This article analyzes the conceptual political and ideological foundations of state nationalities policy in the Russian Federation. The author believes that, in today's circumstances, it is advisable to develop a unified Concept for the Formation and Development of Social Relations that addresses the goals, objectives, and principles of building a democratic state in Russia in accordance with humanistically oriented, distinctive, and traditional spiritual and moral values. The effectiveness of Russia's state national policy largely depends on the presence of political, ideological and moral foundations, the essential characteristics of which should be revealed by a unified Concept for the formation and development of social relations.

The fight against neo-Nazism is considered as a historical mission of modern Russia, conditioned both by the memory of the victory of the Soviet people in World War II and by the current challenges to national security. The genesis of Ukrainian neo-Nazism is traced from its ideological origins in the 19th century to state practice in Ukraine after 2014. The role of Russia in the international counteraction to the glorification of Nazism is shown, the domestic legislative base is analyzed. The content of denazification as a political goal of a special military operation is revealed. The conclusion is substantiated that Russia is the main force opposing the revival of Nazi ideology in the Eurasian space.

This article analyzes the current global political situation through the lens of storm and ship metaphors, particularly the "ship of the dead" archetype. The author examines international relations as a space of uncertainty and turbulence, where old pillars are crumbling and traditional institutions are losing their effectiveness. Using the images of various "ships" (superpowers, developing countries, and alliances), the author reveals the characteristics of their behavior in the context of a global crisis. Particular attention is paid to the symbolism of the "ship of the dead" as a media and political tool used to legitimize harsh border policies, mobilize public opinion, and wage information wars. The article emphasizes that in the 21st century, this image has become a hyperobject, compressing issues of inequality, migration, the crisis of international law, and nationalism. Understanding the mechanics of such symbolism is considered key to critically interpreting news and analyzing contemporary conflicts.

The article outlines the provisions that reveal the concept and theoretical justification of state management of territorial planning of urban settlements using intelligent systems. It is shown that the territorial planning of a modern city is a form of public management of the spatial development of the territory. The necessity of considering the city as a complex system, including social, economic, spatial and ecological subsystems, is substantiated. Special attention is paid to the information infrastructure of territorial planning and the management cycle in which intelligent systems are used to monitor the state of the city, identify the relationships between development indicators and prepare analytically sound territorial planning decisions.

Geopolitical changes on the Eurasian continent at the end of the 20th century, under the good intentions of strengthening friendship and good-neighborly relations between the countries of the collective West and the new states of the post-Soviet space, in fact led to the emergence of hotbeds of tension and an increase in conflict potential. In some cases, tensions escalated into interstate conflicts on ethnopolitical grounds, with subsequent escalation and resolution through military force. The new realities of the international military-political situation presented state political institutions with the challenge of finding solutions to the current situation while striving to maintain a balance of interests and ensure national security.
This article examines political and military conflicts as an integral part of interstate relations, their sources and causes, possible paths and methods of resolution, and analyzes the political conflict in Donbas.

The article examines the phenomenon of discrepancy between declared policy objectives and actual outcomes of their implementation – referred to in foreign literature as the implementation gap. Three classical theoretical traditions are analysed: Pressman and Wildavsky's concept of the 'complexity of joint action', Lipsky's theory of street-level bureaucrats, and Matland's ambiguity-conflict matrix. It is shown that all three traditions conceptualise this discrepancy as unintentional – as a managerial problem rather than a political strategy. Drawing on works by Gelman, Kupryashin and Malinova, a post-Soviet type of discrepancy is identified in which the gap between norm and practice may be deliberately reproduced as an instrument of symbolic politics. A typology distinguishing three analytically distinct cases is proposed.

The article provides an analysis of the key findings of a scientific study on political normativism as a theoretical and methodological approach to the modern understanding of the essence of the state. The study is based on the principles of historicism, dialectics, and objectivity. The author emphasizes the importance of changes in political normativism as a theoretical and methodological approach to the modern understanding of the essence of the state. The article interprets one of the characteristic functions of the state, which is the adaptation of dominant values to a new level of consciousness. The author concludes that a modern state is a complex combination of various national, ethnographic, historical, and cultural characteristics. The value of the state for society lies in its integrating function. It is in this context that the essence of public state policy should be understood as an important bond of society, which is often very diverse. According to the author of the article, the axiological aspect of the proposed concept of the state allows us to consider this political institution using a combination of political, social, cultural, ethical, psychological, and national parameters, which corresponds to an adequate perception of the essence of ongoing political processes and phenomena in modern conditions.

The Brazilian-Russian High Level Cooperation Commission (CAN) is a strategic cooperation dialogue between Brazil and Russia. The challenges and opportunities that CAN has to improve is the objective that the article will demonstrate through the research carried out by the author.
The challenges of CAN will be demonstrated in the research, related to the themes of geopolitical risk and secondary sanctions, means of payments and financial barriers, sectoral dependence and logistical vulnerability, technology transfer and strategic sensitivity, etc.
The opportunities for an efficient outcome CAN offer in the field of Nuclear energy, agribusiness, BRICS and alternative platform for financial cooperation, science and technology, markets and export diversification.
The Brazilian-Russian High-Level Cooperation Commission (CAN) is a well-designed pilot project, by competent technical groups based on a transparency effort to transform good intentions into concrete positive results.

The article is devoted to the analysis of the foreign policy of the People’s Republic of China in Central Asia in the context of the transformation of the regional and global system of international relations. The logic of forming a Chinese strategy in the region based on a combination of geo-economic, institutional, and political-diplomatic tools is considered. It is shown that Central Asia occupies a stable place in the system of China’s foreign policy priorities, due to its transit position, resource potential and importance for ensuring a stable external environment on China’s western borders. Special attention is paid to the analysis of the differentiated nature of China’s interaction with the states of the region, as well as the role of the Belt and Road Initiative in shaping economic and infrastructural connectivity. The key limitations and contradictions of Chinese policy related to the competition of external actors, socio-economic risks and the peculiarities of China’s perception in Central Asian countries are identified. It is concluded that China’s foreign policy in the region is adaptive and focused on long-term consolidation of influence without a drastic change in existing political balances.

The article examines the representation of China–ASEAN cooperation in the digital space using Bilibili (2013–2025). Based on user engagement and frame analysis, key stages of audience interest and dominant narratives are identified. The study shows that stable interest emerged after 2017, with regional security as the dominant frame.

The article analyses the normative-legal evolution of the foreign labour quota mechanism in the Republic of Kazakhstan from 2016 to 2025. The transition from a permit-based model to systematic quotas is traced through the 2016 Law on Employment and the 2023 edition of the Law on Population Migration. Key structural features of the current mechanism are identified and examined: the derivative principle of foreign nationals' right to work, four-category classification of workers, local content requirements, the annual administrative quota-setting cycle, and the system of normative exemptions. Quota parameter dynamics over the study period are established. The article concludes that a regulatory model has formed with a pronounced asymmetry of procedural mechanisms and a structural deficit of performance monitoring.

The advent of the era of globalization is mainly about reshaping the landscape of international relations through deep integration in multiple dimensions such as economy, politics and culture. In this context, both the concept and practice of national sovereignty are facing very serious challenges and rare opportunities. The purpose of this article is to explore, on the basis of an in-depth analysis of the impact of globalization on national sovereignty, the role of international cooperation in maintaining and enhancing national sovereignty, and how to achieve a balance between national sovereignty and international cooperation in the tide of globalization.

The article reflects the problem of the formation of a multipolar world order based on Sino-Russian cooperation. The competitive advantages of the main actors of international relations are considered. These include the United States, Russia, and China. Next, the measures taken by the listed States in the field of global order development are studied.
