Developing a systemic adaptation of talent management in small enterprises

In the context of a staffing shortage that affects 85% of Russian employers, small and medium-sized enterprises (SMEs) are forced to adapt their HR management practices to meet resource and market constraints. Based on a systematic analysis of methodological approaches (resource theory and motivation theories) and empirical research, the article identifies the challenges of talent management in business and entrepreneurship. These challenges include the informality of HR processes, the underdeveloped employer brand, limited budgets, and institutional instability. The effectiveness of low-cost practices (mentoring, digitalization, and HR brand development) as tools for institutionalization has been substantiated. A roadmap has been proposed for the gradual formation of a talent management adaptation system that takes into account the limited resources for entrepreneurship development.

A politico-administrative model for integrating immigrants from different cultural backgrounds into the local community within the framework of public administration

This article addresses the management aspects of incorporating immigrants from different cultural backgrounds into the local community within the context of public administration.

The study’s relevance stems from the steady flow of migration into the Russian Federation and the objective need to integrate migrants into the host society—a need that conflicts with the existing legal and regulatory framework, which effectively removes integration issues from the purview of federal authorities and shifts responsibility onto municipalities.

The proposed management model, based on a functional-actor principle and combining integration efforts with monitoring and preventive measures, enables municipalities to assess the dynamics of integration processes and promptly adjust their management strategies.

Hidden mechanisms of reality: ontological dimension of the problem

The article traces a conceptual shift in European philosophy of the 19th and 20th centuries. As a result, the problem of the hidden shifts from the epistemological plane (as a question about the limits of knowledge) to the ontological plane (as a question about the existence status of the hidden and the multilayered structure of reality). The authors reconstruct three key turns that facilitate this ontologization. The first turn is related to Kant's concept of "things-in-themselves" and its subsequent transformations in German idealism (Johann Fichte, Friedrich Schelling, and Georg Wilhelm Friedrich Hegel). The voluntarism of A. Schopenhauer. The phenomenology of E. Husserl. And in the contemporary discussions between scientific realism and anti-realism. The second turn is represented by the concepts of stratified ontology by N. Hartmann (with his doctrine of four layers of being) and fundamental ontology by M. Heidegger. Where the hidden is thought of as a structural moment of being itself (unfolding in the game of alethea and concealment). The third turn is realized in structuralism (F. Saussure, K. Levi-Strauss, J. Lacan) and poststructuralism (J. Derrida, M. Foucault, J. Deleuze). Where the hidden is desubstantialized and appears as an anonymous immanent structure that organizes reality from the inside. It is concluded that these three lines form a single problematic field of the modern ontology of the hidden. In this field, the hidden is not a defect of knowledge, but an essential characteristic of existence itself.

Developing language competencies among technical university students: challenges and practical solutions

The paper addresses the problem of insufficient language proficiency among engineering students. Data from an analysis of written assignments are provided, along with typical errors (substitution of technical terms by everyday vocabulary, violations of logical coherence). An experiment involving a set of profession-oriented exercises is described; it showed an increase in terminological accuracy and textual cohesion. Recommendations for instructors teaching in technical universities are formulated.

Digital public-private partnership: models of institutional entrepreneurship in a platform based environment

The classic model of public-private partnership (PPP), which focuses on long-term investments in material infrastructure and formalized risk distribution, proves to be inadequate for the digital economy, where platforms assume functions related to control, identification, and tax administration without traditional concession agreements. Based on an analysis of Russian case studies from 2020–2025 (the “Chestny Znak” marking system, the integration of marketplaces with the Federal Tax Service, and the Unified Biometric System), the article conceptualizes the concept of digital public-private partnership (DPPP) and substantiates its fundamental difference from traditional PPP. The concept of institutional entrepreneurship is used as an analytical framework, on the basis of which four models are identified: regulatory arbitrage (the use of legislative gaps with subsequent legitimation), platform delegation (the transfer of state functions to a private operator), compliance integration (the integration of fiscal instruments into the platform’s interface), and reverse norm engineering (the transition from experimental legal regimes to universally binding norms). An operational definition of PPPs has been proposed as an institutional regime in which a private platform systematically replaces publicly significant functions, and the state becomes asymmetrically dependent on its infrastructure, which triggers a cyclical co-adaptation of rules. Three criteria have been developed for the empirical identification of such partnerships: functional substitution, asymmetrical institutional dependence, and cyclical co-adaptation of norms. The results obtained indicate the need to reform the legislation on PPPs or to create a separate legal institution for digital agreements, as well as the importance of revising theoretical approaches to the analysis of hybrid forms of governance in the platform economy.

Dynamic inclusivity and the spillover effect of infrastructure conflict: a comparative analysis of the M-12 "Vostok" highway in the Vladimir Region and the South Lytkarino highway in the Moscow Region

The article examines the sustainability of public participation when major transport infrastructure projects are modified. It asks why accommodating one affected group does not necessarily resolve conflict and when a revised project requires renewed stakeholder inclusion. Comparative document-based process tracing is applied to the M-12 Vostok motorway in Vladimir Region and the South Lytkarino Motorway in Moscow Region. Dynamic inclusiveness and the infrastructure conflict displacement effect are operationalized through documentary indicators. In the M-12 case, a route revision officially linked to residents' comments was followed by objections in other territories. In the South Lytkarino case, several changes requested by residents were implemented, yet conflict re-escalated in Vidnoye during construction. Sustainable interest reconciliation therefore depends on repeated stakeholder mapping, renewed participation after material project changes, and traceable links between demands and decisions.

On the issue of creating a «portrait of a terrorist» in the Novosibirsk Region and developing additional measures to counter the ideology of terrorism among young people in the Novosibirsk Region

This article examines the reasons for the increase in cases of youth involvement in terrorist crimes in the Russian Federation, using the example of the Novosibirsk Region. It examines and analyzes the historical causes of the development of terrorism in Russia, as well as the methods and ways of recruiting young people. The article explores the routes of youth involvement in terrorist crimes, as well as the issues of targeted and individual prevention of young people who have fallen under the influence of destructive ideologies. The article concludes that the current situation requires a revision of approaches to countering the ideology of terrorism.

Geocultural approach in inclusive place branding

In the article we have analysed inclusive branding and geocultural branding approaches to solving the problem of negative perceptions of inclusive education in the Russian Federation. The adoption of geocultural approach has been substantiated due to the problem’s values and culture specific nature. We have introduced some possible geocultural branding instruments for a hypothetical place branding situation.

Value sovereignty and historical memory: what does it mean to "be oneself" in an era of world order collapse (through the lens of the history and culture of the Russian Far East)

The article examines the problem of forming value sovereignty as a humanitarian category in the context of geopolitical turbulence. Drawing on the history and culture of the Russian Far East (17th–20th centuries), it analyzes the mechanisms of "ethnocultural ingrowth" of Russian settlers into the region, as well as the role of historical memory and traditional values in consolidating society. The thesis of the Far East as a metaphor for the Russian borderlands is substantiated, where issues of preserving identity become a daily practice. The author concludes that spiritual sovereignty is formed through a synthesis of three cultural layers -autochthonous, Orthodox, and contemporary - and that "Far Easternness" constitutes the foundation of all-Russian civic identity.

Pseudo-originals of Saint-Denis: papyrus manufacturing technology and strategies of forgery in early medieval diplomatics

This article examines the relationship between the technology of writing material production in the Early Middle Ages and the practice of forging documents, using the collection of papyri from the Abbey of Saint-Denis as a case study. It traces the history of papyrus use up to its disappearance from the economic circulation of Western Europe, analysing the manufacturing technology of the papyrus roll, the criteria for material quality, and the reasons for the transition from papyrus to parchment. Particular attention is paid to the Saint-Denis affair of the mid-eleventh century, during which the monks, defending the exempt status of the abbey, produced a series of pseudo-originals, using ancient reused papyri as writing supports. Through the examples of the Testament of Ermenstrude and the forged bull of Pope Zacharias, the strategies of forgery are reconstructed: concealment of the original text by gluing rolls together, reuse of the support, imitation of handwriting and signs of authentication. It is demonstrated that a material-scientific approach to the study of documents significantly complements traditional diplomatics and palaeography, making it possible to uncover the mechanics of medieval forgery.

The magic mountain: the impossibility of a "Davos Civilization"

This article provides a critical analysis of the phenomenon of the "Davos civilization"–a global elite culture shaped by the meetings of the World Economic Forum. It examines the concept of "Davos Man" introduced by S. Huntington, demonstrating that, despite the influence of this group, its values are not universal and provoke resistance in traditional societies. A parallel is drawn between the "Davos civilization" and the image of a sanatorium in T. Mann's novel "The Magic Mountain": both spaces are presented as isolated enclaves, divorced from real life, where intellectual discussions and the cult of ideas replace real action. The article analyzes the crisis phenomena in contemporary globalization, the political fragmentation of the West, the rise of protectionism and nationalism, and the crisis of global governance institutions. Particular attention is paid to the competition between the Western "Davos" model and alternative projects, primarily the "Beijing Consensus," as well as the internal contradictions within BRICS. The conclusion is that the crisis of the "Davos civilization" and the difficulties in promoting alternative development models are interconnected and reflect profound shifts in the global system.

Negotiations on the peaceful settlement of the Lebanese-Israeli conflict in the context of the broader Lebanese crisis

This article analyzes the negotiation process between Lebanese President Giorgi Aoun and representatives of the Trump administration and European officials. It examines the trilateral peace plan for Lebanon, which involves the withdrawal of Israeli troops and the disarmament of Hezbollah, and the prospects for resolving the situation within and around the Land of the Cedars themselves. Using factor analysis and examining the “Lebanese case” using the case-study method, the authors ultimately conclude that the combination of key factors determining the current situation does not allow Lebanon and its leadership to count on a swift resolution of the conflict and overcoming the internal political crisis.

State education policy regarding indigenous peoples of Ecuador: declarations and reality

The global search for inclusive education models for small indigenous peoples is particularly important for the culturally diverse region of South America. This relevance is confirmed by an analysis of the Latin American experience, where constitutional recognition of multinationality is accompanied by the preservation of Eurocentric educational standards. This article is relevant due to the need to identify contradictions between the declared principles of interculturalism and the actual policies that lead to the marginalization of indigenous communities, particularly in remote regions of the Amazon. The aim of the study is to analyze the gaps between the constitutionally enshrined principles of multinationality, intercultural bilingual education (IBE), and public administration practices in Ecuador, and to assess the consequences of modernization policies on indigenous peoples' access to quality education. The research method utilized a synthesis and analysis of institutional decisions by government bodies regarding intercultural education, educational policy, and the development of policy documents, as well as a case study of educational policy in the Ecuadorian Amazon. The results of the study allowed us to identify commonalities and specifics in the implementation practices, as well as discrepancies between political rhetoric and the policy actions of Ecuadorian authorities regarding inclusive education for indigenous minorities.

Chinese symbols of golden bricks: from ancient traditions to the geopolitics of a multipolar world

The article considers the construction metaphor as an important political and cultural tool used in international relations, with a special focus on Chinese cultural and political specifics. In political discourse, the metaphor of a brick symbolizes reliability, durability, collective labor and civilizational development. The historical path of brick as a building material can be traced from the Neolithic Period in the Middle East to the traditions of Chinese architecture and mythology. Special attention is paid to the Chinese interpretation of the construction metaphor in the context of the BRICS unification, where the naming of the participating countries as "golden bricks" emphasizes their role as the foundation of the new world order. The cultural, historical and political aspects of the use of metaphor are analyzed, including the symbolism of gold in the Chinese tradition and the role of the construction metaphor in shaping the image of a stable multipolar world. The article also highlights modern Chinese concepts of civilizational development and cooperation based on traditions and philosophy of gradual, harmonious construction.
