Knowledge growth as a criterion of the effectiveness of political institutions

The presented study reveals the institutional-epistemological methodological approach to the assessment of political institutions, focusing on the ability of political institutions to solve social problems. The authors critically position the standard epistemic democracy for the exclusive focus on the exploitation of available knowledge and proposes a two-factor model of effectiveness, which also includes the rate of growth of the potential (stock) of knowledge. Based on the conceptual framework of problem solving, it is argued that a polycentric democracy with multiple competing jurisdictions and local experiments is epistemically superior to a centralized democracy in the long term. Special attention is given to distinguishing between types of knowledge (value-based, scientific, institutional, and instrumental) and integrating science into the process of public trial and error.

The role of the implementation of the electronic platform "Public Services" in the framework of the development of digital transformation of public administration

The Unified Portal for State and Municipal Services make a foundation for interaction between government and society amid technological shifts. The aim of this article is to examine the impact of the UPSS on public administration and to identify challenges and prospects for its future development. The author found that the implementation of the UPSS has reduced administrative barriers and minimized corruption risks. It concluded that there is a need to design administrative regulations using artificial intelligence technologies.

Managerial culture as a factor of the effectiveness of public authorities

The article analyzes managerial culture as one of the key factors influencing the effectiveness of public authorities. Managerial culture is understood as a set of values, norms, behavioral models, and leadership styles that determine the quality of interaction within state structures and with society. The paper examines modern approaches to the formation of managerial culture, its impact on the quality of managerial decisions, communication efficiency, and citizens’ trust. Special attention is paid to the role of professional training, the development of ethical norms, and the introduction of standards of official conduct. It is concluded that the purposeful development of managerial culture contributes to improving the effectiveness of public administration and strengthening the authority of government institutions.

A software-algorithmic project for specialist training based on municipal needs

This article examines the development of an educational, social, and communication environment for a municipality within the context of the "smart" territory concept. A model of interaction between educational process participants is presented, taking into account the personal characteristics of students and labor market needs. The application of a software-algorithmic approach to choosing a profession, educational institution, and professional development trajectory is substantiated.

Business communication competence: approaches to teaching in a technical University

The article focuses on interactive teaching methods in higher education using the example of a business game "Job Interview" tested in business communication courses. The authors justify the transition from the traditional model to active forms that develop professional competencies and teamwork skills. A step-by-step algorithm for organizing the game is provided – from role distribution to debriefing and reflection. Additional techniques are described: flipped seminar, minute-by-minute stenographic recording, role diary, and distributed assessment. Typical difficulties and ways to overcome them are analyzed. Conclusions are drawn regarding the effectiveness of business games in enhancing students' motivation, critical thinking, and communication skills.

The Arab world in the mirror of civilizational dynamics: from the archetype of the cave to multipolar diplomacy

This article explores the specifics of Arab civilization and its role in the emerging multipolar international system. It examines the history of perceptions of the Arab world in Europe, from the Middle Ages to contemporary international relations. Particular attention is paid to the influence of Western cultural influences on the concept of Arab civilization, highlighting the differences between scholarly approaches and romanticized depictions such as Arabian fairy tales. The study is structured around three areas: a philosophical and cultural analysis, drawing on Oswald Spengler's concepts of Arab culture as closed, spiritual, and magical, expressed in the archetypal symbol of the "cave world"; a historical and political overview, presenting the evolution of Arab states from the heyday of Islamic culture to the current stage of nation-building; and the current geopolitical situation, characterized by the integration of Arab countries into the BRICS format, which is changing their role in the new multipolar order.

The role of the international community and regional, governmental and non-governmental organizations in peacekeeping activities in Africa in the context of armed conflicts

The article examines the Armed conflicts in Africa continue to be one of the most acute problems of global security, despite decades of efforts by the international community. The study analyzes the role of various actors – from the United Nations to regional structures of the continent and non-governmental organizations – in maintaining peace in African territories. The models of interaction between the UN and the African Union, the functioning of subregional economic communities (ECOWAS, SADC, IGAD) as providers of peacekeeping assistance, as well as the specifics of the participation of non-governmental organizations in humanitarian operations are examined. Particular attention is paid to the transformation of peacekeeping operations in the context of growing regionalization of responsibility for conflict resolution and the formation of the concept of “African solutions to African problems”. The analysis of operations in Somalia, the Democratic Republic of the Congo, the Central African Republic and the Sahel region makes it possible to identify the main challenges of modern peacekeeping, related to insufficient funding, lack of clear strategies and the complexity of coordination between numerous participants. The relevance of the study is due to the persistence of a high level of conflict in Africa and the need to develop more effective mechanisms for international cooperation to ensure sustainable peace and security on the continent.

The evolution of the Muhasasah principle in the Iraqi political system: between stabilization and institutional development

This article examines the principle of muhasasah as a mechanism for distributing power in Iraq's political system after 2003. The reasons for its formation, the specifics of its institutionalization, and its impact on the functioning of state institutions are analyzed. It demonstrates that muhasasah contributed to political stabilization and ensured the representation of key ethno-confessional groups. However, its long-term entrenchment created limitations for the development of a meritocratic civil service and improved public administration.

Theoretical foundations of the study of Russian-Syrian relations

The purpose of this article is to define the nature of Russian-Syrian relations using theoretical approaches to international relations. The author outlines the theoretical foundations of bilateral relations and also identifies their stages of development in a historical perspective. It is established that the stability of Russian-Syrian relations is based on a realistic paradigm of international relations, where the balance of power and Russia's national priorities are the determining factors. However, the current stage of development of relations differs significantly from previous ones and is characterized by a pragmatic approach, with greater autonomy for the Syrian Arab Republic in its policies, which clearly does not upset the regional balance of power with Russia's participation.

Geopolitics of knowledge: how international students are changing the meaning of education

This article examines the transformation of the international student phenomenon in the contemporary geopolitical context. The authors trace the evolution of the meanings of academic migration from the medieval "pilgrimage of knowledge" to the contemporary political instrumentalization of education. Based on an analysis of Russian and international data, the article examines models of "brain circulation" that have replaced the traditional "brain drain." Particular attention is paid to the concept of "managed modernization" implemented in China's "Thousand Talents Plan," highlighting its effectiveness and problem areas (intra-academic competition, declining scientometric indicators, and geopolitical risks). New challenges are analyzed: visa regime tightening (including the cancellation of student visas to the United States), racist trends, post-pandemic remote stress, and the transformation of international students' psychological difficulties into a political factor (enclave identity, existential crisis). "Soft landing" measures are proposed at the state level (loyalty roadmaps, return grants) and universities (a "third curator," politically neutral spaces, specialized psychological support). It is concluded that a state capable of offering international students meaning beyond material gain and protecting their psyche gains a strategic "network asset"–bridges for trade, technology, and alliances.

Principles of paper composition in Russian papermaking at the end of the 19th century: systematization of raw material criteria and formulation approaches

This article examines the historically established principles of paper furnish composition as reflected in Russian technical literature of the late 19th – early 20th centuries. Drawing on the works of N.P. Melnikov and related sources, the author systematises the criteria for evaluating fibrous raw materials ‒ shive content, dirt count, heterogeneity, fibre thickness, colour, chemical composition and fibre strength ‒ and reconstructs the standard formulations for the principal paper grades: writing, printing, engraving, copying, document, drawing, parchment, tracing, filter, wrapping papers, and paperboard. Special attention is given to two methods of raw material processing (mechanical and chemical), the problem of transparency and show-through in printing papers, and the earliest instrumental methods for their quantitative assessment (P. Klemm's diaphanometry). It is demonstrated that the pre-revolutionary system of composition constituted an empirically verified technological matrix of «raw material ‒ properties ‒ intended use», many provisions of which retain methodological value for contemporary papermaking. The work is historical-technological and review in character.

The role of military prosecutor's offices in ensuring the rights and legitimate interests of military personnel in the Russian Federation

The relevance of the study is due to the growing number of appeals from military personnel and their family members, the increasing complexity of social guarantees and the need for independent control over the decisions of the military administration.

The purpose of the work is to determine the role of the military prosecutor's Office in restoring violated rights and preventing repeated violations.

It has been established that the effectiveness of supervision is expressed not by the number of response acts, but by the actual provision of payments, treatment, housing, vacations and other guarantees.

The analysis of 2021-2026 revealed a sharp increase in complaints, an increased social focus of supervision, and the development of digital complaint routing. Risk-based planning of inspections, controlled interdepartmental information exchange and preservation of personal responsibility of the prosecutor when using automated means are substantiated.
