The building of the welfare state on the territory of the Russian Federation is a complex task. To achieve this goal it is necessary that there be economic base or Foundation. The welfare state under capitalism is not just any legislative initiative of the ruling elites, and the creation for these purposes of a socially oriented economic model, which needs not only to effectively collect taxes and then redistribute them for social needs, but also to promote economic, political development of the country and prevent its looting. The state must conduct effective policy and to combat all forms of corruption. A long time for anybody not a secret that the higher the level of corruption in the Russian government is the most powerful obstacle to the country's development and the growth of its power on the world stage.

In the article a role and a place of information war in modern globalizing world is getting under analysis in the capacity of an implement of "indirect actions" strategy. There was an attempt to recognize the main impact tendencies of "information threats" on Russian society.

Public opinion is regarded as a factor of the influence of civil society institutions on the authorities and government. Civil society in the author's position appears as a special socio-political phenomenon emerging at a certain stage of the development of the state and society, understood as a social space, a system for providing vital activity, a system of public institutions that provide the conditions for self-fulfillment of individual and group actors, the realization of common and private interests and needs. Civil society, among other things, has its own self-organization, economic freedom, freedom of speech, interaction between the state and government, pluralism of opinions, social and national harmony. Russian society has come a long way towards building a civil society. One of its important features is the ability to formulate, express and relay the position of the majority on specific aspects of social relations, including the state system, with a simultaneous dialogue with the minority in this regard. Public opinion that can exert a complex and multidirectional influence on the activities of government bodies and administrations can be an extremely powerful instrument for influencing political decisions and the functioning of government bodies and authorities, which, of course, can not but be reflected in the activities of the latter.
The publication analyzes the possibilities of the influence of civil society on the authorities and government through public opinion. A society that does not use this opportunity does not sufficiently correspond to the characteristic - civil.
Positive evaluation of such practices of interaction between Russian authorities and the public as monitoring of public opinion, the formation of special units for interaction with public associations in government bodies; the functioning of the system of public chambers, public councils with government bodies, public discussions, etc.
Negative noted inertia of the Russian society in the expression and upholding their opinions, as well as the incompetence of officials who are not able to adequately build work with the institutions of civil society. To solve the identified problems, it is necessary to activate civil society institutions in combination with the professionalization of public administration, the activation and optimization of the activities of PR departments, services and employees of state authorities and local self-government.

The article dwells upon textual material of strategic computer games on a lexical-stylistic level. Stylistic devices and the rules of their usage are examined. The language of computer games and that of fantasy literature are analyzed. The article reveals the reasons to employ different literary devices, defines factors for the usage of stylistic potential of the English language. The text array of a computer game is given a scrupulous analysis; its quintessential role in unfolding the plot is emphasized.

Based on legal analysis, the work deals with approaches to the regulation of liability for mediation in bribery in the criminal law of the Russian Federation. The author examines the content of criminal legal norms criminalizing mediation, formulates recommendations for further improvement of criminal legislation of the Russian Federation in anti-corruption sphere.

Relevancy of studying the particularity of movie language from the prospective to influence the audience is certain. Notably, because of the complex nature of this influence, in particular, in the age of globalization. As a currency of soft power “screen” is perfect tool used in cyber wars, information warfare. The nature of the “value expansion process” is based on the synergy of “auditory- visual imagery” and able to shape socially significant values. Philosophical, cultural method allows to particulate limitations of informational manipulations, to particulate it’s features and functions. Newness of this study is to particulate specific axiological mechanisms of “auditory- visual imagery” as a part of “screen reality”. We are considering psychophysiology as a part of neuroscience studying the “giving way of thinking” with relationships between psychological events and brain responses, and further image transformations onto scale of values and preferences. Those crowd manipulation as a part of screen reality, “auditory- visual imagery” and information unit allows as to consider intercultural communications deeper and on the cognitive level. Because of the sensitive stage of learning this kind of study is more sufficient then verbal. As a result “screen reality” as a currency of soft power allows as to motivate a person or a social group to act and to affect decision making process, but on the other hand we should’t underestimate the power of this type of “axiological aggression”. Crowd manipulation interfering the basis of personal liberty, as a part of the whole value identity as a result we have low tolerance and apathy. To understand brain-screen communication is "the must", to know the nature of the screen to influence the human brain.
Any audio-screen images are cohesive to the “screen reality”, involved in the socially important trends and social norms. As a currency of soft power “screen reality” is capable to manipulate human minds, is a power tool, with its limits due to the nature of the brain psychophysiology.

In the modern world, emergency services related to the elimination of the consequences of emergencies are given serious attention. This is due to the fact that the state can not afford to neglect the life and health of its population. Accordingly, the state policy of the countries in the field of ensuring the effective operation of emergency medical services in the event of emergencies is one of the priority areas.
In this article, the author examines the institutional framework for the formation of public policy in the field of emergency medical care in developed Western countries and in Russia.

The article deals with the historical aspects of the formation of a social state, starting from the ideological foundations to the first legal formulas of the social state, the interrelation between the works of thinkers and philosophers of antiquity with the works of scientists of the 19th and 20th centuries, emphasis on the relevance of the provisions of the social state at the present time and the need for their constitutional consolidation is made. It is noted that the prevailing modern models of the social state in developed democracies contribute to the stability of the constitutional system, despite the ongoing political and economic crises, that confirms the need for an effective social policy of a law-based democratic state.

The revival of interest in civil society as a social phenomenon is primarily due to the socio-political upheavals that have completely changed the face of Eastern Europe and Russia over the past decade. Among scientists-sociologists both in our country and in the West there are many different approaches to studying of this phenomenon, but still there is no consensus concerning its essence, an origin and historical borders. Publicists, politicians, and sometimes scientists use this term, putting it in a completely different content.
Modern ideas about civil society – the result of their long evolution in the history of socio-philosophical and political thought, which explains their diversity and inconsistency, and what the author would now like to address, leaving a cursory look at the history of the concept.

The article is devoted to problems of formation of the social state and development of local government in our country. It points out the specific psychological susceptibility of the population to these types of public authority with the perspective of administrative and municipal reforms.

Today, Central Asian countries are on the threshold of a new stage of political and social transformation related to the need for deeper and better modernization of society, economy and politics. However, different conditions in the Central Asian countries dictate the the variety of strategies they have adopted for further transformation. The author considers the existing approaches to the study of political and socio-economic transformations in the Central Asian region and tries to formulate his own approach to such a researches.

The article deals with such issues as text activity and linguistic and sociopsychological abilities among the students and other categories of learners as well as the way of optimization of development of these abilities. The article explains the relationship between informational war and symbols throughout time. Various definitions of different authors as Dan Khuel, I. N. Panarin, S.A. Komosov and M. Queen, Harrison, Mills and others, for both informational war, and symbolism are given with a focus on having the definitions change throughout time and according to the region and perspective they represent. Also, symbols are claimed to be a weapon of war of the informational war and not simply a means to identify one another as how the earlier definitions of symbols insisted they ought to be perceived as due to their close ties with art and peace, rather than the representational struggle and war times in contemporary times. The emphasis is placed upon the ease of symbols to penetrate any society, the ease of them being remembered and the minimum time it takes to do so in comparison to written words and phrases, for example. The article attempts to pave the way for a symbols war to be perceived as a defined and dangerous informational war along side the others defined as psy-ops, cyber war, military war, electronic war, etc. This is due to its unique character, being a war pan-historic and pan-technologic.

Relations between Russia and Germany have always been of special importance in the international arena. The direction of the development of European civilization, the alignment and balance of power in a rapidly changing world largely depends on these relationships. The article examines the main directions of Russian-German relations in the sphere of culture in modern conditions. The features of the development and strengthening of Russian-German interaction in such a sphere as culture are shown.
