycle, was developed and tested. Results: Implementation of the algorithm reduced the number of approval stages during recruitment from 9 to 5, decreased the average time to fill a vacancy by 18%, and halved the number of follow-up requests from managers. Follow-up interviews revealed an increase in positive attitudes toward change, a decrease in anxiety, and increased trust in the HR department.
Conclusions: The results confirm the hypothesis. The proposed algorithm, based on the principles of transparency and feedback, has proven effective in overcoming resistance. The practical significance lies in the potential for scaling the developed algorithm to improve the efficiency of HR processes in other business organizations.

The leader as a source of inspiration and an example of innovative behavior
This article examines the key role of leadership in shaping and maintaining the motivation of an innovative team. The author views leaders as a central source of inspiration and a living example of innovative behavior, without which it is impossible to create an environment for creativity and manage change. Based on an analysis of modern approaches to leadership under uncertainty, specific competencies and behavioral models necessary for engaging a team in the innovation process are identified. The practical significance of this work lies in the development of structured recommendations for integrating leadership practices into innovation project management systems. The article's results allow for a rethinking of leadership functions, shifting the focus from administrative control to fostering psychological safety and a culture of co-creation.
