Actual problems of forming a closed-cycle economy
Introduction. In the context of an increase in industrial waste, the problem of forming a closed-cycle economy in the Russian Federation is gaining momentum. The peculiarity of the current situation in the industry is characterized by the underdevelopment of legal and economic mechanisms. There are no incentives for enterprises to recycle waste, as it is easier for them to pay non-tax environmental payments. A set of methodological problems has been accumulated that need to be solved (there is no system for generating reliable data, information about production facilities for the disposal of industrial waste, etc.). The purpose of the article is to analyze the current problems of forming a closed-loop economy. Materials and methods of research. The reliability and validity of the research results obtained is ensured by the theoretical analysis of scientific and economic literature, the analysis of documents, and the formal legal method. Results. Based on various research methods, a set of problems of forming a closed-loop economy has been systematized. The barriers hindering the transition to a new industrial paradigm have been identified. Discussion. An analysis of the scientific literature has led to the conclusion that the economic agenda for business has a higher priority than the environment. The state is not able to transform the environmental component into a competitive advantage of enterprises engaged in processing. Conclusions. The authors of the study concluded that the high volatility of prices for secondary raw materials does not guarantee profits, which requires compensation through subsidies and non-tax payments.

National characteristics in the shape of a glass: from everyday item to cultural symbol
This article explores the national characteristics and cultural significance of the glass, a tableware item that at first glance appears to be a simple, functional, everyday object. The author examines the glass not only as a utilitarian drinking vessel but also as an indicator of national culture, reflecting the historical, technological, and social characteristics of different countries. Using various examples, including Eugène Scribe's famous play "A Glass of Water," the history of glassmaking, and cultural metaphors, the symbolism of the glass as a sign of practicality, durability, and social unity is revealed. Particular attention is paid to the history and symbolism of the Soviet faceted glass, its role in everyday life, culture, and industrial design. Through an analysis of the design, production, and use of glasses, the broad cultural and social significance of this object is revealed.

Legal mechanisms for supporting innovation as a factor of economic growth
The article examines the stages of the formation of innovative institutions, such as technology parks, innovation centers, and special economic zones, which have become catalysts for the introduction of advanced technologies and commercial innovations. It analyzes the main challenges and problems that hinder the effective functioning of the innovation system in modern Russia, including the insufficient integration of science and business, the lack of a unified legislative act that defines the procedure for the functioning of innovation activities, and the need to improve measures to support small and medium-sized innovative enterprises. Special attention is given to the coordination of federal and regional programs, the harmonization of legislation, and the expansion of international cooperation in the context of sanctions.

An overview of the specifics of personnel policy in the system of the Ministry of Emergency Situations of the Russian Federation
In this article, the author examines the specifics of personnel policy in the system of the Ministry of Emergency Situations of the Russian Federation. Ensuring the effective functioning of the Ministry requires a clear definition of its structure and tasks, based on the goals of public policy. This includes HR policy, planning, and specialist training. Personnel is the basis of any structure, including military and law enforcement agencies, where the terms "personnel" and "professional staff" are used. To improve the effectiveness of personnel policy in the Ministry of Emergency Situations, it is useful to study the practices of commercial structures in personnel management. When analyzing the personnel policy in the Ministry of Emergency Situations (MOE), it is necessary to take into account the practices and approaches used in the commercial sector to create effective personnel structures. Effective personnel policy in public authorities, in particular in the Russian Ministry of Emergency Situations, should be based on a systematic assessment of human resources, which is an essential element. The personnel reserve occupies a central place in the human resources system, as it serves as the main criterion for assessing human resources, reflecting the level of managerial competencies and career growth potential.

«Monitoring» in scientific and scientific-technical activities: concept and main directions of implementation, taking into account the experience of solving similar tasks in other areas of economic activity
The article is dedicated to «monitoring» in the scientific and scientific-technical Activities, addressing the challenges of considering it as a systemic direction, taking into account the experience of solving similar tasks in other sectors of the economy. Based on the results of summarizing regulatory legal acts, the most typical criteria characteristic of monitoring have been identified, the author's concept of 'monitoring' for the scientific and scientific-technical sphere has been formulated, and potential conditional directions for its implementation in modern conditions have been highlighted: «statistical», «analytical», «programmatic», «search», «technical», «educational», and «service». It is additionally noted that one of the key elements in ensuring the development of monitoring is the establishment of flexible legal regulation mechanisms for organizing interaction between independent service owners, represented within the previously mentioned monitoring directions and the GIS «Science and Innovation».

Environmental aspects of the use of construction materials in high-rise construction: a review of current trends
The article analyzes the environmental aspects of using construction materials in high-rise constructio. The assessment of the environmental impact of traditional materials (reinforced concrete, steel, glass) is carried out, and modern sustainable alternatives are considered, including the use of secondary resources, modified concretes, and cross-laminated timber (CLT). Using Russian projects as examples, the role of environmental certification systems (LEED, BREEAM) in reducing the carbon footprint of buildings is demonstrated. The conclusion is made about the necessity of an integrated approach, combining technological innovations and the development of a regulatory framework, for the transition to sustainable development in the construction industry.

3D visualization of the structural and functional model of the system for managing com-prehensive territorial development programs
The article has been prepared within the framework of the fundamental research work "Methods, models and information technologies for managing new territories of the Russian Federation", conducted by the Federal State Budgetary Educational Institution of Higher Education of the Kherson Region "Kherson Technical University" in 2023-2024 by order of the Ministry of Higher Education and Science of the Russian Federation (hereinafter referred to as R&D).
The article considers the logic of 3D visualization of the structural and functional model of the integrated territorial development management system (SFM SU PKRT) using cognitive frames. In this work, the SFM SU PKRT is considered as a tool for structuring the conceptual space of participants in projects and programs for integrated territorial development, as well as a tool for integrating the functionality and reference information of automated integrated territorial development management systems. Cognitive frames are considered as a means of visualizing the structure and content of the SFM of the PCRT management system for the top management of territorial development programs, as well as a means of visualizing the structure and functionality of information systems included in the PCRT ACS.

Strategies and contradictions of pharmacy development in the context of expansion of non-pharmacy online distribution channels in the pharmaceutical market
In this article, the authors examine the effects of redistribution of consumer demand under the high risks of investing in online sales for pharmacies and small chains, taking into account the effect of sales cannibalization, the risks of switching to external traffic sources, including the loss of their own customers, authenticity, the decline in the share of independent sales, and the risks of cannibalization of the offline segment within pharmacies. The article argues that the outpacing growth rate of online sales channels will exacerbate the imbalances in market distribution between online and offline channels, inevitably reducing revenue for smaller pharmacy chains and individual pharmacies that lack the capacity to increase sales in the online segment. As part of a defensive growth strategy, pharmacy chains combining multiple sales channels will support pharmacy sales and profits through collaboration with marketplaces and aggregators. This solves the logistics problem in non-pharmacy online sales channels and helps balance revenue across channels in the pharmaceutical market as a whole.
The practical implementation of this challenging scenario, with aggregators and marketplaces reducing the markup for pharmacies, will reduce the revenue and profitability of partner pharmacies, exacerbating the imbalances in the development of a multi-channel sales model in the pharmaceutical market.

Deglobalization of production and distribution logistics in the electronics industry
In this article, the author presents the prerequisites for the formation of a new system of priorities in the economics of GVC distribution, the purpose of which is to minimize the risk of rising supply chain costs and stabilize logistics. This configuration allows AMD products from Taiwan to be duty-free, which provides an additional advantage for the manufacturer in competing with Intel for the Chinese market. The author argues that localizing capacity and proximity to sales markets provides optimization, but this is offset by additional geopolitical risks. A logistics strategy for capacity placement must consider not only market and economic risks, but also geopolitical ones, creating a more complex risk management system for production and distribution logistics, component procurement, and the spatial convergence of chain links.
For Russia, the self-sufficiency options and logistical restructuring of supply chains and distribution channels in the electronics industry discussed in this article highlight the potential for creating an autonomous supply in the domestic market and achieving lower procurement prices compared to foreign markets. A key condition for achieving this is government support for the industry.

Investment support for the development of international transport corridors in the area of the Shanghai Cooperation Organization member states
The relevance of this article is determined by the decisions adopted by the Council of Heads of State of the SCO Member States in September 2025, which disclose the mechanisms and technologies of cooperation between Russia and the SCO member states on the development of international transport corridors (hereinafter referred to as ITC). Projects implemented within the framework of the ITC at the supranational level and in the SCO member states are described, with an emphasis on the formation of a single transport space within the EAEU and the SCO. Considerable attention is paid to investment support for the implementation of the ITC, carried out by the Asian Infrastructure Investment Bank (hereinafter referred to as EIIB) and the Eurasian Development Bank (hereinafter referred to as EDB), as well as existing barriers. The scientific and practical significance of this article lies in the substantiation of proposals and recommendations for improving the tools and mechanisms for investment support for the development of the ITC to strengthen transport connectivity between Russia and the SCO countries in the face of sanctions.

Key areas for developing an import substitution strategy at defense industry enterprises
Objective. This article analyzes the stages of developing an import substitution strategy for high-tech defense industry enterprises. It examines key aspects for ensuring effective management of import substitution processes and assesses the risks and opportunities associated with this strategy. The focus is on developing the concept, structure, and key stages of the strategy, which will enable domestic manufacturers to strengthen their market positions and increase the competitiveness of high-tech products in the face of sanctions. Using economic, statistical, and systems analysis methods, we explored current trends and challenges related to import substitution in the defense industry and identified the key stages of import substitution strategy development. A comparative analysis allowed us to propose recommendations for improving the import substitution strategy. Developing an import substitution strategy for high-tech defense industry enterprises is a multifaceted process that goes through several key stages, each requiring the use of specific tools. It is important that all stages be clearly structured and interconnected, which will enable effective management of the import substitution process, minimize risks, and achieve the set goals.

Socio-economic trends in the development of small Russian cities on the example of the Bronnitsa city district
Small towns are an important element of the territorial structure of modern Russia. They are home to a significant number of small and medium-sized businesses, social infrastructure facilities, and cultural heritage. Studying the functioning of small towns is crucial for understanding the general patterns of Russian economic development and shaping regional policies.
This article is devoted to the study of the socio-economic development of the Bronnitsy urban district in the Moscow region. It examines the main indicators and trends that characterize the dynamics of economic growth, the level of employment, and the development of the city's infrastructure and social sphere. Special attention is given to identifying the problems and prospects for the further development of the territory. The results of the study allow us to draw conclusions about the readiness of the urban district to address current economic and social challenges, as well as to determine the directions for further sustainable development strategies.

Analysis of priority areas for the development of end-to-end technologies for the Russian economy in 2025-2030
The article provides a comprehensive analysis of the priority areas for the development of cross-cutting technologies in the Russian Federation for the 2025–2030 period within the context of ensuring technological sovereignty. The study traces the evolution of state policy from the "Digital Economy" national project to the "Data Economy and Digital Transformation of the State," identifying a strategic shift towards import substitution and the development of critical areas. Based on the analysis of the project's interim results and its funding structure, the authors identify three key priorities: ensuring technological sovereignty, building a comprehensive cybersecurity infrastructure, and digital transformation of public administration.

Scientific and technological cooperation of the Russian Federation with Turkmenistan at the present stage
This article examines the scientific and technological cooperation between Russia and Turkmenistan in 2022-2025. It analyzes priority areas, including the spheres of education, science, high technology, energy and transport. It also considers the activities of leading Russian companies. It identifies the main problems and prospects for the bilateral scientific and technological partnership. The methodological basis is a systemic analysis of official statistics, legal acts and media monitoring. The conclusions of the paper are as follows: the scientific and technological cooperation between Russia and Turkmenistan is concentrated in traditional sectors – education, science, energy and transport. The successful activities of KAMAZ and Tatneft demonstrate the high potential of Russian technologies in the Turkmen market. However, in case of high-tech areas, including IT, digitalization and the creation of smart urban systems the bilateral cooperation is characterized by insufficient development. In this regard, the strategic priorities for the Russia-Turkmenistan partnership should be the diversification of interaction areas and the focus on innovative technologies.

Transformation of the IT labor market: experience of Russia and the USA
The article examines the transformation trends in the IT labor market in Russia and the USA during 2019–2025. It analyzes job reduction processes, changes in wage levels, and the oversaturation of the labor market with junior and middle-level specialists. Special attention is paid to the comparative analysis of key indicators, including dismissal dynamics, job competition, and qualification structure of specialists. The paper substantiates the impact of these processes on the economy and human resources policy in both countries.

Mathematical modeling of economic environment factors in the sphere of entrepreneurship in the field of PPE
The article is aimed at studying the influence of external and internal factors on the development of entrepreneurial activity in a highly regulated industry (production of PPE). The specifics of macro- and microeconomic factors, the features of their influence on entrepreneurial performance are considered, the author's model is proposed that allows optimizing these relationships. The object of the study is entrepreneurial activity in the field of production of PPE, focused on the nuclear industry. The purpose of the study is to develop an optimization model that allows determining the influence of macro- and microenvironment factors on the effectiveness of entrepreneurial development and ensuring the choice of rational strategies for allocating enterprise resources. The methodological basis of the study is general scientific methods of system analysis, abstraction and modeling. The scientific novelty of the work consists in proposing the author's optimization model of entrepreneurial development in the PPE field, within which regulatory restrictions are considered as an independent optimization factor, and the modified PEST-I and Porter 5 + R models allow integrating additional external barriers into controlled elements of strategic choice. As a result, the PPE manufacturing company gets the opportunity to transfer regulatory factors from the category of uncontrollable conditions to controlled restrictions, increase the adaptability of business activities and ensure growth of the integral performance index (EPI) while complying with industry regulation requirements.
