Contemporary problems of forming an all-Russian civic identity

This article analyzes the key challenges in developing a pan-Russian civic identity in contemporary Russia. According to the author, the most pressing issues worthy of particular attention include the lack of an official interpretation of traditional Russian spiritual and moral values and their legislative affirmation as fundamental principles of social development; the absence of an ideological foundation for the educational component in the state education system; and the rise of nationalist sentiments in Russian society.

Fostering a Culture of Interethnic Communication in the Multicultural Environment of Universities in the North Caucasus Federal District

This article explores the problem of fostering a culture of interethnic communication among university students in the North Caucasus Federal District—a region with unique ethno-confessional diversity and centuries-old traditions of intercultural interaction. Theoretical approaches to fostering interethnic tolerance in a multicultural environment are analyzed. Using the example of leading universities in the North Caucasus Federal District (North Caucasus Federal University, Kabardino-Balkarian State University, and Gorsky State Agrarian University), effective educational practices aimed at harmonizing interethnic relations are examined. Particular attention is paid to the role of national-cultural associations, discussion platforms, and project activities in shaping a pan-Russian civic identity. The author concludes that the experience of universities in the North Caucasus can be extrapolated to other multiethnic regions of Russia.

Climate clubs in global climate governance: potential, limitations and political consequences

The article examines climate clubs as a form of limited intergovernmental coordination under conditions of fragmentation in global climate governance. Drawing on a review of academic literature, it systematizes the main approaches to the definition and typology of climate clubs, identifies their potential and limitations, and analyzes their political consequences for world politics. The article argues that climate clubs may complement the multilateral climate regime by accelerating coordination and decarbonization, yet they may also reinforce asymmetries in rule-making, unequal access to participation, and the unjust distribution of decarbonization costs, especially for countries of the Global South.

Theoretical and methodological foundations of the study of the economic policy of the Russian Federation in the context of low-carbon development

The article presents the author's approach to the theoretical and methodological analysis of the economic policy of the Russian Federation in the context of the global energy transition. The article substantiates the need for a synthesis of neo-institutionalism (historical and sociological), the concept of a «green state» and narrative policy analysis to study strategies for justifying the development of low-carbon energy sources. The article considers the specifics of political subjectivity and the mechanisms of articulation of interests in the Russian model of interaction between the state and business. Based on a comparative analysis of foreign experience (the EU, Germany, Italy, Brazil, and the United Kingdom), universal patterns and nationally specific patterns of low-carbon policy formation are identified. The conclusion is made about the applicability of the developed theoretical framework for the analysis of modern Russian policy in the energy sector.

The visual authority of power

This article explores the phenomenon of visual authority as a tool of governance that has remained relevant from ancient times to the present day. The author defines visual authority as the strategic use of visual images, space, and symbols by political leaders and institutions to strengthen legitimacy, status, and influence. The primary goal of such visual construction is to evoke certain emotional responses in the public, such as fear, respect, and trust. These responses ensure voluntary submission without the use of direct subordination.

The author also examines the phenomenon of the sacralization of space as a tool for the visual assertion of power. The author analyzes architectural and spatial solutions, such as high staircases, long corridors, and elevated platforms, which have historically been used to emphasize the distance between the authorities and society.

Particular attention is paid to the role of visual codes in simplifying the interpretation of governance signals. It is emphasized that the need to physically approach the ruler symbolically enhances their status, creating an effect of sacredness and inaccessibility.

The article presents a theoretical understanding of the visual representation of power, relevant for political science, sociology of management and media studies.

Technologies of political extremism in the prism of the information space using the example of international counteraction practices

The purpose of this paper is to analyze and determine the extent of the influence of modern political extremism technologies within the context of the Internet information space, using international practices for building an effective system for countering these processes as an example. The primary research method is a comparative analysis based on the comparison of the implementation of tools to counter the influence of political extremism in the context of modern technologies and information networks. The process of developing systems to counter political extremism technologies is examined within the context of international experience. The processes and actors of the political and social profile influencing public order in general and the development of extreme radical or extremist ideologies in particular are analyzed within the context of social networks. A communicative approach is used to test and implement empirical experience in research recommendations. It is concluded that the modern state faces the task not only of blocking and controlling the information space of civil society, but also of instilling a certain degree of political culture in order to prevent the influence of third parties on society and its institutions. It is necessary not only to respond to already formed and existing processes, but also to implement a system for preventing such occurrences, taking into account the rapidly developing current trends and technologies.

Metaphysics of the tropics: a philosophical reflection on the Brazilian geopolitical project

This article analyzes the Brazilian model of social development through the lens of key anthropological and cultural concepts, such as Oswaldo de Andrade's "anthropophagy," Gilaberto Freyre's "house and hut," "tropical pessimism," and the works of Darcy Ribeiro. The study covers the historical period from the 19th century onward, including the influence of colonialism, symbolism, and iconic figures of Brazilian culture such as Jorge Amado. The relevance of this topic stems from the need to understand the formation of Brazilian identity in the context of cultural synthesis using methods of historical and cultural analysis and textual interpretation. Conclusions about the synthesis of European and Native American elements in the Brazilian cultural code highlight the novelty of the interpretations of "tropical" thought, carnival, dance, and football within this code.

Cooperation in the SCO system and other regional organizations

The current international situation necessitates a reconsideration of the role of regional integration associations as mechanisms for sustainable development and strategic partnership. This article examines the features of interaction between the Russian Federation and such organizations as the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EAEU), the Collective Security Treaty Organization (CSTO), the Commonwealth of Independent States (CIS), and BRICS. The author identifies three key problems limiting the effectiveness of cooperation: political and strategic inconsistency among participants, the fragmented nature of economic ties, and weak humanitarian integration. Based on a comprehensive analysis, solutions are proposed aimed at institutional strengthening of the organizations, deepening economic linkages, and expanding humanitarian cooperation. The article defines the priority objectives of Russia's foreign policy strategy within the transforming Eurasian space.

The constitutional evolution of the presidential institution in the republic of Azerbaijan: a chronology of 1991–2026

The article analyzes the constitutional history of the presidency of the Republic of Azerbaijan during 1991-2026 chronologically, focusing on the 4 key periods of its evolution: after the restoration of independence until the adoption of the 1995 Constitution; amendments of 2002, 2009, 2016. The main methods used include the constitutional-institutional analysis, the comparative-legal method, the chronological-historical method. The conducted research showed that each of constitutional amendments was dictated by the historical context of that period, while the presidency has been the focal point of ensuring political stability, strategic coordination, and integrity of the nation; and that the system of a strong executive was of great importance as a strategic element of regaining territorial integrity, building of energy pipelines, and establishing its role in international arena.

"Managerial chaos" as a political strategy: the institutional consequences of the personnel policy of the Trump administration (2017-2021)

The article analyzes the phenomenon of "managerial chaos" as a deliberate political strategy implemented by the Trump administration in 2017-2021. Based on the study of personnel decisions, the mechanisms of influence on the institutions of the federal executive power are identified. It has been established that the high rotation of senior staff, the long-term replacement of vacancies by interim officials and the systemic pressure on the career bureaucracy led to the erosion of the "merit" principle, fragmentation of institutional memory and transformation of organizational culture. The thesis is substantiated that the institutional consequences have gone beyond formal legal changes, affecting informal practices and values of civil servants. The experience of the period under review actualizes the problem of the limits of the stability of state institutions in the context of using administrative resources for their development.

The Tenerife plane crash as an example of the nonlinear consequences of terrorism in a political and sociotechnical context

The article analyzes the largest disaster in the history of civil aviation, which occurred on March 27, 1977 in Tenerife, as a result of which 583 people died. Special attention is paid to the connection between the activities of the Canarian terrorist movement and the tragedy.: The terrorist attack in Las Palmas became the starting point of a chain of events that culminated in the collision of two airliners. The study traces the causes and development of the separatist movement in the Canaries, its goals, the impact of the terrorist attack on aviation events and the consequences for the political dynamics of the region. It is concluded that terrorism can have non-linear and unpredictable consequences that go beyond a direct act of violence and radically affect the stability of sociotechnical systems.

Strategic partnership between Russia and East Asian countries in the field of energy exports under sanctions pressure

Russia has entered a new phase of economic and political development under conditions of multipolarity. However, the rupture of strategic partnership with the Western coalition due to the imposition of alien interests and sanction pressure has necessitated the search for alternative avenues of cooperation. Based on an analysis of geopolitical and economic trends, this study explores the potential for Russia's energy partnership with East Asian countries.

The work identifies the key role of China and Japan in energy cooperation with the Russian Federation, demonstrates the benefits of supply diversification for East Asian nations, and refutes the narrative of Russia's dependence on Western markets.

The research shows that strategic partnership with East Asia strengthens Russia's position amid global transformations, and its findings can be applied to enhance energy security and foster economic growth for countries in the region.

This article will be useful for students studying issues of multilateral cooperation in the Asia-Pacific region.

The BRICS+ factor in shaping the international security environment: an emerging economic and political pole in a multipolar system

The ongoing reconfiguration of the international order from a unipolar architecture toward an increasingly multipolar configuration has gathered momentum alongside BRICS' institutional maturation and successive geographic enlargement. This study examines the role of BRICS in shaping the international security environment, assessing whether it constitutes a genuine alternative pole in the emerging multipolar order or remains a loose coalition of divergent interests. Drawing on an integrated theoretical framework comprising Power Transition Theory (Organski, 1958; Tammen et al., 2000), Hegemonic Stability Theory (Ikenberry, 2018), and the Copenhagen School's widened security concept (Buzan et al., 1998), the research employs a qualitative comparative-systematic analysis of primary sources-including BRICS summit declarations, institutional documents, and statistical reports-alongside secondary academic and analytical literature. The findings reveal that BRICS influences the international security environment through four principal channels: economic power projection (de-dollarization, alternative financing, sanctions resilience), political-diplomatic coordination (UN reform advocacy, Global South mobilization), geostrategic presence (maritime routes, energy diplomacy, joint naval exercises), and normative alternative formation (sovereignty, unconditional lending, multilateralism). BRICS+ member states collectively account for 48.17% of the world's population, 42.5% of global GDP at purchasing power parity, 43% of crude oil production, and 72% of rare earth mineral reserves. However, the bloc's consolidation as a fully formed pole is constrained by strategic interest divergences among member states-most notably the China-India rivalry-the absence of unified security mechanisms, and pronounced economic asymmetry. The study concludes that BRICS functions as an emerging but incomplete pole: it has rendered the thesis of Western-centric order's inevitability empirically untenable, yet its capacity to translate structural potential into coordinated strategic action remains the decisive open question for future research.

Research on the path of integrating the red spirit into ideological and political theory courses in colleges and universities in new era

The red spirit came into being with the practice of the Chinese revolution, construction and reform in different periods. It is a valuable spiritual wealth formed over the past hundred years of the founding of the Party and has become the spiritual code of the CPC and the Chinese people. The red spirit has laid a profound theoretical foundation for ideological and political theory courses in colleges and universities in the new era, and provided rich teaching and practical resources. Colleges and universities should comprehensively promote the integration of the red spirit into ideological and political theory courses in the new era from the perspectives of teaching practice, social practice, and environmental construction practice. It is necessary to implement the fundamental task of cultivating moral character in ideological and political theory courses in colleges and universities in the new era, inherit the red genes, and persist the red bloodline.

The role of Turkish political Islam movements in forming political elites

The purpose of the article is to determine the role of political Islamic movements and forces in the political life of Turkey, as well as to identify the most important of these movements using an analytical approach to the detailed information collected, and draw conclusions that should be reached. In addition to the historical method, which allowed us to collect and present information in a logical and consistent way. The article concludes that the movements of political Islam are among the most prominent participants in the political life of Turkey. The Islamic forces used every opportunity to strengthen their political presence, relying on the strength of their presence among Turks who adhered to their religious identity.The Muslim elite has managed to create an extensive network of religious schools. An Islamic bourgeoisie emerged, which helped finance political ambitions and media projects. Thus, political Islam in Turkey moved from mosques to the creation of non-governmental social institutions, then to the creation of economic institutions and the media, up to the presidency of municipalities, and then Erbakan headed the Turkish government. As the movements of political Islam gained political experience, the Islamic Justice and Development Party emerged, representing a new vision of political Islam. The AKP pursued an underground Islamic policy and developed an open form of political Islam that did not seek to use religion as a conflict resolution tool. The superiority of this party lies in its success in governing a secular state that has not hesitated to ban any Islamic party.
